Meeting called to order at 8:00 P. M. Honorable 'Mayor Harry V. Custer presiding.

READING OF THE MINUTES:
Minutes of meeting held June 4, 1957 and Special Meeting June 14, 1957 were
read and approved.

PARKING AREA -6th & SHOSHONE:

A letter was read from Bryce B. Hall requesting curb set back so parking strip
could be used for parking area. Would like to defer paving until there is a
storm drain available also that -trees remain until trees on property are large
enough for shade. Motion made by VanHo.y, seconded by Adams to turn to Street
Committee for study and recommendation. Motion carried..
DRIVEWAY AT 314 W. CLARK:
A. E. Stromme requests permission to install a driveway across the sidewalk to
his parking lot. Motion made by Hicks, seconded by Combs that this be referred
to the City Engineer, Street Committee and Building Inspector. Motion carried.
THREE WATER SERVICE IMPROVEMENTS:
City Engineer George R. Sisher recommends a larger pipe line installation in
the 1100 Block on Margaret; the same at Sixth and Shoshone and also on South
Third. Estimated cost of Item 1 - $11486.38
Estimated cost of Item 2 - 1,587.00
Estimated cost of Item,3 - 1,144.25 Total $4,217.63 This is for
better service. Motion made by VanHoy, seconded by Hicks granting the request.
Motion carried.
AGREEMENT SIDEWALK WAIVER:
The Acme Potato & Onion Distributors Inc. request by agreement a waiver of
Ordinance No..891 on sidewalk installation at 310 So. First Avenue, Northern
Pacific Property. Motion made by VanHo,y, seconded by Combs that waiver be
granted and agreement signed. Motion carried.
BUSINESS LICENSE APPLICATIONS:
Ten (10) Business Licenses and five (5) Solicitor applications submitted for
acceptance. Motion made by Hicks, seconded by Moore approving applications.
Motion carried.

Councilman Ken Moore referred to a letter from LaVerne A. Jessen, Manager & Operator
of the Mission, requesting permission to,solicit funds and/or useable materials.
Motion made by Moore, seconded by Hicks to turn to Health Committee, Chief -of Police
and the Ministerial Association. Motion carried. _
PROSPECTUS FOR PONDS, L. I. D. No. 63:
Councilman Adams reports for Committee on meeting held with Bond purchasing firms
and accountants and recommend the hiring of Terry Thompson. Motion made by Adams,
seconded by Combs to employ Terry Thompson as recommended by the Committee and
authorize the 'Mayor to sign agreement. Motion carried.
DOOR ON WEST SIDE OF CITY HALL:
The need of a back door was considered; its location, double or single, door well
etc., and in conclusion motion was made by Van Hoy, seconded by Adams that the City
Engineer draw a sketch of needed structure for decision. Motion carried.

ROAD BUILDING CLINIC OF 1957 AT PULLMAN„ WASHINGTON:
A report and information on file in Committee Room of toe 8th Road Builders Clinic
brought back be City Engineer George R. Fisher.
RESOLUTION OF INTENT ON L. I. D. # 63:
City Attorney reports that this has not been received from Weter, Roberts &
Shefelman.
FISHPOND & YACHT BASIN:
City Engineer tdobet up legal description of property to be included in petition
e presente e Army Engineers for annexation. This will be forwarded to
Max K. Tysor in Walla Walla, 'Washington.
BID ON PIPE & VALVES:
Holly Cornell, Consulting Engineer was present and spoke to the Council relative
to price extensions on bids, delivery time, etc., then presented his recommendation.
Motion made by Adams, seconded by Combs to accept the Consulting Engineers recommend-
ation as follows: reporting herewith on analysis of bids received at 12:00, noon,
June 14, 1957, for cast iron pipe, fittings and. valves. All bids received have been
checked and complete tabulations are attached hereto. Considering, first, the bids
on cast iron pipe, the total cost for pipe and fittings, including sales tax, based
on the three proposals received would be as follows:

U. S. Pipe & Foundry Co 157,12 9
Consolidated Supply Co 164,497.27
The proposal of the U. S. Pipe & Foundry Company included an esculator clause
providing for an increase in cost depending on the price of pigiron at the time
of shipment. The other bids were in order and in accordance with the specification.
In regard to the valves, quotations were .received from seven suppliers. The total
cost, including sales tax for the valves as listed in the proposal,.being as
follows:
Consolidated Supply Co., Spokane M & H Valves $8605.46
Hughes 8c Co., Spokane Meuller Valves 8615.21
Fred G. Greaves, Seattle Kennddy Valves 8795.45
Waterworks Supplies Co, Portland Meuller Valves 8976.57

The difference in cost between the two low proposals is $9.75. The proposal by
Hughes & Company for furnishing Meuller Valves procvides a 28 -day earlier delivery
time than the proposal of Consolidated Supply Company for furnishing M & H Valves.
In view of the fact that almost all of the valves in the present system are Meuller
manufacture and the 20 -day earlier delivery time, it is our opinion that the Meuller
valves proposed by Hughes & Company should be purchased. In Summary, we have analy-
zed all of the bids and they appear to be in order and we-crecommend that purchase
orders be awarded to the following:
For cast iron pipe - Pacific States Cast Iron Pipe Co. $ 153,425.79
For valves Hughes & Company, Spokane 8,615.21
Motion carried by roll call vote of five (5). Adams, Combs, Hicks, Moore and
VanHoy voting "Yes". Thompson and Zier were absent from the meeting.
UNFINISHED BUSINESS:
AIRPORT LIGHTING SYSTEM. BIDS:
Consulting Engineer S. L. Perry reports on bids following extensions and study.
He recommends the low bid of Duke's Electric Inc. be accepted. Motion made by
Combs, seconded by VanHoy to accept the recommendation of the Engineer and award
the bid to Duke's Electric for the sum of $42,376.26, which was the lowest bid,
and following the approval of the CAA. Motion carried by roll call vote of five
(5). Adams, Combs, Hicks, Moore & VanHoy voting "Yes". Thompson and Zier were
absent f rom t he meeting.
WESTON SAND & GRAVEL:
Rezoning petition never presented.
Monthly budget report furnished each member of all departments by the City Clerk.
ADJOURNMENT:
Motion made by Combs, seconded by Adams to adjourn to next regular meeting, Tuesday,
8:00 P. M., July 2, 1957. Motion carried.
