HomeMy WebLinkAbout05-21-1957 MinutesPASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS MAY 21, 1957 CALL TO ORDER: Meeting called to order at 8:00 P.M., Honorable Mayor Harry V. Custer presiding. ROLL CALL: By Clerk. Councilmen present were 0. C. Adams, C., R. Combs, Raymond Hicks, K. E. Moore, Ed Thompson and David Zier. T. R. Van Hoy was absent. City Attorney Richard G. Patrick was present. READING OF MINUTES: Minutes of the meeting held May 7th, 1957 were read and approved. BILLS: ELVRUM CONSTRUCTION CO. - FIRE STATION NO. 2 Voucher was presented by 0. R. Elvrum requesting that the 15% retaining fee be paid. This has been withheld 30 days, no bills or charges have been filed against this construction. Motion made by Combs, seconded by Zier that the retaining fee of $2,116.16 be released to Mr. Elvrum. Motion carried by roll call vote of six (6). COMMUNICATIONS: PASCO ARMY RESERVE TRAINING CENTER - SURVEY AND EXPLORATION PERMIT A letter to 0. V. Cotton from Max K. Tysor was read relative to the use of City owned land located at the N. E. corner of the intersection of State Highway No. 11 and Chase Avenue as a site for this proposed facility. Forms 1258 were attached in quadruplicate. Motion made by Combs, seconded by Zier authorizing the Mayor to sign permit.; which has been approved by the City Attorney. Motion carried. WATER EXTENSION -- MRS. DAVIS, ROAD 44 Letter read from City Engineer, George R. Fisher stating Mrs. Davis would dedi- cate 30' of Opal Street as a condition for extending water line; estimated cost of which would be $2,004.47; City Engineer recommends that the full cost of the line be paid, that the South 30' of Opal Street from Road 42 to 44 be dedicated, and that the property served extend only 165.5' South of the center line of Opal Street. Motion made by Zier, seconded by Combs approving the Engineer's recom- mendation. Motion carried. SUPERIOR MANUFACTURING AND EQUIPMENT CO. -- AIRPORT. A letter was read from Airport Manager 0. V. Cotton stating the above mentioned company is in arrears with their rent; however at present he is paying the cur- rent rent and a continuous effort is being made to reduce the note. Mr. Cotton would like to continue on this same basis. Motion made by Hicks, seconded by Combs approving action as set up by the Airport Manager and City Attorney, Motion carried. QUIET TITLE ACTION: BONNEVILLE POWER ADMINISTRATION EASEMENT FOR TRANSMISSION LINE ACROSS. OLD. GOLF COURSE PROPERTY ON EAST SIDE. Action presented by James Leavy for the Franklin County Irrigation District No. 1, Plaintiff - City of Pasco, Defendant -- $648.90 now in possession of the defend- ant. Plaintiff feels that an order should be entered into ordering defendant to pay said money to Plaintiff. Motion made by Combs, seconded by Zier to turn this to the City Attorney for necessary action. Seattle 99, Washington $4,416.00 (Total system cost) PASCO, WASHINGTON COUNCIL CHAMBERS Y 21. 1 Motion made by Combs, seconded by Adams to turn bids to the City Engineer and the Consulting Engineer for study and report. Motion carried. (Later in the meeting) REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. FENCE, 915 S.O. 10th: Dean Dion, in person, requested permission to erect a wooden fence in a C-1 zone Motion made by Combs, seconded byThompson that the request be allowed and building permit be issued. Motion carried. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. SIDING PROGRAM FOR AIRPORT BUILDINGS.: A letter was read from 0. V. Cotton stating that the Committee favors setting up a program to install siding of a good quality on buildings instead of painting whereby he requests at this time that bids be calldd for one or two car loads of siding. Motion made by Hicks, seconded by Combs to call for bids on one car load at this time. Specifications to be drawn up by the'Manager. Motion carried. Motion made by Combs, seconded by Hicks that bids be callable on Tuesday, 8:00 P. M. June 18, 1957• Motion carried by roll call vote of six (6). BUILDING NO. 72, DEPARTMENT OF GENERAL ADMINISTRATION, STATE OF WASHINGTON: Tris department has notified 0. V. Cotton that they will be terminating on June 1, 1957 and he recommends that they be released from their lease that expires on July 1, 1957• Motion made by Hicks, seconded by Zier to accept the recommendation. Motion carried. AIRPORT LEASES: Two (2) renewal leases were presented for council approval. Parkinson Flying Service Otis D. Randall Motion made by Hicks, seconded by Zier to accept the Randall Lease for signature and hold the Parkinson Lease for checking. Motion carried. PURCHASES: Six (6) departments request purchases as follows: POLICE DEPARTMENT: Car license directory $62.00 BUILDING INSPECTOR: Letterheads and envelopes 48.36 PLANNING COMMISSION: Mimeo paper 43.40 PARK DEPARTMENT: Soap disinfectant 33.07 WATER DEPARTMENT: Vouchers, assessment sheets, hydrants 607.23 SEWAGE TREATMENT PLANT: Red wood sweeps and repair sludge collectors 197.54 Motion made by Zier, seconded by Adams approving purchases as requested. Motion carried by roll call vote of six (6). REFUND, RICHARD P. WILLIAMS,. 328 N. OWENS: A letter was read from City Engineer Geroge R. Fisher statin that Mr.'Williams requests a refund and is eligible for same, in the amount of 49.08. Motion made by Zier, seconded by Nicks authorizing the refund. Motion carried by roll call vote of six (6). 25007 7 PASCO, WASHINGTON COUNCIL CHAMBERS URN SITES - CEMETERY: Y 21. 1 The Cemetery Committee reports favoring urn sites as recommended by Roy Shaw. Motion made by Thompson, seconded by Moore authorizing Roy Shaw to select a lot for urn sites and pro rate charges. Motion carried. PUBLIC UTILITY DISTRICT NO. 1 OF FRANKLIN COUNTY: The Committee reports making a study of Harry Hudlow's letter of February 19, 1957 and schedule 4.B which is recommended to correct existing inequalities and be generally more satisfactory than under the existing agreement. Motion made by Thompson, seconded by Hicks to adopt the schedule as presented. Motion carried. AIRPORT - BLACKTOP BOILER ROOM: Airport Committee Chairman reports that 111anager 0. V. Cotton would like to black- top the boiler room floor at a -cost of approximately $200.00. Motion made by Hicks seconded by Thompson authorizing this expenditure. Motion carried by roll call vote of six (6). CRUSHED ROCK BIDS REJECTED: City Engineer reports that after looking at crushed rock owned by Twin City Constr- uction Company and N & N Contractors, that both bids should be rejected account too much dirt content. Motion made by Combs, seconded by Adams rejecting both bids on crushed rock as recommended by the City Engineer. Motion carried. BYRON LAMPSON: City Attorney reports he is negotiating with Attorney Powell and expects a check from Lampson within a few days for payment on equipment rental due October 1, 1956. ASSOCIATION OF WASHINGTON CITIES - BELLINGHAM: Mayor Custer suggested that any one who could attend on June 6th & 7th, 1957,x' L. I. D. # 621b Final assessment roll hearing. Motion made by Hicks, seconded by Thompson to set the.final hearing for 8:00 P. M., Tuesday, July 2, 1957. Motion carried. READING OF ORDINANCES: ORDINANCE NO. 896: AN ORDINANCE CHANGING THE NAME OF NORTH STREET BETWEEN LARSON'S ADDITION AND UMBARGER'S ADD- ITION ON THE SOUTH AND WENDELL BROWN ADDITION ON THE NORTH, AND CHANGING THE NAME OF JOY STREET BETWEEN HILL VIEW ADDITION AND WENDELL BROWN ADDITION Motion made by Combs, seconded by Thompson to give Ordinance leo. 896 the third reading. ORDINANCE NO. 897: AN ORDINANCE VACATING MELROSE AVENUE FROM "B" STREET SOUTH TO THE RAILROAD RIGHT OF WAY; "B" STREET FROM ASH STREET WEST TO THE RIALROAD RIGHT OF WAY; AND THE ALLEY IN BLOCK 8, STEFFIN'S AMENDED ADDITION TO PASCO, ACCORDING TO PLAT THERE OF RECORDED IN VOLTPJE B OF PLATS, PAGE 47, RECORDS OF FRANKLIN COUNTY, WASHINGTON Motion made by Combs, seconded by Thompson to give Ordinance No. 897 the third reading. REPORT ON CONTROL SYSTEM BIDS: Concu lting Engineer.and City Engineer report that The Instrument Laboratories of Seattle submitted the lowest bid and recommends that their bid be accepted. Motion made by Combs, seconded by Th.ompson to accept the Engineers recommendation and award the bid to the lowest bidder in the amount of 3,995.00. Motion carried by roll call vote of six (6). 2598 REGULAR MEETING L. I. D. #63: PASCO, WASHINGTON COUNCIL CHAMBERS MAY 21. 1 Consulting Engineer Holly Cornell spoke to the Council on progress of sewer construction schedule and L. I. D. #63; suggests that the Council set date on notice of public hearing or assessments and,costs to the property owners; the estimated costs are now compiled and ready to submit to the City Engineer. BONDING ATTORNEY'S SERVICES,: Obtaining the services of a bonding attorney was suggested by the City Attorney. Following a short discussion the Council authorized the City Attorney Richard G. Patrick to negotiate for bonding attorney and report. FILTRATION PLANT ADDITION & WATER MAIN EXTENSION: Holly Cornell states that ,the price of pipe is due to raise the first of July and suggests that purchase be made before that date. Motion made by Thompson, seconded by .Hicks to advertise for bids on pipe on May 28th, bids to be opened at noon on June 14th, 1957• Cornell to furnish specifications. Motion carried. Bid to be awarded Tuesday, June 18, 1957• The following schedule pertaining to meetings and hearings was favored at this time. SEWER CONSTRUCTION SCHEDULE L. I.
