Sylvester Pasco, Washington Motion made by Hicks, seconded by Zier to accept the low bid of Kenneth Nelson. Motion carried by roll call vote of four (4). AIRPORT LEASE CONTRACT, BONNEVILLE POWER ADMINISTRATION: A letter was read from L. C. Stewart, Head Procurement Section, requesting extens- ion of Lease on storage space to December 31, 1957 at the Airport. A letter was also read from 0. V. Cotton recommending that this be granted. Motion made by VanHoy, seconded by Milne approving lease extension as requested and recommended by the Airport Committee and Manager, also authorizing the Nayor to sign the forms as submitted. Motion carried. POLICE CHIEF CA -ILL FOR BIDS: (RADIOS) A letter was read from Chief of Police A. L. McKibbin requesting that bids be called for two (2) Mobile Radios and two (2) Cars for the Police Department to be paid out of the 1957 Budget. Motion made by'Milne, seconded by Zier.to call for bids as requested, callable `'anuary 2, 1957, 'Wednesday at 8:00 P. M., McKibbin to furnish specifications. Motion carried. POLIO TOLL ROAD: A letter was read from Neal Smiley on a plan to create toll stations at several intersections through otzt the City to stop cars and request donations. Motion made by VanHoy, seconded by Milne to turn to the Police Committee and Chief for study and recommendation. Motion carried. STATEMENT FROM HOSPITAL FOR JOHN W. CANDY: A statement and history of Conoy's case has been presented by the Hospital to collect $247.15. Motion made by Milne, seconded by VanHoy that the Police Committee and City'Attorney take bills under advisement and report - Hicks, VanHoy and Combs on Committee. Motion carried. AIRPORT FIRE HAZARD AND SUMP PUMP: A letter dated December 10, 1956 was read from Manager 0. V. Cotton stating that the Committee consisting of Hicks, VanHoy and Combs met on December 17, 1956 and discussed terms and conditions relating to an easement to be granted to the Bureau of Reclamation for the location of the sump pump. Recommendations turned to the City Attorney; he was also to be furnished a copy of both letters. FIRE .HAZARD: A resolution prohibiting storage of highly inflammable materials that may create a fire hazard also a thorough inspection be made by the Fire Department and the Airport manager, jointly: at least once a month. Violators failing to correct hazardous conditions will be subject to eviction. Motion made by VanHoy, seconded by Hicks that Resolution be drawn by the City Attorney with the Airport Manager and Airport Committee regarding fire hazards at the Airport. Motion carried. 9"5426 REGULAR MEETING FINANCE COMMITTEE MEETING: PASCOr WASHINGTON COUNCIL CHAMBERS A copy of minutes of meeting held by the Finance Committee on .December 12, 1956 was read as follows: "The Finance Committee of the City of Pasco met in the '"layor's Office at -11:10 A. M. All members being present. .Object of the meeting was to decide on which funds to use for financing �L. I. D. #62, and Fire Station No. 2. -After discussion by the members, a motion was made by Councilman Bonnett, seconded by Treasurer Ellison that the following funds be used: -For Local Improvement District No. 62, at 5% interest: From General Obligation Bonds Cash Fund 013,000.00 From Firemen's Relief & Pension 12,000.00 Total $25,000.00 For Fire Station No. 2: From Cemetery Trust $ 4,000.00 From Consumers Deposits Fund 16,000.00 Total $200000.00 There being no further business to transact the meeting was adjourned". Motion made b v Hicks; seconded by Milne authorizing acceptance of the deed covering 10 feet of Lots 10, 11, 15 and 16, Block 3, Sprouse Addition for Street purposes and that the City Clerk record at the Court House. Motion carried. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: Order of business set aside to hear from the public. No one wished to be heard. He suggests that he be given the opportunity to meet with Mr. Thomspon's Attorney in an effort to bring this to a close. DIRECTIONAL SIGNS FROM OLD BRIDGE TO CITY CENTER: Motion made by Milne, seconded by VanHo,y that the Police Committee take action and report. Motion carried. JANITOR: Approximately twenty-five applications received. Motion made by Hicks, seconded by Milne that the Building and -Property Committee study applications and report. Combs, Zier and Bonnett. Motion carried. RESIGNATION OF COUNCILMAN L. E. BONN.ETT: A letter was read from L. E. Bonnett tendering his resignation as of December 17, 1956. Motion made by Milne, seconded by Hicks to accept resignation; Mayor to write letter expressing regrets also appreciation of services rendered. Motion carried. Letter to be signed by all Councilmen,. 1957 TRANSFERS: (BONDS & INTEREST) Motion made by Hicks, seconded by Milne that the annual transfers for redemption of Bonds and interest in the amount of $64,286.67 be made. Combs is Chairman of Committee., PUBLIC UTILITY DISTRICT EASEMENT: A right of way Easement to the College site submitted by the P. U. D. was read, property description: The west 701 of the. north 1251 of the qWT of the NW -1 4 of Section 19, Twp 9N, Range 30, E.W.M., which covers location of Pole, Anchor and Guy Wires. Motion made by VanHoy, seconded by Milne authorizing the ",ayor to sign easement. Motion carried. STREET LIGHTS: r P. U. D. to make a survey relative to needed street lights as the need arises. RESOLUTIONS AND ORDINANCES: RESOLUTION NO. -386: A RESOLUTION TRANSFERRING THE SUM OF $40,000 FROM THE STREET DEPARTMENT FUND OF THE CITY OF PASCO TO THE PERMANENT -STREET CONSTRUCTION AND STORM SEWER CONSTRUCTION RESERVE FUND Resolution No. 386 was read in full. Motion made by Milne, seconded b Hicks to adopt Resolution No. 386. Motion carried by roll call vote of four (4i. RESOLUTION NO. 385: J Not read account necessary to have the approval of more than half of the Council members and only four were present.. ORDINANCE NO. 8861 AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 672, AND PASCO CITY CODE 5-5.04, 5-5.12 AND 5-5.16 AS THEY NOW EXIST: AND BEING AN ORDINANCE PERTAINING TO USES PERMITTED,.
