Motion carried. 2451 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS CALL FOR BIDS -AIRPORT PAINT & LINSEED OIL: One, (1) bid was received from Schorn Paint Mfg Company: TLZ Paste in 100 -gallon quantities @ $3.68 per gallon Linseed Oil in 55 gallon drums @ $1.94 per gallon Terms 1 percent thirty days I Motion made by Bonnett, seconded by Combs to turn to Airport, -Committee for recommendation. Motion carried. PUBLIC HEARING, VACATE NORTH & SOUTH ALLEY, BLOCK 6101KEEFE'S SECOND ADD'N: Notice of public hearing was read.. No protests registered by letter or in person. Final action by Ordinance No. 864. PUBLIC HEARING, VACATE NORTH & SOUTH ALLEY, BLOCK 26, HELM'S SECOND ADD'N: Notice of public hdaring was read. No rotests registered by letter or in person. Final action by Ordinance No. 63. Meeting recessed for fifteen minutes for action on truck bids. Meeting resumed REPORT ON TRUCK BIDS: ONE-HALF TON PICKUP: Motion made by Zier, seconded by Connell to accept the lowest and best bid of Seaberg Buiak Company on the pickup truck in the amount of $1,477.1.1. Motion carried by roll call vote of six (6). ONE TON FLAT BED TRUCK: Motion made by Zier, seconded by Connell to reject all bids on the one ton flat bed truck and re-advertise4 callable on Tuesday, 8:00 P. M., May 1, 1956• Motion carried. COMMUNICATIONS: . REMOVING TREES,ON NORTH 4th AVENUE: A letter was read from D. B. Kirsksey, Continental Oil Company requesting approval for removing 2 trees located between sidewalk and curb at 514 North 4th Avenue. Motion made by Bonnett, seconded by Zier that when any city trees -are requested to be .removed for property owners benefit that a flat fee be set by the City Engineer based on cost estimate and this be paid prior to removal. Motion carried. CIVIL AERONAUTICS ADMINISTRATION,. AIRPORT TELEPHONE SYSTEM: Two letters from the CAA were read, both relative to selling the Telephone System at the Airport to the Pacific Telephone & Telegraph Company consenting to the sale wit4 the understanding that the.sale is subject to instrument entitled "Convey- ance and Agreement". Final action by Resolution No. 380. RIGHT HAND TURN ON RED LIGHT: A letter was read from the Planning Commission recommending that the Council be urged to inaugurate this procedure at the intersection of Fifth & Lewis Third & Lewis Fourth & Clark Tenth & "A" Tenty & Sylvester• Motion made by Milne, seconded by Zier to turn request to the Police Committee. Motion carried. REROOF TWO HOUSES AT AIRPORT: A letter was read from Airport Manager 0. V. Cotton stating the Advisory Committee recommended that two houses be reroofed with Superior Roof Tile and requests per- mission to purchase same at $18.40 per square. Concrete tile and possibility of it being to heavy for roof was discussed. Council would like a recommendation from Committee. DUMP SITE: A letter was read from J. H. Walker, Secretary of the County Planning Commission notifying the City that the Planning Commizsion does not favor a garbage dump being in sig1t of a main highway nor on the windward side of any highway. 2452 REGULAR MEETING PASCO, WASHINGTON COUNCIL CHAMBERS CLAIM, LILLIAN GEAR; $3,000.00 FOR FALL ON WEST "A" STREET: APRIL 17. 1956 A claim was filed by John Horrigan for Lillian Gear in the amount of $3,000.00 for injuries and damage received by the claimant when she fell on the City side- walk the 20th day of March, 1956 in front of house No. 27. Motion made by Bonnett, seconded by Milne to turn this to the City Attorney. Motion carried. SIDEWALKS: Motion made by Bonnett, seconded by Milne for the City Engineer to notify all property owners from Bridge Street to three lots west of Sixth Avenue on the north side of "Alt Street to put in sidewalks and curbs, also on the south side of "All Street from 4th Avenue to the alley west,of Sixth Avenue with time limit 90 days. Motion carried by roll call vote of six (6). TRANSFERS: Transfers requested by City Treasurer to be made for May 1956 as follows. Motion made by Bonnett, seconded by VanHoy authorizing transfers. Motion carried. Motion made by Milne, seconded by VanHoy to turn this to the Fire and Water Committees. Motion carried. REPORTS: PURCHASES: Motion made by Connell, seconded by Milne authorizing purchases as requested. Motion carried by roll call vote of six (6). WATER DEPARTMENT: Bends, dhydrants, stops, nipples, dials, glasses nails, mailing fee and service contract on machine $ 861.38 CEMETERY DEPARTMENT: Mower parts 31.94 STREET COT4ITTEE WIDENING NORTH 6th AVENUE: Street Committee Chairman Milne reported on questionaire on widening North 6th Avenue circulated for property owners opinions. Chairman thought the results were very gratifying. A discussion followed relative to the same application to all the area comparable to 6th Avenue. Motion made by Milne, seconded by Zier to distribute questionaires forth to Henry from Clark and West from 4th to 10th Avenue. Motior carried unanimous. AIRPORT LEASES: Norkem-Pasco Inc. Richland Transfer Motion made by Zier, seconded by VanHoy authorizing the Mayor & City Clerk to sign. Motion carried. TWO ARTERIAL STREETS IN -BAD SHAPE: City Engineer reports it would cost approximately $800.60 to re -surface Aurelia and Lucas. Motion made by Bonnett, seconded by Milne authorizing the City Eng- ineer to contract for Aurelia and Lucas; cost not to exceed $1,000.00. Motion made by roll call vote of six (6). RURAL FIRE STATION: Committee Chairman T. R. VanHoy states that the District desires an expression of assurance from the Council that they do or do not intend to build a fire station before the District negotiates a property purchase. Location mentioned at this time is approximately 300' west of P. U. D. Sub -station on West Court Street which property is unplated. Plats discussed; producing Road 33 through was a factor to be considered; 6601 between Roads 32 and 34; it was thought that this distance is to great to constitute a City Block when plating becomes necessary. Motion made PASCO, WASHINGTON APRIL 17. 1956 2453 by VanHoy, seconded by Milne that it is the intention of the City Council to build Fire Station No. 2 in a reasonable length of time. Motion carried. Motion made by Bonnett, seconded by VanHoy approving the amendments to be in- corporated into.Ordinance No. 862 before the third reading. Motion carried. HOOK-UP CHARGES & WATER RATES OUTSIDE CITY LIMITS: The City Council recommended fire hydrant installation outside City limits in oonj ction with water service extension. Amendments suggested for Ordinance �7 and the following amendment was suggested that "Fire hydrants to be installed according to pattern in effect within the City of Pasco; each hyd- rant to be approximately 660' from the other but at no greater distance apart then 750' - rpeasurement to be by measuring on a direct line. BLANTON HEIGHTS ADDITION WATER SERVICE: This addition contains approximately 100 acres and they desire water service for 15 or 20 acres. City Water is now across the road. Previous discussions were based on Ordinance in effect a year or more ago. Water Committee to meet with the Blantons and then make recommendation to the Council. REPAIR TO CITY TRUCK: Prices obtained by City Egnineer show McFarland Motors estimate low in the amount of $109.70. Motion made by Bonnett, seconded by VanHoy authorizing the City Engineer to have work done. Motion carried by roll call vote of six (6). PALMER ADDITION- WATER SERVICE EXTENSION: McKeehan states that Mr. Palmer agrees to pay all cost of installation includ- ing fire hydrant. Motion made by Connell, seconded by Zier that the Water Dep-` artment install service as per agreement with applicant bearing all cost. Mot- ion carried. LIBRARY BUILDING SURFACING: Mayor Custer reports contractor to start work on stucco this'week. READING OF RESOLUTION & ORDINANCES: RESOLUTION NO. 379: A resolution establishing minimum requirements for street improvements and establishing minimum standards of construction for street improvements. Motion made by Milne, seconded by Lier to adopt Resolution No. 3?9 as read. Motion carried by roll call vote of six (6). ORDINANCE NO. 863: AN ORDINANCE VACATING THE NORTH AND SOUTH ALLEY IN BLOCK 26, HELM'S SECOND ADDITION TO PASCO, ACCORDING TO THE PLAT THEREOF RECORDED IN VOLUME "B" OF PLATS, PAGE 25, RECORDS OF FRANKLIN COUNTY, WASHINGTON Motion made by Bonnett, seconded by Milne to give Ordinance No. 863 the first reading. ORDINANCE NO. 865: AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 648 AND PASCO CITY CODE 5-11.04, AND BEING AN ORDINANCE REGULATING THE ERECTION, CONSTRUCTION AND ENLARGEMENT, ALTERATION, REPAIR, MOVING, RE- MOVAL, CONVERSION, DEMOLITION,OCCUPANCY, EQUIP- MENT, USE, HEIGHT, AREA, AND MAINTENANCE OF BUILD- INGS OR STRUCTURES IN THE CITY OF PASCO: PROVIDING. Reports for the month of March, 1956 were furnished each Councilman by the Uity Clerk. RESOLUTION NO. 380 Authorizing the Mayor and City Clerk to execute the conveyance and agreement selling the Telephone System at the Airport to the Pacific Telephone and Telegraph Company. Resolution was read in full. Motion made by Zier, seconded by Milne to adopt Resolution No. 380 as read.. Motion carried by roll call vote of six (6).
