Meeting called to order at 8:10 P. M. Honorable Mayor Harry V. Custer presiding.
ROLL CALL:
By Clerk. Councilmen present were L. E. Bonnett, C. R. Combs, Raymond Hicks,
C. S. Milne, T. R. VanHoy and David 'Zier. City Attorney Richard G. Patrick absent.
READING OF THE MINUTES:
Minutes of meeting held September 4, 1956 were read and approved.
COMMUNICATIONS:
TRI CITY T.V. SERVICE INC:
A letter was read from Duane E. Taber relative to Television f ranchise,Tlstating
that the franchise had not been sold to anew corporation; it is still retained
by the same firm to which it was granted; all the capitol stock of the Tri City
TV Inc has been sold to new interests, therefore a request is now being made
that the City Council consider an amendment of the franchise changing name to
Columbia TV Service Company. Motion made by Milne, seconded by Bonnett to refer
to the City Attorney for proper action. Motion carried.
WATER DEPARTMENT WAREHOUSE:
A letter was read from W. H.*TNrixon requesting authority to call for bids on items
for the new water department warehouse -wiring building, toilet and wash basin,
fencing and extension arms at a cost of approximately $4,079.76. Motion made by
Bonnett, seconded by VanHoy to call for bids on cyclone fence on October 16, 1956,
8:00 P. M., Motion carried unanimous. Motion made by Bonnett, seconded by VanHoy
that City Engineer obtain prices on wiring of building and toilet fixtures. Motion
carried.
AIRPORT TANK: (LAMPSON)
A letter was read from 0. V. Cotton;, Airport 'YIanager stating that the Airport is
in need of -the 1500 gallon water tank rented to Mr. B. Lampson; to date Mr. Lamp -
son has not carried out any part of requirements set out by the City Council in
granting the request to obtain same. City Attorney to be furnished a copy of
this letter.

Motion made by Bonnett, seconded by Milne authorizing the following transfers as

GAS FITTERS
LICENSE
FEE:
A letter was read from R. B. Lovelace, Building Inspector, stating that the
Examining Board requests thatLthe $5.00 fee be pro -rated -account only three and
one-half months left in 1956. Motion made by Bonnett that the City Building Insp-
ector be authorized to pro -rate the fee for license issued in 1956. Motion lost
for want of a second. Motion made by Milne, seconded by VanHoy to stay with the
Ordinance as written. Motion carried. Hicks, Milne, VanHoy and Zier voting

REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
LEASE -FRANKLIN COUM FIRE PROTECTION DISTRICT:
The lease was read as presented by the Board, agreeing to deed to the City of
Pasco property for location of fire station No. 2 in exchange for one fire truck
stall in the building property description as follows:

Motion carried by roll call vote of six (6).
STREET ROLLER:
A letter was read from City Engineer Geroge R. Fisher stating that Mr. G. 0.
Barton, 1707 W. Olive desired to rent or purchase the roller.
Motion made by Bonnett, seconded by Combs that a minimum price of $300.00 be
placed on the roller and advertise for sale; bids to be received on the roller
until 8:00 P. M., Tuesday, October 2, 1956. Motion carried.
STREET DEPARTMENT -OILING 1600 BLOEK ON OCTAVE:
Requested by petition. A short discussion was entered into relative to precedent
also new type of seal for base. Unanimously agreed that Ordinance be adhered to.
Committee recommends that where property owners purchase material the City will
supervise.
STANDARD OIL STATION, 10th & LEWIS:
Agreement discussed. Motion made by Bonnett, seconded by VanHoy that the Build-
ing inspector hold up occupancy permit until agreement is lived up to by the
Standard Oil Chevron Station. Motion carried.
SIGNS:
The need of directional signs from Old Bridge to City Centerdiscussed. Motion
made by Milne, seconded by VanHoy to turn this to the Street Department and
Street Committee as to signs and locations. Motion carried.

REGIONAL MEETING OF ASSOCIATION OF WASHINGTON CITIES:
To be held at Kennewick on October 11, 1956. Kennewick desires to know about
how many will attend. City Clerk to report that 7 or 8 will attend.
PACIFIC NORTHWEST SEWAGE & INDUSTRIAL WASTES ASSOCIATION:
Convention to be held in Boise, Idaho. Motion made by Bonnett, seconded by
VanHoy allowing request by A. Reisdorph to attend. Motion carried.
CITY HALL FURNACE FAN DRAFT,:
Mayor to contact J. P•. Head again.
POLICE REPORT: (SIGN)
On sign for the City Hall Building to identify the Police Station location.
Two (2) companies submitted figures and design of signs to be installed. The
Zeon Price was $699.52 complete; Valley Neon bid $713.00 not including wiring
or sales tax. Motion made by Bonnett, seconded by Combs when purchase is made
that same be paid from Building & Alteration fund. Zeon Sign Company presented
the lowest and best price. Building Committee and City Attorney to decide
procedure and if necessary to call for bids, that they be called on Tuesday,
October 2, 1956. Motion carried..

OF PASCO IN THE PRINCIPAL SUM OF $20,000.00
FOR THE PURPOSE OF CONSTRUCTING AND FURNISH-
ING A SECOND FIRE STATION, PROVIDING THE DATE,
FORM„ TERMS, AND MATURITIES OF SAID BONDS AND -
FOR ANNUAL TAX LEVIES TO PAY THE PRINCIPAL
