CALL TO ORDER:
Meeting called to order at 8:00 P. M. Honorable 14ayor Harry V. Custer presiding.
ROLL CALL:
By Clerk. Councilmen present were L. E. Bonnett, C. R. Combs, S. A. Connell,
Raymond Hicks, T. R. VanHoy and David Zier. C. S. Milne was absent. City Attorney
Richard G. Patrick was present.
READING OF THE MINUTES:
Minutes of meeting held February 7, 1956 were read and approved.
BIDS: !� TON TRUCK FOR ENGINEER DEPT:
Notice of bid call was read. One -(l) bid was received from the Smith Truck and
Tractor Company in the amount of 01,643.00. Motion made by Bonnett, seconded by
Combs to.accept the bid of Smith Truck & Tractor Company on the 2 ton Truck in
the amount of $1.643.00. Motion carried by roll call vote of six (6).

PETITION AGAINST AUTO WRECKING
YARD:
A petition was read, signed by

requesting that the Council not
allow an Auto Wrecking Yard on
Chestnut between
A & B Streets account rendering
their radio and television useless
and obnoxious
odors from burning scrap. A few taxpayers were present to support the petition.

PETITION TO VACATE NO. & SO. ALLEY, BLK 182 HELM'S 2nd ADDITION:
Petitioned by Clarence E. Henry as per Ordinance No. 650 and Resolution.
RESOLUTION NO. 375:
Fixing time and lace for.Public Hearing on petition to vacate north and south
alley in Block l J. Helm's Second Addition to Pasco according to plat thereof
recorded in the office of the Auditor of Franklin County, Washington. Motion
made by Bonnett, seconded by VanHoy that Resolution No. 375 be read. Motion
carried. Motion made by Bonnett, seconded by VanHoy to adopt Resolution No.
375 as read. Motion carried by roll call vote of six (6).
Motion made by Bonnett, seconded by Connell to give legal notice and hold a
public hearing on Tuesday, 8:00 P. M., March 20, 1956. Motion carried.
JAMES E. WELCH DECREE VIOLATION:
Copy of letter dated Oanuary 21, 1956, from City Attorney to James E. Welch,
stating that Mr. Welch, it appears, is continuing to operate in open and will-
ful defiance of the terms and the spirit of the injunction and giving him to
February 1, 1956 to comply.
Copy of the second letter to Welch's Attorney John Wilkins, Kennewick, Wash.
was read requesting in writing Mr. Welch's intention relative to his business
operations.
WESTON.J SAND & GRAVEL COMPANY:
Copy, of letter from City Attorney to Duane E. Taber was read requesting a
meeting with Taber�s.client and Councilman L. E. Bonnett.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
STANDARD OIL SERVICE STATION ON W. LEWIS & 10th:
Mr. J. H. Olman presented a sketch of the proposed Service Station revised
showing ingress and egress with the flow of traffic. Several copies were
furnished members of the Council for review. In conclusion motion was made
by Hicks, seconded by Zier that application be granted according to revised
plans with entrance on 10th as submitted to council on February 21, 1956 .
Motion carried.
MARINE RESERVE CORPS IN PASCO:
Dean Dion requests approval of the ltl ayor and Council by letter on establishinga Res-
etve' Corp in Pasco; He feels that the Walla Walla and Yakima Reserve are very

y. Motion made by. Combs, seconded by Zier authorizing the ayor to sub-
mit a letter stating need of !viarine Corps Reserve in Pascot Motion carried.

BID REPORT -WELDER:
Bids on Welder were examined by Committee and City Engineer. Motion made by
Bonnett, seconded by Zier that the low bid of Pasco -Yakima Welders Supply Company
in the amount of $2,093.90 be accepted. Motion carried by roll call vote of six.
PARKING METERS:
Chief of Police McKibbin reports that they have 26 parking meters repaired and
ready for installation. Recommends that they be placed on South 4th Avenue be-
low Columbia Street. Motion made by VanHoy, seconded by Hicks authorizing the
Police to make installation as requested, leaving two spaces in front of Elks
Temple for no parking zone. Motion carried.
FIRE DEPARTMENT BUILDING:
The Fire Building is badly in need of eavetroughs and down spouts. Motion made
by VanHoy, seconded by Bonnett that the Fire Chief or Committee submit an estim-
ate on cost of this installation. Motion carried.
APPOINTMENTS:
HOUSING COMMISSION:
Mayor Custer appointed C. S. Roff to succeed himself on the Housing Commission,
term to expire on January 28, 1961. Motion made by Bonnett, seconded by Combs
approving the appointment. Motion carried.
CIVIL SERVICE COMMISSION:
Mayor Custer appointed A. A. Barnes to succeed himself on the Civil Service
Commission, term expiring on February 17, 1962. Motion made by Bonnett, seconded
by Combs approving the appointment. Motion carried.
READING OF ORDINANCES:
ORDINANCE NO. 858:
AN ORDINANCE RELATING TO THE PUBLIC HEALTH AND
SANITATION: REGULATING THE PARKING OF MOBILE
HOMES OR TRAILER COACHES: PROVIDING FOR THE
LICENSING OF APPROVED TRAILER PARKS: REGULATING
THE LOCATION, ERECTION, MAINTENANCE AND CONDUCT
OF TRAILER PARKS: PROVIDING FOR PENALTIES FOR
THE VIOLATION THEREOF AND REPEALING PASCO CITY
CODE CHAPTER 7-8 AND ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH
Motion made by Bonnett, seconded by VanHoy to give 9rdinance No. 858 the first
reading. Motion carried. Ordinance No. 858 was read. Motion made by Bonnett,
seconded by Combs that Ordinance No. 858 has been given the first reading.
Motion carried. Amendments suggested by Bonnett with reference to 7-8-12, that
business license be issued by the calendar year and not prorated,on same basis
as all other business licenses. Fee same as County was mentioned, Health Officer
revoking license or City Council; Ptb.lic Hearing set by City Council; setting
up a board td pass on violations; these are a few of the things to be discussed
and amendments requested.
GAS TANK - AIRPORT:
Councilman Hicks reports that Mr. Loney,delivering gas for the City, reports
that 350 gallons cannot be accounted for since his delivery on February 13, 1956
when measured on February 21, 1956; installing a pump in the vicinity of the City
Hall was mentioned. Mr. Loney to make a thorough investigation and report at
next regular meeting.
CLAIMS: CITY GRADER ACCIDENT DECEMBER 1, 1955:
Claims were presented by Robert W. Wilkinson for $364.67 and A. E. Stromme for
$392.65. Motion made by Bonnett, seconded by Hicks that the foregoing dlairms
be denied on basis of present information. Motion carried. Recommended by City
Attorney.

City Clerk furnished 'each member a copy of the January 1956 Budget report of
all Departments.

Motion made by Combs, seconded by Zier to adjourn to next regular meeting,
8:00 P. M., Tuesday, March 6, 1956. Motion carried.
