Meeting called to order at 8:00 P. M. Honorable Mayor Harry V. Custer presiding.
ROLL CALL:

Raymond Hicks, C. S. Milne, T. R. VanHoy and David Zier. City Attorney Richard
G. Patrick was present.

Current bills against the City were presented as follows. Motion made by Bonnett,
seconded by Milne that all vouchers properly signed and approved be paid. Motion
carried by roll call vote of seven (7).

Motion made by Bonnett, seconded by VanHoy that the Park Committee, Park Superint-
endent and City Engineer study bids and make recommendation. Motion carried.
PUBLIC HEARING, L. I. D. # 62:
Notice of public hearing was read. No protests received by letter and none reg-
istered in person at this hearing. Mayor Custer declared the hearing closed.
Motion made by Bonnett, seconded by Combs requesting the City Attorney to draw
Ordinance setting up procedure. Motion carried.
C OMMTJN I C AT IONS:
P-. U. D. STREET LIGHTING NORTH BEECH:
A,letter was read from H. L. Tedro with reference to installing a pole in mid block
on Beech Street between Broadway and Adelia. Mr. A. L. Martin at 420 No. Beech
objects, therefore in lieu of an easement wexare omitting this street light and the
one in the block directly north until a letter of authorization is received from
the Council. No action taken.
ELECTRIC WATER TANK, CITY HALL:
A letter was read from J. P. Head Plumbing & Heating Company submitting a price of
$269.44 including tax for one National "AR66" gallon electric water heater installed.
Motion made by Connell, seconded by Hicks authorizing installation of tank. Motion
carried by roll call vote of six (6). Milne rooting no".
ALLEY GRADE, BLOCK 23, PASCO IMPROVEMENT CO'S FIRST ADDITION:
A letter was read from Dixon H. Murphy, 1416 N. Oneonta asking what could be done
about the alley in Block 23, in regard to the grade as he is unable to use his
garage on this account. Motion made by Bonnett, seconded by Hicks to turn this
to the Street Committee for recommendation at next regular meeting. Motion carried.

Two (2) letters were read from W. H. Wrixon reguestin authority for the City
Treasurer to refund $20.00 to Francis Whitemarsh and 9628.00 to Franklin County.
Motion made by Bonnett, seconded by Hicks authorizing both refunds. Motion carried
by roll call vote of seven (7).
LIBRARY WIRING:
A -letter was read from S. L'. Perry stating that the contractors work has been in-
spected by him and recommends that they be paid 85% of the contractual sum.
Statement covering professional service in the amount of $90.00 was also read.
.Motion made b.y'Bonnett, seconded by :tier approving fee in the amount of $90.00,
for payment. Motion carried by roll call vote of seven (7).
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
PASCO AIRPORT SWIMMING POOL:
Paul P. Barr present operator of the Swimming Pool spoke to the Council in answer
to a letter received from the Mayor relative to relinquishing building 89. A
lengthy discussion followed which touched upon the condition of roof, walls and
studding; low rental fee, mtnce and other items pertinent to pool operation.
Ira conclusion motion was made by Milne, seconded by Hicks that Mr. Barr be allowed
to operate to October 1, 1956. Motion carried by roll call vote of six (6).
Bonnett voting "no". Temporary repairs to the roof were again referred to; doing
this on a 50-50 basis was mentioned. Mr. Barr states he would agree to a $300.00
expenditure toward paper and tar process. Mayor declared hearing closed.

and before water service will be extended to the individual houses. Front footage
at $1.50 per foot for the 40 lots would amount to approximately $9,000.00

Fire Hydrants to,be installed as needed. Useing Water Department Equipment outside
the City not favored by some. Motion made by Bonnett., seconded by Hicks that Blap-
ton Heights be hooked u for water service at a cost of 412,709.00 and that they
be reimburswd for $1,658.25 if within five (5) years the City hooks their property
on the line and that a contract agreement be drawn whereby the Blantons agree to
install hydrants when homes or houses are built within 300' of hydrant -connection
at a cost of $350.00 per hydrant.. Motion carried unanimous. Motion made by Bonnett,
seconded by VanHoy authorizing the City Attorney:to draw agreement, a:i per action
taken by motion. Motion carried unanimous. Motion made by Bonnett, seconded by
Combs authorizing the City Engineer to call for bids on pipe installation to the
Blanton Heights. Motion carried.

POLICE JUDGE SECRETARY:
A letter was read from Louise S. Lewis requesting a leave of absence for thirty
(30) days to terminate May 30, 1956• Request was granted.
APPOINTMENT TEMPORARY SECRETARY:
Temporary Secretary for R2 -ice Judge; at this time the Mayor appointed Lola P. Spofford
to act as secretary relieving Miss Lewis. Motion made by Bonnett, seconded by
Hicks approving the appointment. Motion carried.
REPORT ON TRUCK FOR PARK DEPARTMENT:
Upon returning to the meeting motion was made by Zier, seconded by Bonnett to
accept the lowest and best bid of Smith Truck & Tractor in the amount of $2,622.97•
Motion carried by roll call vote of seven (7).
CLAIMS:
Tri City Construction Company.: Ralph T^. Stainer. A writ of garnishment was pre-
,sented by Randdph & Taylor Plumbing & Heating in the amount of $294.56 against the
15% retaining fee of R. T. Stainer was filed on May 2, 1956. Copy furnished the
City Attorney.
Willard M. Keller filed a claim against the City fof $500.00 on accident with truck
and telephone pole at 4th & "Al' Street. Motion made by Bonnett, seconded by VanHoy'
to turn this to the City Attorney. Motion carried.
READING OF RESOLUTIONS & ORDINANCES:
RESOLUTION NO. 381:
With reference to acceptance of Ordinance No. 839, Section 8. Resolution No. 381
was read in full. Motion made by Milne, seconded by Combs to adopt Resolution No.
381. Motion carried by roll call vote of seven (7).

AND ENLARGEMENT, ALTERATION, REPAIR, MOVING, RE-
MOVAL, CONVERSION, DEMOLITION, OCCUPANCY, EQUIPMENT,
USE, HEIGHT, AREA AND MAINTENANCE OF BUILDINGS OR
STRUCTURES IN THE CITY OF PASCO; PROVIDING FOR THE
ISSUANCE OF PERMITS AND COLLECTION OF FEES THEREFOR;
PROVIDING PENALTIES FOR THE VIOLATION THEREOF; AND
REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN
CONFLICT THEREWITH
