Meeting called to order at 8:00 P. M., by Honorable lVla,yor Harry V. Custer.
ROLL CALL:
By Clerk. Councilmen present were L. E. Bonnett, C. R. Combs, Raymond Hicks,
T. R. VanHo y and David Zier. Absent S. A. Connell and C. S. Milne. City Attorney
Richard G. Patrick was present.
READING OF THE MINU`T'ES:
Minutes of meeting held December 30th were not ready account absenteeism due to
sickness in Clerk's Department.
BILLS:
Current bills against the City were presented as follows. Motion made by Bonnett
seconded by Combs that all vouchers properly signed. and approved be paid. Motion
carried by roll call vote of five (5).

CALL FOR BIDS -SCRAP METAL:
Legal notice was read. No bids received. motion made by Bonnett, seconded by
Combs authorizing the City Engineer to negotiate a sale. Motion carried.
BIDS-SILACTOR:
Legal notice was read. One (1) bid was received and read from Wallace & Tiernan
Inc. in the amount of 3,850.00. Motion made by Bonnett, seconded by VanHoy to
accept Wallace & Tiernan's bid in the amount of $3,850.00. Motion carried by roll
call vote of five (5).

bid. Motion carried by roll call vote of five (5).
PETITION TO CuANGE DEPTH OF L.I.D. #61 SEWER LINE (Illinois � Pacific on Irving)
Nine (9) property owners signed the petition. Correction would have to be made by
re-laying sewer line for at least two blocks at an approximate cost of $2,500.00.
Motion made by Combs, seconded by Bonnett that sewer lines be lowered between
Illinois & Pacific to serve Irving Street. Engineer to prepare specifications
and have them ready for next regular meeting. Motion carried.

COUNCIL CHAMBERS JANUARY 3, 1956
WATER SERVICE CONTRACT ENGINEERING DEPOT:
A letter was read from Contracting Officer James N. Oliver, Camp Hanford, sub-
mitting contract No. IDA-45-AVi-251 for ORC Building T-1, requesting that same
be signed and returned for approval. Motion made by Bonnett, seconded by Combs
authorizing the Mayor to sign upon approval by the City Attorney. Motion carried.
PRIMARY STATE HIGHWAY NO. 3-PASCO BY-PASS:
A letter was read from District Engineer T. P. Doyle stating plans for this by-
pass are in the preliminary stage only; provisions are definitely being made for
an over -crossing of the Spokane Highway as well as the railroad tracks; all turn-
ing movements to and from the Spokane Highway will be provided for.
CITY PROPERTY -A. F. SYLVESTER:
A letter was read from Mr. Sylvester stating that he is interested in purchasing
12' of Lot 23, School Block Addition to Pasco. 'Motion made by Bonnett, seconded
by Zier to turn this to the Property Committee and City Engineer for study and
report. Motion carried.
FRANKLIN COUNTY PLANNING COM)QISSION:
A letter was read from Joseph H. Walker, Secretary, stating the Bureau of Reclam-
ation will hold a meeting on Tuesday at 1:00 P. M., January 10, 1956, in the Sup-
erior Court Room to discuss the Esquatzel Cannal. The Mayor urges all interested
persons to be present.
FOSTER SHEET METAL WORKS-PASCO CITY HALL UNITS A & B:
A letter was read from L. H. Foster of the Foster Sheet Metal -Works, stating that
all roofing, waterproofing, flashing, counter flashing and other componebt parts.
of roof are guaranteed to be water tight against ordinary wear and usage for a
period of two (2) years from and after final acceptance of building. No action
taken.
JANITOR SERVICE FOR 1956:
Janitor's controct was presented for review and action of the Council. Motion
made by Bonnett, secorred by Zier to advertise for bid on Janitorial service for
the ,year 1956, callable January 17th, Tuesday, 8:00 P. M. Motion carried.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
SEWER RELAY WORK, L. I. D. #61:
Mr. Norman Wallace made inquiry as to how long it would take to construct sewer
relay line. He has his ,yard dug up at the present t ime . He was adkised that it
would be Mach before work could be done.
TIDE WATER OIL COMPANY:
Jack Brassen stated he was unable to obtain a building permit for a servi-ce :stat-
ion at Sacajawea Drive & West Court. Building Inspector requested that he come
before the Council on curb cuts. A discussion with Mr. Brassen followed; curb
cuts as traffic hazzard and leash agreement to be furnished.
REGULAR ORDER OF BUSINESS RESTTMED BY UNANIMOUS CONSENT.
REPORTS FROM OFFICERS:
UNIFORM BUILDING CODE 1955 EDITION:
A letter was read from R. B. Lovelace recommending the adoption of the 1955 Edition
of the Uniform Building Code. Supplement Codes covered in Ordinance mentioned by
City Attotney. He will check and advise.
TRANSFER:
Library Transfer from General Fund $1,963.45, gutters and down spouts to be held
up pending work on Library Building.
TRANSFERS:
Five transfers were brought to the attention of the Council covering salaries,
social security and Ladder truck.
Motion made by Bonnett, seconded by Van'rioy to turn this to the Finance Committee
of Connell, Bonnett and Hicks. Motion carried.

Motion made by Hicks, seconded by Zier approving applications as presented. Motion
carried.
BUSINESS LICENSE APPLICATION, BRUCE LEE MEMORIAL CHAPEL:,
Bruce Lee paid license fee of $25.00 as set out in Ordinance No. 735, under protest
and requests council action. He thinks that the fee is out of line. Motion made
by Hicks, seconded by Bonnett to accept application as presented and in compliance
with Ordinance No. 735. :vtotion carried.
LAKESIDE CLEANERS, 915 W. COURT:
Application presented. Inspection made by Building inspector who states by letter,
that the boiler arrangement does not conform to code and recommends correction.
Motion made by VanHo,y, seconded by Zier that the Ladeside Cleaners be advised that
their license has been denied pending corredtions necessary to bring boiler location
up to code. Motion carried.
POLICE COMMITTEE:
Amending Bicycle Ordinance; license to stay on bicycle unless transferred, during
the life of bicycle instead of reissue each .year, fee to be $1.00. Inspection to
be carried on through the schools. Motion made by VanHo,y, seconded by Hicks to
turn this to the Police Committee and Chief of police for study and report. Motion
carried.
UNIFORM ALLOWANCE -POLICE DEPARTMENT:
Motion made by Hicks, seconded by Bonnett that the uniform allowance be paid for
by the City in the same mariner as all bills are paid; the sum total not to exceed
$1200.00 for this purpose; that no uniform allowance be given to a Police Officer
until the completion of one year service in the Police Department; Chief of Police
instructed to handle the,details of securing uniforms under the above regulations
and that he make a detailed report to the City Council at the end of the budget
.year. Motion carried.
SCREEN ON JAIL WINDOWS:
Securing fine mesh steel screen and welding same in the window frames was rec-
ommended by the Committee. Motion made by Bonnett, seconded by Hicks that screen
be purchased and installed out of Building 6c Alteration Fund. Motion carried by
roll call vote of five (5).
REPORT ON BID (SULPHATE OF ALUMINA): _
Motion made by Bonnett, seconded by Combs to accept the low bid of Stauffer
Chemical Company at $39.00 per ton, F.O.B. Stege, California. Motion carried by
roll call vote of five M.
LEGAL ADVERTISING:
Bids held up for report.
Motion made by Bonnett, seconded by Hicks that, bid of Tri City Herald, 8 point
type be accepted. Motion carried byroll call vote of five (5)•

SUB -STANDARD BUILDINGS & HEALTH -CONDITIONS ON EAST SIDE:
These were discussed. City will -support enforcing of ordinances.
JAMES E. WELCH CASE MENTIONED: Also establishing a policy. Welch has been viola-
ting a court decree for over a year. Motion made by Bonnett, seconded by Hicks
to back departments.up to the extent.of ordinances on the city books; instruct
City Attorney to take proper action to correct the Welch situation. Motion carried
unanimous.
