Custer presiding. Meeting advanced in accordance with Laws of 1955 account holiday. ROLL CALL: By Clerk. Councilmen present were C. S. Combs, S. A. Connell, Raymond clicks, T. R. VanHoy and David'Zier. C. S. Milne was absent. City Attorney Richard G. atrick was present.. READING OF THE MINUTES: Minutes of meeting held December 18, 1956 not in order for reading at this meeting. BILLS: Current bills against the City were read as follows. YAKIMA STREET: A letter from City Engineer,George R. Fisher was read stating that Ed Schaller requested permission to remove a tree from the parking strip. Motion made by Combs, seconded by VanHoy that the street department be instructed to remove the tree. Motion carried. TREE TRIMMING IN CITY PARKS: A letter'was read from Harold A. Wyman, Superintendent of Parks & Recreation, requesting that bids be called for pruning and removal of trees in City owned Parks. Motion made by VanHoy, sebonded by Combs authorizingcall for bids to be awarded when money is available in the Treasurer's Office. Motion carried. CALL FOR BIDS: POLICE CARS: Legal notice was read. Hearing declared open by the Mayor. No objections registered by letter or in person. Hearing declared closed. Ordinance No. 889 to be read under regular order of business. REGULAR.ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT TO HEAR FROM THE PUBLIC TOLL ROAD REPORT: John Koster made inquiry as to Police Committee report on Toll Road operation. Hicks reports that he is of the opinion that it would work out right. Mayor Custer thought it might create a precedent. Motion made by Hicks to permit the toll road operation for one afternoon in January 1957; adults to be with teenagers; police to co-operate and not to be set up on any part of the State Highway System. Motion died for want of a second. Creating a hazardous condition was discussed also insurance coverage. Motion made by Connell, seconded by Combs that the dis- cussion be carried over to next regular meeting to allow more study. Motion carried by roll call vote of four (4). Hicks voting "No". ULAR MEETING PASCO, WASHINGTON COUNCIL CHAMBERS TIDE WATER OIL COMPANY, SERVICE STATION, 4th & CLARK: JANUARY 2, 1957 Mr. Brassington requests permission to add three feet to the stations' service room in compliance with Ordinance No. 886. Motion made by Connell, seconded by Zier that request be granted for"structural alteration of three feet to lube room to insure the public safety, this in accordance with Ordinance No. 886, �. Section 1 (b), Pasco City Code 5 -5.08 -Gas station & garage limitations. Motion carried. RADIOS FOR POLICE CARS: Chief of Police A. L. McKibbin requests the council to call for bids on car radios. Motion made .by Connell, seconded by Zier to call for bids on two (2) car radios o,n Tue-sday, .8,:00 P. M . , January 15, 1957. Motion carried. Chief of Police to furnish specifications. FALSE ARREST INSURANCE FOR PATROLMEN: Motion made by Connell, seconded by VanHoy authorizing the Chief of Police to check with. Insurance Committee and investigate �s to present coverage and the coverage needed. Motion carried. JANITOR -'CITY HALL; . - IC Mrs. F. M. Merrick made inquiry relative to appointment of City Hall Janitor; as to method used in determining qualifications; was application of Franzie Allen received? Mayor Custer and Councilman C. R. Combs answered questions and supplied information. RECESS DECLARED TO CONSIDER BIDS AND RECOMMENDATIONS. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT COMMITTEE REPORTS: POLICE COMMITTEE REPORT ON BIDS: Committee recommends the acceptance of Stromme Motors bid which is the lowest in the amount of $2,677.73.n Motion -made by Hicks, seconded by VanHoy that the Police Committees recommendation be accepted. AIRPORT LEASES:_ Three (3) leases submitted for renewal as follows: The E. J. Bartells Company West Coast Airlines, Inc. Pacific Fruit & Produce Motion made by Hicks, seconded by Zier authorizing the "'ayor to sign leases as approved by the Committee. Motion carried. .1.AIRPORT RUNWAY RE -LIGHTING PROGRAM: A letter dated December 18, 1956 considered by the Airport Committee relative to estimated cost of project with preferred changes set out by the CAA which would abandon the existing taxiway fixtures. Following due consideration by the Committee they hereby recommend to the Council the installation of new fixtures in accordance with CAA standards which would increase the original estimate by $8,250.00 of which $4,125.00 would be the city share; funds will be available in the Airport budget. Motion made by Hicks, seconded by Combs to accept the Air- port Committees' recommendation and authorize the "`ayor and Airport Manager to sign necessary document to make t?�.is project effective. Motion carried by roll call vote of five (5) . WEST COAST LEASE AGREEMENT - RENEWAL.: Use of said airfield for the purpose of landing:, taking off, loading, unloading, parking and outside storage of its aircraft and handling passengers, mail, express and freight. Motion made by Hicks, seconded by Connell. authorizing the 'Mayor to sign agreement as presented and approved by the Committee and City Attorney. Motion carried by roll call vote of five (5). Motion made by VanHoy, seconded by Hicks to reject all bids and negotiate a purchase agreement.. on,�thel open market. Motion carried. REPORT ON GAS AND OIL BIDS: Committee now ready to report on bids. Motion made by VanHoy, seconded by Combs to accept the low bid of Continental Oil Company on Gasoline and Diesel.Oi-1. Motion carried. Motion made by VanHoy, seconded by Connell to accept Union Oil Company bid on PS.#300. Motion withdrawn by VanHoy and Connell. M., January 15, 1957• Motion carried. APPOINTMENTS: JANITOR: Following the recommendation of Paul Green to the Mayor Custer so appointed. Motion made by Combs, the appointment. Motion carried unanimous. LIBRARY BOARD: position of City Hall Janitor, seconded by VanHoy to accept Mrs. Esther E. nelson was appointed to'succee.d herself on the Library Board, term to expire December 31, 1961. CIVIL SERVICE COMMISSION: W. A. McGhee was appointed to the Civil service Commission to succeed Gray Clifton, term expiring on February 17, 1960. PLANNING COMMISSION: o L. S. Moore was appointed to succeed Frank P. Robinson on the Planning Commission, term expiring April 7, 1962. Motion made by Connell, seconded by Zier to concur with the Mayor's appointments. Motion carried unanimous. RESIGNATION: Gray Clifton's resignation was read and ordered filed. BIDS ON REPAIR & PAINT TO EAST SIDE WATER TANK: Committee reports the recommendation of rational Paint Company. Motion made by Combs, seconded by Zier to accept the lowest bid of the `°ational paint Company. Motion carried by roll call vote of five (5). TRANSMISSION LINE EASEMENT-BONNEVILLE POWER ADMINISTRATION: Transmission line easement presented to the council by the City Attorney Richard G. Patrick from the U. S. Bonneville Power Administration, desiring to obtain a right of way for construction of a transmission line across the property of the City of `asco and Franklin County Irrigation District No.l, State of Washington; description of property as follows: The east 125 feet of that part of the NE4SEJ and E2NEg of Section 34, Township 9 North, Range 30 East of the Willamette Meridian, Franklin County, Washington, lying northeasterly of the existing 300 foot right of way f or.the u .3. Bonneville Power Administration's Kennewick -Franklin and MclVary-Pasco Transmission lines, except the right of way for PrimVy State Highway No. 3 , for and in consideration of the sum of 650.00 division°mone•y between the two owners was discussed. t_ C)552 REGULAR MEETING PASCO, WASHINGTON COUNCIL CHAMBERS JANUARY 2. 1 In conclusion motion made by Connell, seconded by Zier Authorizing the Mayor to sign transmission line easement to the U. S. Bonneville Power Administration providing that the consideration for the easement be paid jointly'to the City of Pasco and the Franklin County Irrigation District to be held in escrow; pend- ing determination'of the title to the property over which basement runs. Motion carried unanimous. PORT DISTRICT PROPERTY: Obtaining gravel and property for sever lift station site from the tort District was discussed. Motion made by VanHoy, seconded by -Combs that the city proceed with negotiations with the Port to acquire site and gravel. Motion carried unanimous. READING OF RESOLUTIONS & ORDINANCES: RESOLUTION NO. 385: A RESOLUTION TRANSFERRING FUNDS UNDER THE BUDGET FOR THE.`YEAR 1956 UNDER R.C.W. 35.33.120 Motion made by Connell, seconded by Zier that Resolution No. 385 has been read ini"full and that same be adopted. Motion carried by roll call vote of five -(5). Combs, Connell, Hicks, VanHoy and Zier voting "Yes'. RESOLUTION NO. 387: WHEREAS THE BUILDINGS AT THE PASCO AIRPORT ARE OF WOOD CONSTRUCTION AND WHEREAS IT IS DEEM7D ADVISABLE TO TAKE PRIECAUTIONARY MEASURES TO ELIMINATE THE POSSIBILITY OF FIRES IN SAID BUILDINGS Motion made by Hicks, seconded by Zier that Resolution No. 387 has been read in full and that same be adopted. Motion carried by roll call vote of five (5). Combs, Connell, Hicks, VanHoy and Zier voting "Yes". ORDINANCE NO. 888: AN ORDINANCE REPEALING SECTIONS 10, 11, AND 13 THROUGH 19 INCLUSIVE OF ORDINANCE NO. 435, ALL OF ORDINANCE NO. 655, AND ALL OF PASCO CITY CODE 5-8 AS IT EXISTS: BEFORE THIS ORDINANCE BECOMES EFFECTIVE,. AND BEING AN ORDINANCE PROVIDING FOR A BOARD OF ADJUSTMENT AND SETTING FORTH THE ADMINIS- TRATION AND ENFORCEMENT PROVISIONS OF THE ZONING REGULATIONS OF THE CITY OF PASCO Ordinance No. 888 was given the first and second reading on November 20, 1956• On December 4, 1956 it was held up for further study. ORDINANCE NO. 889: AN ORDINANCE DECLARING AN EMERGENCY IN THE STREET DEPARTMENT FUND OF THE CITY OF PASCO, AND APPROPRIATING THE SUM OF $2,172.48 FROM THE STREET DEPARTMENT FUND OF THE CITY OF PASCO FOR LIGHT BITUMINOUS OILING OF LUCAS STREET FROM COURT STREET TO EMPIRE WAY Motion mdde by Connell, seconded by :Zier to give Ordinance No. 889 the third reading. PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JANUARY 2 WATER SERVICE OUTSIDE CITY LIMITS: Earl -Wattenberger desires to have water service extended to his property across the street from the city limits at West Hopkins and Chase. Motion made by Connell, seconded by Zier to turn this to the Water Committee. Motion withdrawn by Connell and Zier. Motion made by Combs, seconded by VanHoy that Mr. Wattehberger bring legal des- cription of property to be served to the City Engineer and that charges be made in accordance with Pasco City Code 4-3.28.
