CALL TO ORDER:
Meeting called to order at 8:07 P. M.
ROLL CALL:
Honorable Mayor Harry V. Custer presiding.
By Clerk. Councilmen present were L. E. Bonnett, C. R. Combs, S. A. Connell,
T. R. VanHoy, David Zierr-Raymond Hicks arrived at 8:20. Absent C. S. -Milne.
City Attorney Richard G.. Patrick was present.

Clerk reports that the minutes are not ready.

Current bills against the City were presented as follows. Motion made by Combs,
seconded by Bonnett that all vouchers properly signed and approved be paid.

Later in the meeting motion made by Hicks, seconded by Bonnett to accept the
lowest bid of Murphy -Motors Inc. in the amount of $2,212.37. Motion carried
by roll call vote of six (6).
CITY HALL FURNACE DRAFT:
A letter was read from J. P. Head with reference to installing a draft fan to
the City Hall boiler. Quotation as follows:

A statutory Warranty Deed No. 179198 from grantors Donald F. & Alberta M.
Edwards covering:
That -portion of southeast quarter of the southwest

ington. Motion made by Bonnett, seconded by Combs accepting the --receipt of
the Deed. Motion carried.
PAUL BARR. AIRPORT SWIMMING POOL:
A letter of September 22, 1956 from Mr. Barr was read requesting consideration
be given to again lease the indoor swimming pool, Building 89 as in the past
and that an agreement be drawn for a period of three (3) years.
Mr. Barr also states that he would like to meet with.Mr. Cotton and the Air-
port Committee. Motion made by Hicks, second ed by Zier to postpone action and
turn to the Airport Committee. Motion carried.

BYRON LAMPSON (TANK RENTAL VIOLATION):
OCTOBER 2. 1956
A letter was read from Airport Manager 0. V. Cotton stating the immediate need of
the tank. Motion made by Connell, seconded by Bonnett that the City Attorney
bring necessary action. Motion carried.
AIRPORT LIGHTING:
A letter was read from Airport Manager 0. V. Cotton, attached were six (6) proj-
ect forms which were corrected by Charles W. Drew of the CAA for signature of
the mayor and City Attorney. A request for waiver on a 1000 feet x 2700 feet
clear zone for approach to runway 20-R as designated on Exhibit "A"; Five reasons
were,itemized. Motion made by Bonnett, seconded by VanHoy authorizing the 'Mayor
to write a letter requesting waiver as stated. Motion carried. Motion made by
Bonnett, seconded by VanHoy authorizing the 14ayor and City Attorney to sign the
application forms requesting funds. Motion carried.
ESQUATZEL CANAL, BUREAU OF RECLAMATION:
A letter of June 5, 1956 from T. Torkelson, Bureau of Reclamantion, with maps
attached was read, regarding a perpetual right of way and flowage easement across
559.1 acres of land in .Sections 12 and 13, Range 29 east W.M. and Section 7,
Range 30 E.W.M. owned by the City of Pasco; appraised value $5,591.00; draft of
contract attached. Request that a Resolution be adopted; form enclosed.
A letter of October 6, 1956 from Mayor Custer. to Chas. W. Drew was read, stating
an expression from the CAA expressing their approval or disapproval would be
appreciated.
A letter of June 8, 1956 from Charles VV. Drew to Mayor Harry V. Custer was read,
which covered procedure to be followed in working. out a draft contract for the
approval of the CAA.
A letter of June 25, 1956 from 0. V. Cotton.to Mayor Custer was read setting out
his and the City Engineer's recommendations in four items.
4 letter of September 18, 1956 from Robert V. Culp was read regarding an offer
to purchase and the.Mayor's answer of September 19th was read. Motion made by
Bonnett, seconded by Combs that the City Attorney, Airport jManager.and Airport
Committee meet with the Bureau of Reclamation and work out a negotiable contract
to be approved by the CAA. Motion carried.
CITY MANRGER PLAN OF GOVERNMENT:
A letter was read from the Chamber of Commerce, President S. S. Jilek, stating
that the Board of Directors of the Chamber believe that' -.the proposal of the
City Manager form of Government should be placed before the public and that the
Chamber of Commerce should assist -in any way possible and hope that the City
Council will seriously consider initiating procedures which will bring this
proposal before the people. Discussion followed.
Motion made by Bonnett that the Mayor be authorized to appoint a committee of
three council members to investigate the feasibility of the City Manager Form
of Government and submit report at the November 6,' 1956 meeting. Motion lost
for want of a second.
Motion made by Connell, seconded by Bonnett authorizin the '"ayor to appoint
a committee to investigate and report within sixty (60� days,on the Chamber of
Commerce letter. Motion carried by roll call vote of six (6). The Mayor appointed
Connell, Combs and Zier on the Committee. ,
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
FIRE STATION NO. 2:
Fire Chief Lyle Cooney presented plans for a new station which were reviewed by
the Council. Motion made by Combs, seconded by VanHoy to call for bids October
16, 1956. Specifications to be furnished by C6mmittee and Fire Chief. Contract
form to be presented to the City Attorney for approval. Motion made by Combs,
seconded by VanHoy that the 7% Architect fee on standard architedt. form be
approved. Motion carried.
REGULAR ORDER OF BUSINESS RESUMED BY UNAMIMOUS CONSENT.
Council meeting of November 6th falls on Election .-Day and the Council Chambers
will be in use. Motion,made by VanHoy, seconded by Combs that the Council hold
their first meeting in November on Wednesday the 7th. Motion carried.

of Lucas Street from Court to Empire Way. Motion carried.

REPORTS:
STANDARD OIL COMPANY -ISLAND AT W. LEWIS & 10th STREETS:
Building Inspector R. B. Lovelace reports that Service Station at 10th & Lewis
has installed an island to separate traffic.
Building Inspector's report for the month of September read and ordered filed.
HIGHWAY ADJACENT CEMETERY:
City Attorney R. G. Patrick, reports that the Highway desires to acquire a portion
of the Cemetery and in exchange the same amount of Irrigation property to be
accepted by the City. No action taken.
1957 BUDGET
The Budget for the year 1957 will be considered tomorrow night when the final
budget will be presented for adoption, having had the public hearing on Monday,
October 1, 1956•
