SPECIAL MEETING CITY COUNCIL JULY 25, 196
CALL TO ORDER:
Meeting called to order at 8:20 P. M., by Honorable Mayor Harry V. Custer.
ROLL CALL:
By Clerk. Councilmen present were L. E. Bonnett, C. R. Combs, C. S. Milne and
David Zier. Absent were S. A. Connell, Raymond Hicks, T. R. VanHoy and City
Attorney Richard G. Patrick.
LIBRARY BUILDING RE -SURFACING:
Special meeting called in accordance with the Washington State Laws to discuss
development of this work. Mr. Sisk and Mr.,Dyer of the Library Board were pre: --
sent, also George Thompson contractor and Ross Williams(of the Northwest Plaster
Bureau..) (Corrected -August 7, 1956)
A letter was read from Director C. F. Clay of the Northwest Plaster Bureau, Inc.,
stating that there is some movement within the structure of the building prevent-
ing any of the methods attempted to provide a thorough answer to the matter.
Three methods were mentioned to put the building in reasonably good condition;
1) Repairs might be made to the portions which failed to bond on the current
cement over the entire building
2) Providing an independent envelope of steel channel, metal lath and plaster
over the entire b uildinIg with provision for considerable expansion joint
areas to avoid any transfer of movement from the existing building to the
new work
3) Covering of the building with brick veneer, stone or some similar material
Cost estimates as follows: Item 1 - $3,409.98. Item 2 - $9,655.26. No figures
submitted for Veneer method.
Original contract $3,500.00, paid to date $2,900.67, Balance due $599.33.
Additional work to date $6,794.66; money owed Thompson to date $7,393.99•(Dee ed gg

A letter was read from the Library Board stating that the board feels that the
building is old and inadequate and suggests that the outside be finished as protnptly
and cheaply as possible.
Payment in excess of contract was discussed. Settling by court order was deemed
a solution by the Council. Thompson advised to notify the city by letter that he
was through, then other steps would be taken. Thompson stated that Ed W6st had
not been paid for putting on the Stucco and estimated the amount at approximately
$800.00.

Motion made by Milne, seconded by Zier to adjourn. Motion carried.
