Meeting called to order at 8:00 P. M. Honorable 1vlayor Harry V. Custer presiding.
ROLL CALL:
By Clerk. Councilmen present were L. E. Bonnett, C. R. Coms, S. .. Connell,
Raymond Hicks, C. S. Milne,. T. R. VanHoy and David Zier.
BUDGET FOR THE YEAR 1957:
ORDINANCE NO. 881:
AN ORDINANCE ADOPTING THE BUDGET FOR THE
YEAR 1957
Motion made by Milne, seconded by Hicks to give Ordinance No. 881 the second
reading by title only. Motion carried. Ordinance No. 881 was read. Motion
made by Milne, seconded by Combs that Ordinance No. 881 has been given the
second reading. Motion carried.
Ordinance reviewed by Department. >
Motion made by VanHoy, seconded by Milne to change title of City Planner's
Salary to Planning Engineer Salary. (Question debated) Milne spoke of a
different type of man to fit into Engineers Department; Hicks wished to know
what kind of an Engineer. Kennewick's set up was referred to. Hicks does
not accept Kennewicks' experience as -an answer.
An amendment to the motion was made by Bonnett, seconded by Hicks to add the
word "City" to Planning Engineer's title. More discussion followed. Hicks
withdrew his second to the amendment. Motion lost for need of a second.
Original motion voted on by roll call. Bonnett and Hicks voting "Nott. Combs,
Connell, Kilne, VanHoy and Zier voting "Yes". Motion carried by roll call vote
of five (5).
Motion made by Combs, seconded by Milne to give Ordinance No. 881 the third read-
ing as amended. Motion carried. Ordinance No. 881, as amended, was read. Motion
made by Combs, seconded by Milne that Ordinance No. 881 was given the third read-
ing as amended. Motion carried.
Motion made by Combs, seconded by Milne to adopt Ordinance No. 881 as amended and
read. Spence Jilek asked if you hire an engineer, where will the Planning program
go? Hicks answered question for Mr. Jilek. The Mayor gave assurance that he would
object if an effort was made to upset the Planning Commission. Mayor placed the
motion for adoption by roll call which carried 5 to 2. Bonnett and Hicks voting
"No". Combs, Connell, Milne, VanHoy and Zier voting "Yes".
ADJOURNMENT:
Motion made by Milne, seconded by Zier that the meeting adjourn to next regular
meeting on Tuesday, 8:00 P. M., October 16, 1956. Motion carried.
