Meeting called to order at 8:00 P. M. Honorable Mayor Harry V. Custer presiding.
ROLL CALL:
By Clerk. Councilmen present were L. E. Bonnett, C. R. Combs, S. A. Connell,
Raymond Hicks, T. R. VanHoy and David Zier. absent C. S. Milne, City Attorney
Richard G. ratrick was present.
READING OF THE MINUTES:
Minutes of meeting held November 7, 1956 were read and approved.
COMMUNICATIONS:

Motion made by Bonnett, seconded by Combs - to accept Grigg's proposal in the amount
of $501.79. Motion carried by roll call vote of six (6).
PUBLIC HEARING -VACATING LEWIS ADDITION:
Notice of public hearing was read. Mayor declared hearing open. No protests
received by letter or in person. Hearing declared closed. Ordinance to be read
under that order of business.
AIRPORT NAVY LEASE SPACE IN ADMINISTRATION BUILDING:
A letter was read from the Naval Properties Branch of the -113th Naval District,
submitting copy of signed lease for city files.
FREWEN & ,ROSS ARCHITECTS a FIRE STATION NO. 2:
A letter was read from J. S. Frewen stating that this firm is willing to accept
7% fee as originally agreed, leaving extra payment entirely to the judgment of
the Council.
L. I. D. #63:
A letter was read from Cornell, Howland, Hayes & Merryfield, attached were three
(3) copies of agreement for engineering services for design of sewers and a sewage
pump station. Motion made by Bonnett,'seconded by VanHoy authorizing the Mayor
to sign the agreement. Motion carried.
TRANSFERS:
City Treasurer MarEllison requests transfers for Bond Redemption and Interest
4*401-17. in the amount of Motion made by.Connell, seconded by Zier authorizing
transfers as follows. Motion carried.

ULAR MEETING COUNCIL CHAMBERS NOVEMBER 20, 1956
TIDEWATER ASSOCIATED OIL COMPANY SERVICE STATION:
A letter was read from Mr. Brassington requesting the Council to amend Ordinance
No. 672 to allow a safety clause whereby a hazardous condition now existing could
be corrected as recommended by the Planning Commission. Bonnett favors adhering
to Ordinance No. 672 and its intent which is to shorten the existence of the
service stations within a,given area. Motion made by Connell, seconded by Zier
that a change .in the .ordinance be made .as recommended by the Planning Commission.
Amendment to the motion was made by Bonnett, seconded by Connell that Ordinance
be changed as recommended by the Planning Commission with the exception that any
variance be authorized by the City Council. Motion placed by the "'ayor and
carried unanimous. Motion placed on original motion and carried five to one.

ORDINANCE NO. 886:
AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO.
672 AND PASCO CITY CODE 5-5.04, 5-5.08, 5-5.12
AND 5-5.16 AS THEY NOW EXIST: AND BEING AN ORD-
INANCE PERTAINING TO USES PERMITTED„ HEIGHT
LIMITATIONS, AND YARD REQUIREMENTS IN A C-1,
COMMERCIAL DISTRICT: AND REPEALING ALL,ORDINANCES
OR TARTS OF ORDINANCES IN CONFLICT HEREWITH
Motion made by Bonnett, seconded by Zier to give ordinance No. 886 the first
reading by title only." Motion carried. Ordinance No. 886 was read by title.
Motion made by Connell, seconded by Zier that Ordinance No. 886 has been given
the first reading by _title only. Motion carried.

Reports error on Water Bill, Motion made by Bonnett, seconded by Combs that
Mr. Adams's bill for 1928 W. Yakima be figured from November 1, 1956 instead
of October 23, 195.6. Motion carried.
LIBRARY BUILDING RESURFACING:
Councilman Bonnett asked the City Attorney the status of Library situation.
No action taken by Mr. Thompson other than removing scaffolding around the
Library Building. Motion made by Bonnett, seconded by VanHoy that the Pasco
City Library Council Committee meet in conjunction with the City Attorney
on Thompson's situation. Motion carried.

GRAVEL PIT CONTRACT:
City Attorney to prepare contract to present for action.
INSURANCE COMMITTEE APPOINTMENT:
The Mayor at this time appointed the Pasco Insurance Agency on the Committee.
Motion made by Hicks, seconded by Zier approving the appointment. Motion carried.
A. D. WIDDOWS RESIGNATION:
Mr. Widdows tenders his,resignation as Civilian Defense Director to the i4ayor.
Motion made by Hicks, seconded by Zier accepting resignation as of November 5,
1956.. Motion carried.
READING OF RESOLUTIONS & ORDINANCES:
RESOLUTION NO. 384:. STATE HIGHWAY SPEED LIMITS:
A resolution stating that the speed limit.on Primary State Highway No. 3 from
the West City limits to 12th Avenue be established at 35 mph. Motion made by
Donnett, seconded by VanHoy to read Resolution No. 384. Motion carried. Res-
olution No. 384 was read. Motion made by Connell, seconded by VanHoy to adopt
Resolution No. 384. Motion carried b„v roll call vote of six (6).
SIDEWALKS (COMMERCIAL DEVELOPMENTS): (PLANNING COMMISSION RESOLUTION NO. 5)
A letter and resolution was read from the Planning Commission stating that open
air uses, such as used car lots, have not been required to make sidewalk install-
ations. By Resolution the .Planning Commission request an amendment to Ordinance
No. 688 and Code 9-1 requiring sidewalk installation where it is to the best
interest of the City. Motion made by Bonnett, seconded by Zier to revise Ord-
inance No. 688 in accordance with Planning Commission Resolution No. 5. Motion
carried.
ORDINANCE NO. 884, L. I. D. NO. 62:
AN ORDINANCE ORDERING THE IMPROVEMENT OF CERTAIN
PROPERTIES BY THE CONSTRUCTION AND INSTALLATION
OF LATERAL SANITARY SEWER MAINS AND LATERAL WATER
MAINS IN ACCORDANCE WITH RESOLUTION NO. 376 OF T7E
CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON;
ESTABLISHING LOCAL IMPROVEMENT DISTRICT NO. 62;
PROVIDING THE METHOD OF ASSESSMENT IN SAID DISTRICT;
AND PROVIDING THAT PAYMENT FOR SAID IMPROVEMENTS BE
MADE BY SPECIAL ASSESSMENT UPON PROPERTY IN SAID
DISTRICT PAYABLE BY THE MODE OF "PAYMENT BY BONDS”
Motion made by Connell, seconded by Zier to give Ordinance No. 884 the second
reading. Motion carried. Ordinance No. 884 was read in full. Motion made by
VanHoy, seconded by Connell that Ordinance No. 884 has been given the second
reading in full. Motion carried. Motion made by VanHoy, seconded_by Combs
to give Ordinance No. 884 the third reading. Motion carried. Ordinance No.
884 was read. Motion made by Bonnett, seconded by VanHoy that Ordinance No.
884 has been given the third reading. Motion carried. Motion made by Bonnett,
seconded by VanHoy to adopt Ordinance No. 884. Motion carried by roll call vote
of five (5). Combs was excused from the meeting.

COUNTY, WASHINGTON, AND APPROVING THE REPLAT OF
LEWIS ADDITION
Motion made by Bonnett, seconded by Connell to give Ordinance No. 885 the second
reading. Motion carried. Ordinance No. 885 was read. Motion made by Bonnett,

AS IT EXISTS BEFORE THIS ORDINANCE BECOMES EFFECT-
IVE, AND BEING AN ORDINANCE PROVIDING FOR A BOARD
OF ADJUSTMENT AND SETTING FORTH THE ADMINISTRATION
AND ENFORCEMENT PROVISIONS OF THE ZONING REGULATIONS
OF THE CITY OF PASCO

BUDGET REPORT FOR OCTOBER 1956:
The City Clerk furnished each member a copy of the October 1956 Budger on all
departments.

Motion made by Bonnett, seconded by VanHoy to call for bids as requested on
December 18, 1956, 8:00 P. M., Motion carried.
JANITOR SERVICE:
