REGULAR MEETING
CALL TO ORDER:
PASCO, WASHINGTON
COUNCIL CHAMBERS
Meeting called to order at 8:00 P. M.
ROLL CALL:
APRIL 2, 19
Honorable "ayor Harry V. Custer presiding.
By Clerk. Councilmen present were C. R. Combs, Raymond Hicks, Ed Thompson, T. R.
VanHoy and David Zier. Richard G. Patrick, City Attorney was present.
At this time the j�`ayor read a letter from Councilman S. A. Connell, tendering his
resignation account ill health. Motion made by Combs, seconded by Zier to accept,
with regrets, Mr. Connell's resignation. Motion carried.
Nominations declared open to fill two (2) vacancies on the Council, that of S. A.
Connell and C. S. Milne.
Motion made by Combs nominating Conway Adams to succeed S. A. Connell. No other
names were submitted for this position. Nominations declared closed and Conway
Adams elected to succeed S. A. Connell, Motion carried.
Motion made by Zier, seconded by Combs nominating Kenneth E. Moore to succeed
C. S. Milne. No other names were submitted for this position. Nominationd
declared closed and Kenneth E. Moore elected to succeed C. S. Milne. Motion
carried.
City Clerk administered the Oath of Office and the newly elected Councilmen were
seated.
READING OF THE MINUTES:
Minutes of meeting held March 19, 1957 were read and approved.

Current bills against the City were read as follows. Motion made by Combs, sec-
onded by Zier that all vouchers properly signed and approved be paid. Motion
carried by roll call vote of seven (7).

COMMUNICATIONS:
WATER SERVICE, 1216 So. 13th AVENUE:
A letter was read from City Engineer George R. Fisher stating that Fred Keezer is
requesting that his water service be improved by installing a larger line. Mr.
Fisher recommends that a 6" line be laid in 13th Avenue from Washington to Ains-
worth to supply these people with adequate water supply. Motion made by Combs,
seconded by Zier to accept the Engineer's recommendation and authorize the install-
ation. Motion carried. ,
LAPE PROPERTY, 802 SOUTH 12th AVENUE:
A letter was read from George R. Fisher, City Engineer relative to renting until
September 1, 1957• Motion made by Zier, seconded by Combs that the City Engineer
be permitted to rent the Lape property for $50.00 per month to September 1, 1957.
Rent -to be paid in advance. Motion carried.
G. E. CLINE, WATER SERVICE, MTD RT 2:
A letter was read from City Engineer George R. Fisher stating Mr. Cline''s'request,
with an estimate of cost and routing of pipe line installation. Motion made by
VanHoy, seconded by Combs to turn this to the Water Committee and City Engineer
for study and recommendation. Motion carried.
REFUND, RICHARD P. WILLIAMS, 328 N. OWENS:
City Engineer;Geora R. Fisher stating facts on front footage paid by R. J. Hilton,
in the amount -of 998.16, now feels that Mr. Williams is entitled to a refund in
the amount of $49.08. Motion made by Combs, seconded by VanHoy that this be turned
to the City Engineer and 4ater Committee for report. Motion carried.
CONVENTION - PARK SUPERINTENDENT:
A letter was read from Harold A. Wyman stating the Park Board was in favor of him
attending the Northwest District Park & Recreation Conference at Vancouver, Be C.
on April 8th.to 11th, 1957; therefore at this time he is requesting permission
from the City Council. Motion made by Zier, seconded by Hicks that the request
be granted.. Motion carried.
CONVENTION - WATER WORKS ASSOCIATION:
A letter was read from George R. Fisher requesting permission to attend the
.American Water Works Association in Tacoma on May 23 and May 24, 1957. Motion
made by VanHoy, seconded by Hicks that the request be granted. Motion carried.

AGREEMENT - PORT DISTRICT & CITY OF PASCO:
IL 2. 1
An agreement between the Port of Pasco and the City of kasco was read, whereby
the Port will obtain certain property in Fiverside Addition and the City will
obtain gravel deposits from Block 20 to 23 inc., Riverside Addition. Motion
made by VanHoy, seconded by Thompson to accept the agreement and authorize the
Mayor to sign. Motion carried unanimous.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
UP -RIVER PARK:
Mr.c.J aPage,itrepresenting the Franklin County Park & Recreation Beard, was interested
in knowing of developments regarding relinquishment by the City of this property.
The Council Committee reports they did meet with the County representatives and
report by motion made by Thompson, seconded by Combs that contract now existing
between the Army Engineers and the City will be transferred to the Franklin County
with provisions that if they do not take action relative to improving property
same will revert to the City. Motion carried. .

Dors. Covington appeared bef.6re the Council with a Sparkler sample and stated she
wished to sell an order to the Economy Drug :Store. Richard G. ratrick read t#e
ordinance and states that in his opinion they could not be sold within the City.
Motion made by VanHoy, seconded by Zier that she present the sample to the Fire
Chief for his decision. He will notify the City Clerk if approved for permit.
Motion carried.

Airport Swimming Pool Lease presented by Councilman Hicks and explained to the
Council; a few changes were suggested and will be written into -the lease. Motion
made by Combs, seconded by Thompson to accept the Airport Committee recommendation
in regard to Paul P. Barr's lease, with changes as suggested by the City Attorney
and Committee. Motion carried.
SHORT WAIVE RADIO:
Lyle Neff has been negotiating with the Airport Manager 0. V. Cotton relatiive to
installing an aerial for this short waive service. No action taken at this time.

They will reconstruct sidewalk and curbs also street light conduit if the City will
pull trees. Motion made by Combs, seconded by Thompson to accept the offer. Motion
carried.
WIDENING BONNEVILLE FROM 3rd TO 5th AVENUE:
Street Connittee recommends that this be done account conjestion on this narrow
street.
ONE WAY STREETS:
Committee reports that more traffic would use the one way stueets and they feel
that the present surfacing would not hold up. Motion made by Combs, seconded by
Hicks that request for one way traffic be denied.• Motion carried.
RICHFIELD SERVICE STATION, NORTH 4th & MARIE:
Street Committee reports that no action be taken other than giving the Oil Company
authorization to drain.
APPOINTMENT, D. A. BATES, PLANNING COMMISSION:
Mayor Custer pppointed Mr. Bates to succeed himself on the Planning Commission as
of #pril 7, 1957 to April 7, 1963. Motion made by Combs, seconded by Zier con-
curring with the appointment. Motion carried.

READING OF RESOLUTIONS & ORDINANCES:

ACCEPTING TERMS OF THE AGREEMENT BETWEEN THE PORT OF
PASCO AND THE CITY OF PASCO
Accepting terms of the agreement between the Port of Pasco and the City of Pasco,
which agreement becomes a part of this Resolution No. 396. Motion made by VanHoy,
seconded by Hicks that Resolution No. 396 be read. Motion carried. Resolution
No. 396 was read. Motion made by VanHoy, seconded by Zier to adopt Resolution
No. 396. Motion carried by roll call vote of seven (7).
ORDINANCE NO. 895:
AN ORDINANCE AMENDING,PASCO CITY CODE 5-10.32 AND 5-10.40
AND SECTIONS 4 AND 6 OF ORDINANCE NO. 1850 BEING AN ORD-
INANCE TO PROVIDE FOR NUMBERING BUILDINGS IN THE CITY OF
PASCO
Motion made by VanHoy, seconded by Zier to give Ordinance No. 895 the third read-
ing. Motion carried. Ordinance No. 895 was read. Motion made by VanHoy, seconded
by Thompson that Ordinance No. 895 has been given the third reading. Motion carried.

LEASE AGREEMENT CASCADE NATURAL GAS CORPORATION:
APRIL 2. 1
Lease entered into on February 19, 1957 between the Cascade i�atural.Gas Corporation
and the'City of Pasco has been returned properly signed for the City files.
VACATING STREETS & ALLEYS IN RIVERSIDE ADDITION:
Vacating streets and alleys in Riverside Addition, Port of Pasco property was
suggested by the City Engineer; he was asked to prepare data for City Attorney
to prepare ordinance, following petition presented by the Port of Pasco;aJJ this
to be at the cost of the Port. The Engineer's date to be reported on by the
Committee.
PACIFIC TELEPHONE & TELEGRAPH COMPANY FRANCHISE: (DISCONTINUED)
City Attorney wishes to establish a little more data on facts, etc., before bills
are paid. Motion made by Zier, seconded by VanHoy authorizing the Clerk to hold
up payment of the Pacific Telephone & Telegraph bJls pending this investigation.
Motion carried.
NEW WATER DEPARTMENT WAREHOUSE:
Area needs top sand to prevent an erosion situation. Property owners in the area
are -making complaints; purchasing seven or eight hundred yards from Mr. Surrage
at the Weston Sand & Gravel Pit for $1.00 per yard was suggested by Fisher. Motion

RELEASE OF STORAGE AREA - AIRPORT:
A letter was read by Councilman Hicks from 0. V. Cotton stating that the Superior
Manufacturing & Equipment.Company desire to be released from the outside storage
area of their lease which would amount to $25.00 per month. Committee recommends
that this be allowed. Motion made by Zier, seconded by Hicks that the request
be granted. Motion carried.
BUILDING INSPECTOR'S REPORT:
Report for the month of March was submitted for filing.
