PASCO, WASHINGTON
CALL TO ORDER:
Meeting called to order at 8:25 P. M., by Honorable Mayor Harry V. Custer.
ROLL CALL:
By Clerk. Councilmen present were L. E. Bonnett, Raymond Hicks, T. R. VanHoy and
David Zier. Absent were C. R. Combs, S. A. Connell and C. S. Milne, City Attorney
Richard G. Patrick was absent.
READING OF THE MINUTES:
Minutes of meeting held August 7th were not ready to present.
COMMUNICATIONS:
ENGINEER DEPOT:
A letter was read from Hal Holmes stating the Senate Committee did not act on this
matter before adjournment of the second session of the 84th Congress.
LIBRARY BUILDING STUCCO:
A letter was read from Geo. L. Thompson, dated August 10, 1956, stating that he
was removing the scaffolding from the building immediately and would file a claim
for services rendered to date.
Motion made by Bonnett, seconded by VanHoy to submit a copy of this letter to the
City Attorney. Motion carried.
OLD GUN CLUB (SHOT):
A letter was read from Bruce Kress requesting permission to recover shot from the
ground. Motion made by Hicks, seconded by Bonnett that the request be denied and
letter answered. Motion carried.
SIDEWALK, LAWN AND SPRINKLERS, WEST-S_IDE TANK:
A letter was read from City Engineer George R. Fisher requesting permission to
construct sidewalk, lawn and sprinklers at Octave and Arthur Streets, wstimated
cost would be $750.00. Motion madd by Hicks, seconded by Bonnett granting the
request. Motion carried by roll call vote of four (4).
AIRPORT TANK (LAMPSON):
A copy of letter from City Attorney to Byron Lampson was read relative to deposit
and rental on tank not being paid in advance as stated by the Council.
TRANSFERS:
Transfers for payment of bond redemption and interest in the amount of $4,401.15
was requested by the City Treasurer. Motion made by Bonnett, seconded by Zier
authorizing the transfers. Motion carried.
PUBLIC HEARING ANNEXATION:
That portion of the East 2 of SE', :vection 24, T9, N, Range 29, E.W.M., lying
south of the State Highway.
Legal notice of public hearing was read. and hearing declared open. No protests
were received by letter or in person. Hearing declared closed. Motion made by
Bonnett, seconded by Zier that the City Attorney prepare an Ordinance. Motion
carried.

Notice of public hearing was read. Hearing declared open. No protests received
by letter or in person. Hearing declared closed.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
REVISION OF STREET NAMES AND HOUSE NUMBERS:
Ed Erwen, Chairman of the City Planning Commission and also representing the
County Planning Commission presented a plan for revision of street names and house
numbers and asked the Council for a vote of acceptance on the plan. It was suggest-
ed that the City Planner investigate the effect stach a change would have on resid-
ences and business firms. It was hoped that the plan could be in effect by March
15, 1957• There would be a cost of between $5,000.00 and $10,000.00 for Street
Signs. The Mayor stated that the financial condition of the City would have to
be consulted; a plan and letter will be submitted by budget study time. Motion
made by Bonnett, seconded by VanHoy to accept the recommendation in principal and
recommend study to be continued. Motion carried.

AIRPORT LIGHTING:
Stanley Perry spoke to the Council relative to the old landing field lighting,
system installed by the Government which is deteriorating and causing shortages
and cutouts. Cost of rehabilitation of runway would be approximately $47,750.00,
Federal share $24,711.00; would like to call for bids soon as possible;.data is
almost completed. Motion made by Bonnett, seconded by Hicks to call for bids ,on
Tuesday, 8:00 P. M., September 18, 1956. Specifications to be furnished by the
Consulting Engineer. Motion carried.
GRAVELING NORTH WERE STREET:
Casey Sheppard asked about when the City planned to gravel North We,he.
OVERPASS PETITION FOR COURT STREET:
Motion made by Bonnett, seconded by Hicks requesting the Mayor to write the Highway
Department relative to present status of overhead crossing project. Motion carried.

Motion made by Zier, seconded.by VanHoy authorizing purchases,as requested. Motion
carried by roll call vote of four (4).
WATER COMMITTEE RECOMMENDATIONS:
Recommendations read as follows:
(1) 6" water line in the 100 block on North Owens.
(2) Mayor be authorized to write a letter to the Corps of
:Engineers, Walla Walla District, stating that City
should have a lump sum settlement of $80,087.64 for
taking over the wash water pump house.
(3) Replacing wooden lines. Loop in dead eng at Hawthorne
and Agate; fire hydrant at Arthur and Agate; 1211 lino
to Cole and Court; fire hydrant at Cole & Court, 12"
line from 4th and Court to 1st with bids to be called
as needed.
(4) No refund on front footage for sewer built by Casey
Sheppard and Frances,Whitemarsh; line,was built in
lieu of front footage charge.

carried.

b Robert B. Worley appointed by the Mayor to succeed Edwin Dunnovan on the Park
Board. Motion made by Bonnett, seconded by VanHoy approving the appointment.

EXAMINATION BOARD (GAS ORD. #868) APPOINTMENTS:
The Mayor appointed R. B. Lovelace, Building Inspector, Lyle Cooney, Fire Chief,
C. W. Calloway, Cascade Gas Company and R. S. Brown.
Motion made by Bonnett, seconded by Hicks approving the appointments. Motion
carried. One (1) more member will be appointed to complete the examination board.
R. S. Brown to serve for 3 year term;- C. W. Calloway to serve -for 2 year term;
next appointed member to serve for 1 year term and all reappointments to be for a
3 year term.

AN ORDINANCE DECLARING AN.'.EMERGENCY IN THE CURRENT
EXPENSE FUND: TRANSFERRING THE SUM OF $3,300.00
FROM THE WATER DEPARTVENT FUND TO THE CURRENT EXP-
ENSE FUND TO PROVIDE FOR THE SALARY OF A GAS INSP-
ECTOR: PROVIDING THAT MONIED PAID BY CASCADE NATUR-
AL GAS CORPORATION TO THE CITY FOR A GAS INSPECTOR
BE PAID INTO THE CURRENT EXPENSE FUND: AND TRAN-
SFERRING THE SUM OF $3,300.00 FROM THE CURRENT EXP-
ENSE FUND TO THE WATER DEPARTMENT FUND AT THE END
