ROLL CALL: By Clerk. Councilmen present were L. E. Bonnett, C. R. Combs, S. A. Connell, C. S. Milne and David Zier. Absent Raymond Hicks and T. R. VanHo,y. City Attorney Richard. G. ratrick was present. READING OF THE MINUTES: Minutes of meeting held June 5, 1956 were read and approved. Motion carried. ANNEXATION -LEE R. COMBS PROPERTY NORTH OF JAMES AND WEST OF LUCAS: Description as follows: Southerly 110 feet of the East half of the southeast quarter of the south- east quarter of the northwest quarter of Section 19, Township 9 North, Range 30 East, Willamette Meridian Legal notice on petition for hearing was read. The Mayor declared the hearing open. No one appeared in opposition. No letters protesting against the petition were received. Mayor declared the hearing closed. Motion made by Bonnett, seconded by Combs to accept the petition and request the City Attorney to prepare Ordinance. Motion carried. JAIES E. WELCH - NOTICE OF APPEAL AND AFFIDAVIT: Notice and affidavit were read also minutes.of Planning Commission and Planning Director's recommendations. Welch spoke in behalf of his interest; states that the City is not consistant in applying this law; he will have to go out of bus- iness. Casey Sheppard feels that Welch is justified in requesting an appeal and has no objection to petition;if property was kept in orderly condition it would not be a detriment. City Attorney stated that the Council could not create a change without concurrance of the Planning 6ommission. Mayor Custer read the law on this from Page 130, City Code. He also advised the Council to take action at this time to dispose of the matter so action can be certified and filed with court action. Motion made by Bonnett, seconded by Combs that the City Council go along with the Planning Commission's ruling and also to go ahead with others thatare violating the zoning laws. Motion carried by roll call vote of three (3) to two (2). Bonnett, Combs and Connell voting ''"Yes". Milne and Zier voting "No". NORTHERN PACIFIC LOCOMOTIVE TO PARK: A letter was read from Pasco Junior Chamber of Commerce, sponsoring a drive to G PASCO, WASHINGTON COUNCIL CHAMBERS JUNE 19, 1 permanently install the engine in Volunteer Park when same is donated to the City therefore at this time would like to have formal acceptance or rejection of the proposal, will the City maintain it as a permanent monument? Will the City accept responsibility occuring during the movement of the engine after it leaves the Northern Pacific Yard. Carl Russertstated that they would like to install the engine in the triangle point of the nark, just east of the water line. Motion made by Bonnett, seconded by Combas to accept the steam engine if and when it is ready to be presented by the Northern Pacific Railroad Company. Motion carried. Motion made by Bonnett, seconded by Zier that the City Attorney be instructed to notify the Insurance Company exactly when and where it will leave the tracks so they can assume the responsibility. Motion carried. Time also to be worked out with the nark Board. Ray McGowan requests that :the location for engine be staked out by the City. Motion made by Bonnett, seconded by Connell that the pity Engineer be authorized to concur with the nark Board and stake out the location for the engine. Motion carried. GAS ORDINANCE NO. 868, SUGGESTED AMENDMENTS: A letter was read from W. W. Cape, Business Agent for Plumbers Union No. 5980 J. P. Head and Randolph Taylor suggesting that the Ordinance include provisions for Examining Board and that all codes in the area be quite similar. Mr. Lovelace Building Inspector spoke on information he had obtained at the Association '.'.of Washington Cities and neighboring towns. No action taken. FEDERAL AID AIRPORT PROGRAM - 1957: A letter was read from 0. V. Cotton Airport Manager; attached was a letter from CAA relating to Federal Aid Program stating that $24,706.00 could be made avail- able July 1, 1956, upon the receipt of project details and necessary requirements. For further information regarding these requirements and this tentative allocation contact Chas. W. Drew, 'District girport Yngineer, CAA, Box 18, Boeing Field, Sea- ttle, Washington. Mr. Cotton advised the '`payor and Council that he was working on this application and will soon have it ready for review. PETITION - CROSSING OVER NORTHERN PACIFIC TRACKS AT COURT STREET: A petition was presented and read'signed by approximately 150 signers requesting the City to establish a crossing over the Northern Pacific Railroad Tracks on Court Street. Casey Sheppard gave some information as to material costs_. Motion made by Bonnett, seconded by Connell to turn to the Street Committee. Motion carried. TRANSFERS:. Motion carried. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. MASTER SEWER PLAN: Consulting Engineer Holly Cornell spoke about the Sanitary Sewer and Storm Sewer Master Man, northwestern portion of the City add adjoining property pointed out on the map; two programs could be se.t up; lots of the field work was done by the City Engineering crew in area north of Court, Chase, Meridian, Mead and Lucas. Intersepter Sewer would be the first step. Relief for the area in the center of the City was mentioned; separating storm sewer from sanitary should afford tempo- rary relief. Cots on this plan tob e presented as progress report. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. REGULAR MEETING REPORTS: BIDS - WATER DEPARTMENT WAREHOUSE: PASCO, WASHINGTON COUNCIL CHAMBERS 19. 1956 City Engineer and Committee report that W. R. Edmiston & Sons, Yakima, Washington submitted the lowest bid. Motion made by Bonnett, seconded by Combs to accept the bid of W. B. Edmiston & Sons on building installed which is the lowest and best bid in the amount of 8,158.17. Motion carried by roll call vote of five (5). TRANSIT RENT FOR ENGINEER'S DEPARTMENT: George R. Fisher requests permission to rent a transit. Their transit was run over by an automobile. Liability Insurance is being checked for replacement. Motion made by Bonnett, seconded by Milne authorizing request to rent transit. Motion carried. PURCHASES: Motion made by Connell, seconded by Milne granting purchases as follows. Motion carried by roll call vote of five (5) . Motion carried. APPOINTMENT ON PARK BOARD: Mayor Custer appointed Gordon Mercier to succeed himself on the Park Board, term expiring on May 17, 1959. Motion made by Bonnett, seconded by Combs to concur. Motion carried. WALLA WALLA DISTRICT ENGINEERS: WASH WATER PUMPING PLANT: A reference was made relative to meeting held June 13, 1956 in regard to the City's acceptance of the new wash water pumping plant. Another meeting is requested by the District Engineers. City Engineer has some data compiled which will be available to each councilman. JUNIOR COLLEGE SITE, SCHOOL DISTRICT NO. 1: Petition for court hearing on disposition of property as surplus or -excess to the foreseeable needs of the City of Pasco and authorize the transfer by quit claim deed from the City of Pasco to the Vasco School District No. 1. Motion made by Connell, seconded by Combs that the City Attorney and City Clerk be authorized to sign the petition to be presented to the Superior Court of Franklin County, Washington authorizing the City of Pasdo to quit claim certain Airport property to the �asco School District No. 1 for a Junior College Site.
