COUNCIL CHAMBERS
APRIL 16, 19
CALL TO ORDER:
Meeting called to order at 8:00 P. M. Honorable ayor Harry V. Custer presiding.
ROLL CALL:
By Clerk. Councilmen present were 0. C. Adams, Co R. Combs, Raymond Hicks, K. E.
Moore, Ed -Thompson, T. R. VanHoy and David Zier. City Attorney Richard G. Patrick
was also present.
BILLS:
Voucher presented by Harold"A.'Wyman for reimbursement on convention expense was
read_. Motionmade by Combs, -seconded by Thompson that payment be allowed in the
amount of $56.93. Motion carried by roll call vote of seven (7).
Councilman'Combs stated that he for one would like to hear Mr. Wyman's report on
the convention.
PUBLIC HEARING:
Vacating a portion -'of "B" Street, Melrose Avenue and Alley in Block 8, S.teffin's
Amended Addition as per Resolution No. 395 and petition.
Notice "of, Hearing was read; and hearing declared open. No protests received in
writing or'person.' Hearing declared closed. Motion made by Combs, seconded by
Thompson authorizing the City Attorney to draw ordinance to cover vacating of
streets and alley as requested. Motion carried.
COMMUNICATIONS:
WIDENING BONNEVILLE & REMOVING TREES.:
A letter was read from George 'R. Fisher, City Engineer, reporting that work
ordered f or.Bonneville'and 4th'Avenue has been completed also that property
owners object -to angled curb in front of thein'property due to the fact that
they would lose one parking -space Fisher recommends widening Bonneville
from Third-to-Fifth'and-installing parking meters adjacent commercial properties.
Motion made byVanHoy, seconded by -Combs that this 'be turned to the Street Comm-
ittee for report at next regular meeting. Motion carried.
L. I. D. #62 COMPLETED:
A letter was read from George R. Fisher stating that this project has been com-
pleted satisfactorily -and in accordance with the plans and specifications and
recommends that'the Council accept the work and that the State Tax Commission
be so notified. Motion made by VanHoy, seconded by Zier to so do. Motion carried.
FIRE STATION NO. 2:
A letter was read from City Engineer George R. Fisher stating that the construct-
ion of the Fire Station'No. 2 has been completed in accordance with the plans and
specifications and recommends that the Council accept the building and notify the
State Tax Commission. Motion made by VanHoy, seconded by Thompson accepting the
Fire Station No. 2 as completed and that the Tax Commission be notified. Motion
carried..
PORT DISTRICT PROPERTY:
City Engineer George✓R. Fisher reports on property in the Port District South of
Ainsworth, setting out Ordinance Numbers and property they vacate also streets
and alleys that'shoi�lld be vacated. A discussion followed. Port District to
petition the City for Public Hearing according to Resolution and Ordinances.
Mayor to so notify the Port District.
ARMED FORCES WEEK:
Mayor Custer read a letter from Headquarters, Camp Hanford relative to Presidential
proclamationf or Armed Forces Week. Motion made by VanHoy, seconded by Thompson
to furnish Chief of Police copy of letter'f or parade arrangements. Motion carried.
COLTPTP,IA BASIN SHRINE, MAY 11, 1957:
The Mayor read a letter from The Columbia Fusin Shrine Club requesting cooperation
in regard to street venders during The'International Ceremonial on May 11, 1957.
Motion made by VanHoy, seconded by Thompson to turn this to the Chief of Police
for parade arrangements, etc." Motion carried. Motion made by VanHoy, seconded by
Thompson to advise Chairman'Groff as to business license status governing all
solicitors. Motion carried.

Service to G. E. Cline, Mtd, Rt. 2'. Mr. Cline upon receiving a copy of costs of
installation, etc., has changed his mind for the time being.

CRUSHED ROCK, TWIN CITY CONSTRUCTION COMPANY:
City Engineer Groegr..1Fisher states that there will be some fine and3i4 minus
available for-stock/pt',S00 or- 2,700 yards delivered at $1.75 per yard. Motion
made by Combs, seconded by VariHoy to callffor bids on Tuesday, 8:00 P. M., May
7, 1957 on 2,600 yards 3/4 minus crushed rock for stock pile. Motion carried.
WATER TANKS, STATE SAFETY INSPECTION:
City Engineer. George R. Fisher reports that'the-State Inspector recommends that
the ladders on the tanks be cut off about 10! from the bottom and the east side
tank be fenced. Motion made by Comba, seconded by Thompson authorizing the City
Engineer to cut the ladders off as sug},,ested and negotiate for the purchase of
fence for East side tank. Motion carried.
CEMETERY, NEW MAP:
City Engineer reports that the new survey and map of the Cemetery is almost
completed.
READING OF RESOLUTIONS & ORDINANCES,:
RESOLUTION NO. 387:
Relative to requests for sewer service outside city limtts.
Motion made by Vanfto•y, seconded by Adams to give Resolution No. 397 a reading.
Motion carried. Resolution No. 397 was read. Motion made by Combs, seconded by
Van Hoy to adopt Resolution No. 397• Motion carried by roll call vote of seven
(7).

ALL OF PASCO CITY CODE 5-8 AS IT EXISTS
BEFORE THIS .ORDINANCE BECOMES EFFECTIVE,
AND BEING AN ORDINANCE PROVIDING FOR A
BOARD OF ADJUSTMENT AND SETTING FORTH
THE ADMINISTRATION AND ENFORCEMENT PRO-
VISIONS OF THE ZONING REGULATIONS OF THE

Motion made by Moore, seconded by Hicks to give Ordinance No. 888 the third read-
ing. Motion carried. Ordinance No. 888'was"read. Motion made by Combs, seconded
by Van Hoy that Ordinance No. 888 has been given the third reading. Motion carried.
PACIFIC TELEPHONE & TELEGRAPH COMPANY:
City Attorney Richard G. Patrick advised that the Telephone vouchers be held up
for study of franchise. Now he suggests that phone charges not covered by the
Franchise be honored. Motion made by Combs, seconded by Hicks to pay vouchers
not covered by franchise. Motion carried.
ADJOURNMENT:
Motion made by Van Hoy, seconded by Adams to adjourn to next regular meeting,
Tuesday, 8:00 P.M., May 7, 1957. Motion'carried.
