ROLL CALL: By Clerk. Councilmen present were C. R. Combs, Raymond Hicks, C. S. Milne, T. R. VanHoy amd David Zier. S. Al;,Connell was absent. City Attorney Richard G. Patrick was present. READING OF THE MINUTES: Minutes of meeting held December 18, 1956 and 4anuary 2, 1957 were read and approved. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. To nominate a Councilman to succeed L. E. Bonnett. Mayor Custer declared nominations open for Councilman to fill the cacancy Raymond Hicks nominated Melba Westerfield. C. R. Combs nominated Ed. Thompson. No other names submitted. Motion made by Milne, seconded by VanHoy that nominations be closed. Motion carried. Mayor Custer declared nominations closed. Written ballots were submitted and tabulated as follows: Ed Thompson 4 Melba Westerfield 1 The `Mayor declared Ed Thompson favored by majority of three (3) votes. Motion made by Hicks, seconded by Combs approving appointment of Ed Thompson to succeed L. E. Bonnett on the Council, term to expire June 1, 1958. Motion carried. Mr. Thompson took the oath of office and was seated by the "'ayor. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. CALL FOR BIDS: BIDS ON LIME: Legal notice read. One bid was received from Western 'i'aterials Inc. quoting 'tground commercial hydrated lime in paper bags, any quantity not to exceed 5 tons, delivered to the City warehouse by our truck $40.00 per ton. Motion made by Oban Hoy, seconded by Combs that the bid of Western Materials Inc. be accepted. Motion carried. BIDS ON PS#300 OIL: Legal notice read. Two (2) bids received, opened and read as follows: Union Oil Company of California Kidwell Oil Distributor 4.06 bbl 4.06 bbl Motion made by VanHoy, seconded by Combs to turn to Building Committee and City Engineer for recommendation. Motion carried. BIDS ON MOBILE RADIOS: (POLICE DEPARTMENT) Legal notice read. One (1) bid received from Root Mobile Radio, Yakima, Wn. 2 ME -13W General Electric mobile Comginations complete and delivered in Basco $ $92.00 each 2 - units 984.00 Sales Tax 32.80 $1,0,0-1.50 Motion made by Zier, seconded by Hicks to turn to Police Committee and Chief of Police for recommendation. Motion carried. BIDS ON TREE TRIMMING AT PARKS: Legal notice read. Two bids received as follows: Evergreen Landscape & Nursery Lincoln C. Mahaffer, Jr. $2,853.04 4,444.40 Motion made by Combs, seconded by Zier to turn bids to nark Committee and Park Superintendent for recommendation. Motion carried. 55 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JANUARY 15, 1957 COMMUNICATIONS: DANCING HOURS, BY ORDINANCE: A letter was read from William L. Smith requesting, in behalf of the Westernaires Band, that an amendment be made to Ordinance No. 311 to permit dancing at the public dances to continue until 1:00 A. M. Motion made by Milne, seconded by Zier authorizing the City Attorney to draw up an amendment to Ordinance No. 311. Motion carried. REMOVING TREES: A letter was read from R. L. Brown, J. S. Ungerecht and J. R. Davis, all in the 900 Block on Vest Park, requesting removal of trees along Park Street and stat - int that they are dangerously weak. Motion made by VanHoy, seconded by Zier to turn to the Street Department and Committee, Milne, Zier, Hicks and Combs. Motion carried. 11 FISH SERVICE AND MANAGEMENT LEASE: A letter was read from project Manager requesting lease renewal, same to be between the Cascade Natural Gas Corporation, 407 Securities Building, Seattle, Washington and the City of Pasco. Present Lease with Fish Service & Management expires on February 1, 1957• City Engineer suggests that the area be reduced to amount fenced around new warehouse; two piles of pipe to removed to make way for spur track and that some gravel be made available from area rented. Following a discussion motion was made by Milne, seconded by Zier authorizing the Mayor to negotiate lease terms to a minimum of $50.00 per year. Motion carried. AIRPORT DELINQUENT RENTALS: C. W. Nay 564.60 Superior Mfg Company8 85.86 City Attorney states that action is underway on these cases. RESURFACING OF PRIMARY RUNWAY AT PASCO AIRPORT: Chairman Hicks states that the Airport Manager wishes to resurface one runway with blacktop estimated at a cost of $44,000.00 to apply under the Federal Aid Airport Program with the Federal share .to be $17,067.60, sponsors share would be $15,932.40. Manager to obtain application form and proceed. Motion made by Milne, seconded by VanHoy authorizing the J.4a,yor to sign necessary forms to sub- mit to Drew's office with prints when received. Motion carried. FEDERAL AID, AIRPORT, BLACK TOP RUNWAYS: on Further discussion/preparing request for Federal Aid was again discussed; form ACA -1623 to be filled out by 0. V. Cotton to cover cost of resurfacing primary runway. Motion made by Milne, seconded by VanHoy authorizing the `Mayor to sign petition form required by the CAA for matching funds to cover resurfacing the runway also that 10% be added. Motion carried unanimous. Combs, Hicks, Milne, VanHoy, Zier and Thompson voting "Yes."". Connell absent. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. VACATING 8' OF AINSWORTH AVENUE BETWEEN 10th & SHIP: E. Matheson explained the survey and property situation on the north side of Ainsworth and the relation of this situation to his proposed building; to improve the irregularity he requests that 8' on the north side of Ainsworth between 10th & Ship be vacated. No change in curb line and wants to build to the property line. RESOLUTION NO. 388: A RESOLUTION FIXING A TIME FOR PUBLIC HEARING ON A PETITION TO VACATE THE NORTH 8' OF AINSWORTH AVENUE FROM SOUTH 10th AVENUE TO SHIP STREET Motion made by Milne, seconded by Combs to give Resolution No. 388 a reading. Motion carried. Resolut=ion No. 388 was read. Motion made by Milne, seconded by Lier to adopt Resolution No. 388. Motion carried by roll call vote of six (6). Combs, Hicks, Milne, VanHoy, Zier and IDmpson voting "Yes". Connell absent. REPORTS: CEMETERY TRUCK: The need of a used truck at the Cemetery was brought to the attention of the Cemetery Committee by the Superintendent. Motion made by Zier, seconded by Hicks authorizing call for bids on Tuesday, February 5, 1957 at 8:00 P. M. Shaw to furnish specifications. Motion carried. 2556 PASCO, WASHINGTON REGTTLAR MEETING COUNCIL CHAMBERS JANUARY 15p 1957 MOBILE RADIOS -'POLICE DEPARTMENT: Committee reports on bid. Motion made by Hicks, seconded by Milne to accept the bid of Root M6bile Radio.in the amount of $1,016.80. Motion carried by roll call vote of six (6). TREE TRIMMING AT PARKS: Committee reports on bids. Motion made by Zier, seconded by Combs to accept the low bid of the Evergreen Landscape & Nursery in the amount of $2,853.04 presented by 0. R. Crabtree. Motion carried by roll call vote of six (6). 11rianimous vote of all members present. Mayor authorized to sign contract. PS#300 FUEL OIL: Motion made by Gier, seconded by VanHoy to accept the bid of the union Oil Company of California at $4.06 per barrel (today's price). Motion carried by roll call vote of six (6). Unanimous vote of all members present. AIRPORT REPORT: Airport Report was read by Committeeman Hicks. AIRPORT LEASES: One (1) lease submitted by Mrs. Roy White for renewal. Motion m,,de by Hicks, seconded by Milne approving renewal for signature of the Mayor. Motion carried. PURCHASES:: The following purchases were requested: SPRAY DEPARTMENT: Chev Pick-up $425.00 Trade in 50.00 Sales Tax 14-17 3 .17 3 9.17 CE4ETERY DEPARTMENT: Siding, shingles, nails, felt, lowering device, grass, chairs and chapel tent $961.85 WATER DEPARTMENT: Elbows, nipples, tees, gaskets, hydrants, tally rolls, postage for machine and gravel $1,591.71 Motion made by Zier, seconded by Milne authorizing purchases as requested. Motion carried by roll call vote of six (6). Council Committees to be set up also Mayor Pro tem for presentation at next reg- ular meeting. APPOINTMENTS: Mayor Custer appointed F. D. Rodke,y to succeed himself on the Housing Committee for a term of f3-ew (5) year6, ending January 28, 1962. Motion made by Milne, seconded by Hicks concurring with the appointment. Motion carried. PASCO PORT DISTRICT: Negotiating with the Port District for ]Lots 1 and 2, Block 4, Riverside Addition to be used for lift station site was discussed. PRECINCT RESOLUTION NO. 37-56: Precinct Resolution No. 37-56 as passed by the Franklin County Commissioners regarding precinct changes was read and accepted for filing. 2557 PASCO,, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JANUARY 15, 1957 VACATING NORTH & SOUTH ALLEY„ BLOCK 157, Pasco Land Co's First Addition: Petition presented by A. A. Allen was read-. Mr. Allen is sole owner of Block 157. RESOLUTION NO. 390: To fix a time for public hearing on petition to vacate the above mentioned alley. Discussion followed. City Engineer states that the City needs to extend Idaho Street at regulation width and feels they should negotiate with Mr. Allem for a strip of this block.- Motion made by Milne, seconded by Zier to hold up public hearing pending negotiation. City Engineer to contact Mr. Allen. Motion carried. RESOLUTION NO. 389: PROVIDING ISSUANCE OF WARRANTS TO PAY FOR EXPENSE INCURRED ON LOCAL IMPROVEMENT DISTRICT NO. 62 PRIOR TO THE SALE OF THE L. I. D. N0.62 BONDS. Motion m,de by Milne, seconded by VanHoy to give Resolution No. 389 a reading in full. Motion carried. Resolution No. 389 was read.
