Inc. of Salem, Oregon for two (2) tanks.
"It is understood that we are.to buy and pay a total of $10,000.00 for these
5 boilers and equipment. The $10.000, the total sum to be paid, is to be
executed as follows: At the removal of each of the first three boilers,
there will be an additional payment of $2,500.00 until the total sum of
$10,000 has been paid.
Should we not keep this contract in effect by not removing said boilers
within the six-month period designated in your letter, it is understood
that we will forfeit the $2,500.00 enclosed".
Motion made by Bonnett, seconded by Zier that upon approval of the Airport Committee
the bid of C. R. Weaver as submitted, be accepted. Motion carried by roll call vote

Motion made by Bonnett, seconded by Connell to turn this to the Airport Manager
for recommendation. Motion carried.
STREET ROLLER & TAR KETTLE:
Legal notice on call for bids was read. No bids received. Motion made by Bonnett,
seconded by VanHoy authorizing City Engineer to negotiate sale and report back to
Council. Motion carried.
FRATERNAL ORDER OF EAGLES, SOUTH 4th & COLUMBIA (FENCE):
A -letter was read from R. A. McQuilland, Idanager, requesting permission to erect
a.36" fence in the rear of their property on Columbia. Motion made by Bonnett,
seconded by Zier allowing request. Motion withdrawn by Bonnett and Zier. Motion
made by Bonnett, seconded by Zier that request be allowed according to Building
Inspector's Code for zone area. Motion carried.

TRI CITY CONSTRUCTION COMPANY PAYROLL REPORT:
Department of 1Jabor 8c Industries report that this company is in order with their
remittance on sewer reconstruction in Blocks 24 and 25, Helm's Second Addition to.
Pasco.
WESTON REDI-MIX INC:
Bond renewal certificate on Gravel pit operation to April 9, 1957 in the amount
of $10,000.00 was approved by the City Attorney for file. City Attorney reports
that agreement has not been presented by their attorney. Motion made by Bonnett,
seconded by VanHoy that if nothing is done on the part of Weston Redi-Mix to join
the City in an agreement within the next few days that the City start proceedings
to collect on bond. Motion carried.
CASCADE NATURAL GAS CORPORATION INSURANCE:
Certificate of Insurance in the amount of $500,000.00 approved by the City Attorney.
FISH SERVICE & MANAGEMENT CORP:
A. J. CURTIS CONSTRUCTION COMPANY:
They have filed Liability, Policies approved by the City Attorney,
BONNEVILIE POWER ADMINISTRATION LEASE, CONTRACT #14-03-001-9732:
A letter to 0. V. Cotton from L. C. Stewart relative to sprinkler system in build-
ing occupied by automotive and maintenance group being inoperative; estimate cost
of repairing approximately $1,500.00 exclusive of material. They suggest that the
City make repairs and increase rentals to reimburse city for expenditures; adivse
what action you deem should be taken. Airport Manager 0. V. Cotton states he is
dealing with the rentors on this.
NAMES SUGGESTED FOR THOROUGHFARES BY PLANNING COMMISSION:
1. That the "New" Columbia River Bridge be
known as COLUMBIA BRIDGE.
.2. That the "Oldt' Columbia River Bridge be
known -as INTER -CITY BRIDGE.
3. That the '6by-pass" highway from Columbia
Bridge to North Fourth Street be
known a's EMPIRE WAY
Motion made by Bonnett, seconded by Combs that an Ordinance be drawn whereby the
Highway by-pass from Columbia Bridge to North 4th Avenue be named Empire Way, the
part that is in the City limits. Motion carried.
. INSPECTION FOR•CITY OPERATING BOILERS:
A letter was read from the Pacific Indemnity Company requesting boilers be pre-
pared for inspection the week of June 11, 1956. Motion made by Bonnett, seconded
by Combs authorizing the City Engineer to so do. Motion carried.
LIBRARY BOARD, BUILDING STUCCO:
The Board desires that the Council do something about getting this work completed
without further delay account damage to lawn and trees by lack of water. Building
Inspector reports a natural delay for material to dry or season has been a factor
the last couple -of weeks.
WELDER & TRUCK FOR SALE:
City Engineer requests authority to sell an obsolete welder and street department
pick-up. Motion made by Bonnett, seconded by VanHoy that request be granted and
minimum price be set at $50.00 on the Welder and $25.00 on the pick-up. Motion
carried.
P. U. D. #1, FRANKLIN COUNTY, "ARB STREET SIDEWALKS:
A letter was read from Willard Johnson, Engineer, relative to proposed construction
of sidewalks on West "A" Street involving the moving of the district pole line and
feels that the -present proposal of the City imposes an unusual hardsh.ip,on the
district wh.ich-cannot help but ultimately be reflected in the cost of electric power
to the consumers. Motion made by Bonnett, seconded by VanHoy that the Street Committee
meet with the P. U. D. Officials. Motion carried. Committee -Milne, Hicks, Zier
and C omb s .
REFUNDS.:
Motion made by Bonnett, seconded by VanHoy that three (3) refund requests as listed
be authorized. Motion carried by roll call vote of five (5).

QUIT CLAIM DEED: K. K. & GOLDIE SARGENT DEDICATE PROPERTY FOR STREETS:
A quit claim deed dedicating 40' on Court and 40' on Lucas of the west half of
the southwest quarter of the southwest quarter of the southwest quarter of the
southeast quarter, Section 19, Twp 9N., Range 30 East, W.M. for street purposes.
This will open Lucas to the new highway north of Court Street. Motioh made by
Combs, seconded by Bonnett authorizing the Street Department to work with the
P. U. D. and Pac Tel & Tel Company crews in removing 18 trees at Lucas & Court.
Motion carried. Motion made by VanHoy, seconded by Connell to extend Lucas
Street improvement clear through from Court to highway. Motion carried. 'Motion
made by Combs, seconded by Zier to accept the deed and pay Sargents $1.00 for
transaction and submit a letter of,thanks. Motion carried by roll call vote of
Five (5). (Bonnett, C -combs, Connell, VanHoy and Zier).
PETITION TO REZONE A PORTION OF THE AIRPORT:
A petition was read stating the City Council of the City of t'asco desires to have
a portion of the Airport rezoned from R-2 to M-1 and requesting that the Mayor be
authorized to sign petition so same may be presented to the Planning Commission.
Motion made by VanHoy, zeconded by Zier authorizing the 11jayor to sign petition
both for the effected property and property within the 200' area and that same be
presented to the Planning Commission. Motion carried.

WATER DEPARTMENT BUILDING -METAL TYPE:
City Engineer George R. Fisher states the need of a metal warehouse building for
the Water Department to be located on West' -Columbia Water Department Yard.
Motion made by Bonnett, seconded by Connell authorizing call for bids on Tuesday,
June 19, 1956, as per specifications to be drawn by the Engineer. Motion carried.

They report a drainage problem exists at the Baptist Church at Clark & 2nd. Motion
made by VanHoy, seconded by Bonnett instructing the Building Inspector to investigate

Park Board reports that they would have to charge $0.25 � per head as the minimum

COPPER & LEAD: Recommends the acceptance of Tri City Junk Company bid on the sale
of copper and lead. Motion made by Bonnett, seconded by Connell that the bid of
the Tri City Junk company be accepted.. Motion carried.
PASTE & LINSEED OIL: Mr. Cotton recommends the acceptance of Schorn Paint Company
bid. Motion made by Bonnett, seconded by Combs to accept the lowest and best bid
of Schorn Paint Company. Motion carried.
ELECTRIC MOTORS FOR SALE AT AIRPORT:
Airport Manager 0. V. Cotton submitted, by letter, a request to sell an assort-
ment of electric motors by call for bid. Motion made by Bonnett, seconded by
VanHoy to write all departments of the City advising them of the desire to sell.

SIDEWALKS, 5th & COLUMBIA:
Building Inspector reports a bad situation exists on South 5th•8c Columbia, Central
Motors Used Car Lot. Cars are parked in such a manner that the public is compelled
to walk in the street. Would like to have the Council take action on having the
sidewalk installed. Motion made by Connell, seconded by Bonnett authorizing the
Building Inspector to have sidewalk constructed on South. -:5th from Columbia to meet
sidewalk already"installed. Motion carried.
FILTRATION PLANT SITE (REAL .ESTATE OPTION):
An option of purchase for five (5) lots in Block 6, Riverside Addition was read;
property joins the filtration Plant and is needed for expansion purposes. E. L.
& Anne E. Roberson are owners of Lots 3, 4 & 5, Block 6, and will sell for $11,000.00;
$950.00 to be paid at this time as option payment. Mr. & Mrs. E. G. Lape own Lots
1 & 2, Block 6, and will sell for $6,000.00 with option payment of 50.00. Motion
made by Bonnett, sedonded by VanHoy a.ithorizing the `viayor and Clerk to sign options
on purchase of five'(5) Lots in Block 6, Riverside Addition for the Filtration Plant
expansion. Motion carried by roll call vote of five (5). Bonnett, Combs, Connell,

CLAIMS:
AMENDED CLAIM, PIONEER INVESTMENT CO. INC.:
The amendment was read, raising the claim for damages from $1,215.20 to $1,532.66
and stating that the ground settled more causing the pavement to buckle again, thus
causing additional expense. Motion made by Bonnett, seconded by VanHoy to refer
this to the City Attorney. Motion carried.
CLAIM FOR DAMAGES AGAINST THE CITY OF PASCO (HENRY OLSON & W. A. WAGNER):
For damages caused by sewer trouble in the amount of $65,000.00. Motion made by
Bonnett, seconded by VanHoy to refer this claim to the City Attorney. Motion carried.
