CALL TO ORDER:
Meeting called to order at 8:00 P. M.
ROLL CALL:
Honorable Mayor Harry V. Custer presiding.
By Clerk. Councilmen present were L. E. Bonnett, C. R. Combs, S. A. Connell,
Raymond Hicks, C. S. Milne, T. R. VanHoy and David Zier. City Attorney Richard
G. Patrick was also present.
READING OF THE MINUTES:
Minutes of meeting held May 1, 1956 were read and approved.
COWAUNICATIONS:
PETITION -DOG PROBLEM:
A petition signed by approximately 115 signers was read, protesting destruction
and annoyance by dogs and lack of control by ordinance authorizing the Dog Warden
to control roving dogs. Motion made by Bonnett, seconded by VanHoy to turn this
to the proper committees (Police and Health) with City Attorney. Motion carried.
PETITION -LUCAS STREET IMPROVEMENT:
A petition signed by approximately 67 signers was read, petitioning for street
improvement on Lucas Street such as widening and resurfacing. Motion made by
Bonnett, seconded by Hicks to refer to Street Committee to bring back specific
recommendations at next regular meeting. Motion carried.
EXDHANGE CLUB AUCTIONS:
A letter was read from J. F. O'Herin requesting the Council to waive or amend
Section 7 of Ordinance No. ?35 allowing auctions to be conducted regularly to
raise funds for a YMCA building and other youth activities. Motion made by
Bonnett, seconded by`VanHoy to refer to the City Attorney for opinion.
LEAD & COPPER SCRAP -AIRPORT:
A letter was read from ,Airport Manager 0. V. Cotton requesting that bids be called
for the sale of scrap lead and copper. Water Committee to check for usable mat-
erial for Water Department. Motion made by Bonnett, seconded by Hicks authorizing
call for bids on quantities of scrap lead and copper on Tuesday?, June 5, 19569
at 8:00 P. M., Motion carried. Minimum price to be obtained by 0. V. Cotton.
BOILERS -AIRPORT:
A letter was read from C. R. Weaver, Alameda, California offering $10,000.00
for five (5) boilers, pipe and equipment and suggesting terms, also offered $500.00
for boiler room buildinj. 0. V. Cotton's letter in reply was read, also 0. V.
Cotton's letter to the .a,yor and Council. City Attorney advised to call for bids.
Motion made by Bonnett, seconded by Connell to call for bids on Tuesday, 8:00 P. M.,
June 5, 1956 for sale of boilers with munimum price at $3,000.00 each or $19,000.00
for five (5), also two (2) 1,000 gallon steam hot water tanks with minimum price of
$200.00 eacl. Motion carried.
JACKSON'S INC., POTATO CHIPS:
A letter was read from Airport Manager 0. V. Cotton relative to State Pollution
Control Commission's report on Sewer line becoming plugged with starch about a
month ago; they suggested that this company be supplied with an industrial waste
permit application form.
REFUND OF AIRPORT RENT TO MRS. A. B. LEATHERS:
A statement dated May 8, 1956 from Mrs. Leathers was read stating that she had
paid $125.00 for a month rent in advance on Building No. 1 at the Airport and a
week later the building was destroyed by fire and she now requests that the un-
used portion be refunded. Motion made by Milne, seconded by Hicks that the re-
fund be denied. Motion carried.
REFUND FOR L. N. MARTINI:
W. H. Wrixon requests Council approval for refund to Mr. Martini; reimbursement on
front footage assessment in the amount of 85.50. Motion made by Milne, seconded
by Bonnett authorizing refund in the amount of $85.50. Motion carried by roll call
vote of seven (7).
WATER DEPARTMENT PUMP & MOTOR FOR SALE:
A letter was read from the City Engineer George R. Fisher requesting permission to
sell and. setting minimum price of 01,000.00 on one (1) pump, 1100 gpm, 25 hp, motor,
approximately 5 ,years old. Motion made by Bonnett, seconded by VanHoy to advertise
for sale. Bids to be received to 8:00 P. M., Tuesday, June 5, 1956• Motion carried.

WIRING GAS PUMP AT CITY HALL:
MAY 15, 1956
City Engineer George R. Fisher submitted prices by two firms; Griggs $143.90 and
Empire Electric $112.50. Motion made by Bonnett, seconded by Combs to accept price
submitted by Empire Electric company in the amount of 112.50. Motion carried by
roll call vote of seven (7).

CLAIM -W. H. WRIXON:
Mr. Wrixon requests reimbursement for damage to his auto not covered by insurance
in the amount of $16.30, resulting from valve box lid flipping up and damaging
door and frame. Motion made by Milne, seconded by Hicks that claim -be denied.
Motion carried.
PLANNING COMMISSION REFERRED TO COUNCIL FOR FINAL ACTION:
Following public hearing the following changes were referred to Council: Rezoning
Belknap property on West Lewis; Earl Churchman, Columbia Addition; Erwen and Rail-
road Company property in Blocks 3 & 6, Gray's Amended Addition.
Motion made by Milne, seconded by Connell to concur with the Planning Commission.
Motion carried.

REGULAR ORDER OF BTTSINESS SET ASIDE BY UNANIMOUS CONSENT:
SEWER CONDITION LEWIS HOTEL, 3rd & Lewis: (Owner W. A. Wagner, 2082 E. Yakima St.
Yakima, Washington)
T. D. Peterson spoke for the property owner relative to damage created each time
we have a rain storm whereby the sewer does not carry away the flow and this
causing it to back up in the basement. Mr. Peterson was advised that an Engineer-
ing firm has been employed to make survey and report on costs which should be
completed in August 1956•
PAUL P. BARR, AIRPORT SWIMMING POOL:

Mr. Barr spoke to the Council relative to agreement which allows a $50.00 per
month rent and $10.00 for water service; he had also agreed to spend up to $300.00
on roof repair work; he has started this work and pool cleaning.. A prepared lease
was submitted, studied and changes suggested. Insurance coverage of 50/100,000
is favored by the City Attorney. In conclusion motion was made by Milne, seconded
by Connell that the City Attorney re -write the lease and that the Mayor be author-
ized to sign. Hicks to OK reduction of insurance to 25/50,000 and then to so
notify Mr. Barr in writing. Motion carried. Hicks of the opinion that 50/100,000
cannot be obtained. Roof repairs, window replacement, etc., can be finished In
one week and ready for operation. Motion made by VanHoy, seconded by Zier author-
izing work to be done and requesting the Airport `Manager to put building in order
at once so Mr. Barr can operate in one week. Motion carried.

FRIENDSHIP CLUB, RECREATION CENTER:,
Max Towne spoke to the Mayor and Council relative to this blub using the Recreation
Center during the summer months. They will do thdir own janitorial work. Motion
made by Bdnnett, seconded by Zier that the Park Committee communicate with the Park
Board and make recommendation to the City Council. Motion carried.
FLOODING BY ESQUATZEL COULEE, H. deSchepper:
Mr. deSchepper spoke of the support needed to prevent Pasco being flooded by this
coulee. Motion made by Milne, seconded by Bonnett that the Mayor be authorized
to appoint a committee of three, representing Pasco, to meet with Mesa, Connell
on flood control. Motion carried.
REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT:
TRI -CITY CONSTRUCTION COMPANY FINAL ESTI^SATE:
A letter was read from City Engineer ,Ge;orge R. Fisher recommending the acceptance
of this job for final payment of 15/ retained in the amount of $315.72, following
thirty day period. Motion made by Bonnett, seconded by Combs to accept job as
completed and hold 15% for thirty days. Motion carried by roll call vote of
seven (7).
CITY TRFASURER'S OFFICE (VACATION):
A letter was read from the City Treasurer regarding pay for help during absence
of Tella Riddle. Motion made by Bonnett, seconded by Hicks that Treasurer be
instructed to spend current expense money available for the portion of vacation
and sick leave from budget and the Water Department will take care of the balance.
Motion carried.

Motion made by Connell, seconded -b y Milne authorizing purchases as requested.
Motion carried by roll call vote of seven (7).

accept job as completed and recommend payment of $3,043.89 and
days the retained fee of 15% in the amount of $537.16. Motion
call vote of seven ( 7) .

GAS INSPECTION FEE:
A letter was read from Building Inspector H. B. Lovelace recommending fee as set
up by the Association of Washington Cities also setting up a board of examiners
and charging another fee.
Motion made by Bonnett, seconded by Hicks accepting the recommendations and bond
equivalent to plumbing code bond. Motion carried.
LIBRARY REPORT: Ordered filed.
BUDGET REPORT: Budget report for the month of April for all departments was
furnished each member by the City Clerk.

Motion made by Hicks, seconded by Bonnett to adjourn to next regular meeting,
Tuesday, 8:00 P. M., June 5, 1956. Motion carried.
