Meeting called to order at 8:00 P. M., by Hbnorable '"ayor Harry V. Custer.
ROLL CALL:
By Clerk. Councilmen present were L. E. Bonnett, C. R. Combs, S. A. Connell,
Raymond Hicks, C. S. Milne, T. R. VanHoy and David Zier. City Attorney Richard
G. Patrick was present.
READING OF THE MINUTES:
Minutes of meeting hold March 6, 1956 were read and approved.

Motion made by Bonnett, seconded by VanHoy to turn bids to the Consulting Engineers
and City Engineer for study and recommendation. Motion carried. Report made later
in this meeting.
PUBLIC HEARING: VACATING NORTH & SOUTH ALIEYj BLOCK 18,
LM'S SECOND ADDITION:
Notice of public hearing was read. No objections registered by leter or in person.
In accordance with Resolution No. 375, Ordinance No. 859 was introduced on March
6, 1956.
ORDINANCE NO. 859:
AN ORDINANCE VACATING THE NORTH AND SOUTH ALLEY
IN BLOCK 18, HELM'S SECOND ADDITION TO PASCO,
ACCORDING TO PLAT THEREOF RECORDED IN VOLUME "B"
OF PLATS, PAGE 25, RECORDS OF FRANKLIN COUNTY, Wn.
Motion made by Milne, seconded by:Combs to give 'drdinance No. 859 the second reading
by title only. Motion carried. Ordinance leo. 859 was read. Motion made by Combs,
seconded by VanHoy that Ordinance No. 859 has been given the second reading by title.
Motion carried. Motion made by Milne, seconded by VanHoy to give Ordinance No. 859
the third reading. Motion carried. Ordinance No. 859 was read. Motion made by
Milne, seconded by VanHoy that Ordinance No. 859 has been given the third reading.
Motion carried. Motion made by Milne, seconded by VanHoy to adopt Ordinance No. 859.
Motion carried by roll call vote of seven (7).
AIRPORT, SALE OF LAND TO SCHOOL DISTRICT NO. 1:
A letter was read from Department of Commerce, CAA District Airport Engineer Charles
W. Drew with Instrument of Consent attached as approved also specific conditions to
be observed in Articles A & B. Motion made by Milne, seconded by Zier authorizing
the Mayor to sign quit claim deed when approved by the Court and assurance has been
received from the School District that money has been made available by the State.
Motion carried by roll call vote of seven (7).
AIRPORT, SALE OF TELEPHONE SYSTEM TO PACIFIC TELEPHONE & TELEGRAPH CO:
A letter was read from Charles W. Drew, District Airpoft Engineer relative to sub-
mitting direct to the CAA Office a written statement from the City stating that the
funds derived from the sale of the Telephone System will be used for the operation,
maintenance, development or impro'.vement of the Vasco Airport. -Upon receipt of four
(4) copies as requested a letter of consent will be prepared by the Regional Office
in Los Angeles approving sale. Motion made by Hicks, seconded by Milne that the
funds derived from the sale of the Telephone System to the Pacific Telephone and
Telegraph Company will be used for the operation, maintenance, development or the
improvement of the Vasco Airport and further that Charles W. Drew, District Eng-
ineer, be notified to that effect. Motion carried.

CITY LIBRARY SURFACING:
A 16tter was read from Hugh P. Terteling referring to a purchase claim for sand
blasting sand to be used at the Library. Unable to collect from West Brothers or
Mr. Thompson. Motion made by Bonnett, sedonded by Combs to turn this to the City
Attorney. Motion carried.
LOADING ZONE, 511 W. LEWIS:
A letter was read from Edwin E. Chapin requesting a loading and unloading zone for
Vacuum Cleaner Sales & Service. Motion made by Bonnett, seconded by Milne to turn
this to the Police Committee for report. Motion carried.
FISH SERVICE & MANAGEMENT CORPORATION:
Returned original and one copy of Lease Agreement with the City of Pasco, North-
ern Pacific Supplement to Lease No. 74552 with one dollar ($1.00). Agreement
ordered filed. _
HOSPITAL STATEMENTS:
A letter was read from Chief of Police A. L. Mcl`ibbin submitting information rel-
ytive to attached statements; Theodore Fowler $154.70 and Dell Bunch $6.00.
Motion made by Milne, seconded by Hicks that both bills be denied. Motion carried.
POLICE DANCE:
An invitation was extended to the Mayor, Councilmen and wives to attend their
annual ball;
REFUND, L. N. MARTINI:
The Water Department Office `Manager requests a refund for L. N. Martini in the
amount of $87.00 for reimbursement for water connection front footage paid.
Motion made by Bonnett, seconded by VanHoy authorizing the City Treasurer to so
issue. Motion carried by roll call vote of seven (7).
REFUND, C. C. MACKNER:
The second request for a refund for C. C. Mackner in the amount of $630.00 for
reimbursement for water connection front footage paid. Motion made by Combs,
seconded b y.Milne authorizing the City Treasurer to so issue. Motion married
by roll call vote of seven (7).
RECREATION CONFERENCE:
A letter from H. A!. Wyman requesting permission to attend the Northwest District
Park and Recreation Conference in Tacoma was read. Motion made by Bonnett, sec-
onded by Combs that request be allowed. Motion carried.
PARK EQUIPMENT (TRUCKS):
A letter was read from Mr. Wyman requesting authority to call for bids on a z ton
pick-up truck and one - 1 ton truck with hydraulic hoist to be delivered when funds
are available.
Following a short discussion on seasonal work, transportation, etc., motion was
made by Bonnett,:secondi�d by VanHoy authorizing call for bids on one 2 ton pick-
up truck for April 3, 1956, Tuesday,,8:00 P. M. Property Committee to study and
make recommendation on hydraulic hoisttruck. Motion carried. Pooling the City
equipment was suggested. Committee will report back.
SPRINKLER SYSTEM, SYLVESTER PARK:
A letter was read from H. D. Fowler Company Inc. with attached list of materials
needed for this project. Approximate cost $ 863.15 and drains at $4.77 each. -
Motion made by Milne, seconded by Bonnett authorizing this project if cleared by
the Bark Board. Motion carried by roll call vote of seven (7).
FIRE HYDRANTS OUTSIDE CITY LIMITS:
A letter was read from City Engineer George R. Fisher recommending that an agree-
ment be worked out with the Fire District in regard to hydrant installation and
rentals. Motion made by Milne, seconded by Bonnett to turn this to the Fire
Committee for study. Motion carried.

Also $100.00 from Water Department Fund to Airport Fund to be credited to the
account of Fish Northwest Construction. Motion made by Milne, seconded by Zier
authorizing the transfers. Motion carried.
REPORT ON LIBRARY WIRING BIDS:
Motion made by Bonnett, seconded by Milne accepting the recommendation of the
Consulting Engineer and the City Engineer to award the bid to Grigg's Inc. who
submitted the lowest and best bid in the amount of 3,581.05. Motion carried by
roll call vote of seven (7).
CONTINENTAL OIL COMPANY GAS PUMP:
Building Committee reports on installation of pump. Motion made by Combs, seconded
by Milne authorizing the City Engineer to purchase and install gas tank and pump
as per quotations received. Motion carried by roll call vote of seven (7).
COMMITTEES APPOINTED:
Appointment list as presented was reviewed. Motion made by Combs, seconded by
VanHoy approving the list as submitted and read by Bonnett. Motion carried.
Clerk to furnish ample copies.
LIBRARY FINISH:
Contractor Thompson states he expects to finish exterior of library in about two
weeks.

NATIONAL GUARD PROPERTY:
Mayor Custer reports the National Guard would like to have their property cleared
as soon as possible. Motion made by Bonnett, seconded by Milne authorizing the
Mayor to get the job done. Motion carried.
BUDGET REPORTS: Reports for each department were furnished each member by the
City C erk# for the month of February, 1956•
