HomeMy WebLinkAbout07-17-1956 MinutesCALL TO ORDER: Meeting called to order at 8:10 P. M. Mayor Pro tem L. E. Bonnett presiding. ROLL CALL: By Clerk. Councilmen present were L. E. Bonnett, C. R. Combs, C. S. Milne and David Zier. City Attorney Richard G. Patrick was present. Absent were Mayor Harry V. Custer, S. A. Connell, Raymond Hicks and T. R. VanHoy. READING OF THE MINUTES: Minutes of meeting held July 3, 196 were read and approved. COMMUNICATIONS: STATE HIGHWAY DEPARTMENT (SPEED): A letter was read•, with charts attached, recommending that the speed limit on that section of Primary No. 3 between the west city limits and 12th Avenue be adjusted to 35 m.p.h. If changes are desired it would be in order for the City to prepare a Resolution to that effect and send three copies to this office for recommendation to the State Highway Commission. Motion made by Combs, seconded by Zier to -turn to police committee and Chief of Police for recommendation. Motion carried. SCHOOL DISTRICT, WATER SERVICE FOR JUNIOR COLLEGE: A letter was read from City Engineer relative to information on cost of,water service to the Columbia Basin Junior College. They desire a flat cost figure to be used in specifications and matching money expense. Motion- made by Combs, seconded by Zier that the Water Committee and City Engineer meet with the Rep- resentative of the School District. City Engineer to arrange meeting. Motion carried. TRI CITY TELEVISION SERVICE, INC.: A letter was .read from Robert S. McCaw stating the Tri City Television Cable service was optioned on June 4, 1956 to a group of men of various cable companies interested in getting microwave to Pasco and Kennewick. The delay now is in the Federal Communications Office. They will bring the City of Pasco Tax up to date when option is executed. No action taken at, this time. LEO A. MIAZGA'S PROPERTY, W. COURT & MERIDIAN: A letter, dated July 5, 1956, was read from Mr. Miazga relative to this piece of property which is unplatted. It had fifteen (15) locust trees at time of purchase on November 29, 1955• In May 1956 a City .Street crew pulled out the trees and graded a 20' strip for Street purposes;work was done without his knowledge or consent. He requests a just and adequate compensation. City Attorney states that he is investigating the case and will report later. PORTABLE TABLE: Director of Planning William B. Austin requests approval for purchase of a port- able table to cost approximately $70.00. No action taken. WAREHOUSE FLOOR & PLUMBING: A letter was read from City Engineer George R. Fisher requesting that bids be called for construction of a floor and plumbing in the new warehouse building for the Water Department. Motion made by Combs, seconded by Milne authorizing the call for bids at 8:00 P. M., Tuesday, August 7, 1956• Motion carried. City Engineer to furnish specifications. TAR POT & ROLLER• A request to exchange Tar Pot and Roller for $300.00 worth of patch mix was denied. Motion so made by Combs, seconded by Milne. Motion carried. HOUSE NMFBERS ON SIDEWALKS & CURBS: A request by Robinson & Henderson to stencil house numbers on sidewalks and curbs was denied. Motion so made by Milne, seconded by ,Zier. Motion carried. WATER SERVICE IMPROVEMENT PLAN: City Engineer Fisher submitted a five (5) phase program to spread out and carry on into the winter to help improve pressure and service in the particular areas with additional requests to be made in the future. Motion made by Combs, eec- onded by Milne to turn this to the water committee for study. Motion carried. 2487 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JULY 17, 1956 PATCH MIX FOR STREET DEPARTMENT: Street Superintendent Brickey requests permission to call for bids on approximately 600 tons of patch mix for street maintenance work, to cost approximately $4,200.00. Motion made by Milne, seconded by Combs to call for bids on Tuesday, 8:00 P. M., August 7, 1956• Motion carried. > AIRPORT ROOFING MATERIAL: Airport Manager 0. V. Cotton requests permission to purchase 40 squares of metal roofing at $12.00 per qquare and 92 squares of rolls roofing at $2.25 per square. Motion made by Milne, seconded by Zier to turn this to the hirpert Committee for report at next regular meeting. Motion carried. LOWER AIRPORT RENT: (SCHULTZ) Milton F. Schultz requests that his rent be lowered from $50.00 to $25.00 per month. Motion made by Milne, seconded by Zier to turn this to the Airport Committee for recommendation. Motion carried. DELINQUENT AIRPORT RENTS: Airport delinquent rents are as follows: Matheson Heating & Ventilating 2 months 50.00 C. W. Nay 2 months, 200.00 Otis D. Randall 2 months 150.00 Superior Mfg & Equip Company 21 months 275.00 Schultz Electric Company 321 months 175.00 Motion made by Milne, seconded by Combs to turn this to the City Attorney. Motion carried. REPORTS: STREET CONDITIONS: Following the gas line installation was discussed. City Engineer advised to keep a close tab on the Curtis Construction Company. BUSINESS LICENSE APPLICATIONS: Three (3) applications were presented as follows: John C. Sawyers Real Estate 517 W. Lewis Wilson George Sell furniture Benton City Gus E. George Sell furniture Benton City Motion made by Milne, seconded by Combs authorizing approval for licenses to be issued. Motion carried. PURCHASES: The following requests for purchases were granted. STREET: Magneto, 80 tons patch mix and 12 brooms $ 590.59 WATER & SEWER: Gate valves, hydrants, crosses, lumber and curbing 11088.85 POLK D IRECTORY: Motion made by .tier, seconded by Milne authorizing purchase in the amount of $70.00 for two (2) Directories. Motion carried. M 2498 PASCO, WASHINGTON JAMES E. WELCH PROPERTY REZONING: .It was requested by Councilman Combs that at this time the Welch case be dis- cussed further. Motion made by Milne, seconded by Combs to request the Planning Commission to reconsider the Welch case. Question discussed. Some of the Council- men felt that Welch's request by petition should have been alloweld by the Plann- ing Commission on the grounds that other rezoning petitions have been allowed following a petition and feel that the complexion of the case had been changed by the last petition presented for hearing on June 12, 1956• City Attorney Richard G. Patrick stated that he had been in court only a few hours before,arguing the matter and had obtained a bench warrant for Welch's arrest for contempt of Court for inoring a 1954 court injunction to close down his garage or get the site rezoned. %trick stated that this council had better make a decision -. upon what they are going to do before pressing cases in Superior Court as he will be reluctant to proceed with any more zoning cases if the Council changes its mind the same day the case is argued in court; this situation is moot embarrasing and must know where he stands if he is goint to Court or he will not represent the Council in any more zoning cases.. Bonnett stated he did not want to jeopardize the legal status of the case and suggested action be delayed until more council members could be present. Holding action in obeyance was also suggested by Combs and he withdrew his second to the motion, then Milne withdrew his motion, thus no action was taken. Patrick stated he will ask Judge B. B. Horrigan to withhold serving the warrant until the Council makes up its mind again. BUSINESS LICENSE NAME CHANGE: Joe E. Ratliff requests that permission be granted to change name and location of his Shoe Repair Shop from Jim's Shoe Repair, 614 W. Lewis to Pasco Shoe Clinic, 3232 W. Lewis. Motion made by Bonnett, seconded by Zier to allow request. Motion carried. READING OF ORDINANCES: ORDINANCE NO.. 872: AN ORDINANCE REGULATING THE SALE OF REAL PROPERTY OWNED BY THE CITY OF PASCO; PROVID- ING FOR THE PROCEDURE TO BE FOLLOWED IN DIS- POSING OF REAL PROPERTY OWNED BY THE CITY OF PASCO; REPEALING ORDINANCE NO. 551 AND ALL.
