Meeting called to order at 8:05 P. M. Honorable Mayor "arry V. Custer presiding.
ROLL CALL:
By Clerk. Councilmen present were L. E. Bonnett, C. R. Combs, S. A. Connell,
Raymond Hicks, C. S. Milne, T. R. VanHoy and David Zier. City Attorney Richard
G. Patrick was also present.
READING OF THE MINUTES:
Minutes of meetings held November 7th and November 15th, 1955 were read and
approved.

onded by Connell that all vouchers properly signed and approved be paid. Motion

R MEETING
COMMUNICATIONS:.

COUNCIL CHAMBERS
LIONS CLUB, BUSINESS LICENSE WAIVER:
DECEMBER 6, 1955
A letter was read from Robert Southwick requesting the Council to waive the bus-
iness licenseF'to members selling light bulbs from house to house for stadium and
:°.we.l_fare funds. Motion made by Bonnett, seconded by VanHoy granting request.
Motion carried.
ANNEXATION:
A letter was read from Ivan Merrick relative to ivir. Warren Bishop, a municipal
research consultant from the University of Washington, being willing to come to
Pasco with no expense to the City. Motion made by Bonnett, seconded by Zier re-
questing the Mayor to write Mr. Bishop and invite him over for interview with no
obligations. Motion carried.
SEWER SYSTEM & FILTER PLANT EXPANSION:
A letter was read from Holly A. Cornell in answer to the Mayor's letter of Nov-
ember 21st, 1955, stating he would be pleased to meet with the Council body any
evening during week of December 12th. Motion made by Bonnett, seconded by Milne
to,notify Mr. Cornell that the meeting will be held on Tuesday, December 13, 1955
at 8:00 P. M. Motion carried.
STANDARD OIL SERVICE STATION, 10th & LEWIS:
A letter was read from T. P. Doyle stating they recommend that the tko approaches
proposed nearest the intersection proper be denied and that an entrance only be
allowed at the alley on Lewis Street exit only in the.northerly access to 10th.
Motion made by Bonnett, seconded by Hicks to follow the recommendation of; the
State Highway Department. Motion carried.
SCHOOL DISTRICT NO. 1, COLLEGE SITE:
Ak. letter was read from Pasco School District Nol.,1, President of the Board of
Directors Marvin J. Nelson relative to transfering title of certain Airport lands
from City to School District No. 1. This parcel of land is the NE' of Section 24,
Twp 9 N, Range 29, East and urge the Mayor and Council to proceed with this re-
quest in order that the school district may make application for construction
funds for the first unit of the project. The City desires to retain one acre for
Fire Station site. Motion made by Bonnett, seconded by Hicks that resolution be
sent to the CAA Commission for approval of school and fire station at the same
time. A discussion was entered into with Jack Cooney regarding something in writ-
ing as to location of acre that is to be retained. Motion was not placed. School
Board to furnish letter for the files.
RESOLUTION N0. 374: Resolutioh No. 374 was read. Motion made by Bonnett, seconded
by -Combs to adopt Resolution No. 3�4 with provisions that the school board make.
proper arrangements for the release of the south east acre of property involved
for use of a fire station site. Motion carried by roll call vote of six (6) .
Combs out of the room.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
FIRE HYDRANT NEEDED:
Jack Williams spoke requesting that a hydrant be installed on Hawthorne Street
1n4_thenl700 block which is Block 1, Holt's Addition.
Motion made by Bonnett, seconded by Milne to refer this to the Water Committee.
Motion carried.
CHAMBER OF COMMERCE, GAS FRANCHISE:
Gray Clifton spoke for the Chamber relative to assistance offered the Coundil by
their members and urge that a franchise be granted. Motion r% de by Milne, seconded
by Zier to adopt. Motion never finished and was withdrawn by Milne and Zier.

PLANNING DIRECTOR:
Wm. B. Austin furnished each member a report of major activities of the Planning
Director for the months of October and November, 1955, also a tentative ordinance
providing rules and regulations.on plats, subdivisions or dedications for study
by the Council body and interested parties.

BUREAU OF RECLAMATION: (THEIR FILE 760)
Relative to ground water observation studies on the Columbia Basin Project, request
permission to,drill test wells in the Northeast corner of Section 18, Twp 9N, Range
30 East W.M. Motion made Milne, seconded by Zier that the request of the Bureau
of Reclamation to drill a 6" well, approximately 100 feet deep on the following
described property owned by the City of casco be granted, "1750 feet East and 1250
feet South of the Northeast corner of Section 18, Township 9 North, Range 30, East
Willamette Meridian", provided that the operation of the observation well can be
terminated on the will of the City. Motion carried.
UPOINTMENTS-PLANNING COMMISSION:
At this time the Mayor recommended the following appointments: Henry George Lehl,
1739 No. Poplar Street to succeed R. G. Patrick on the Planning Commission, term
expiring -'pril 7, 1957 and Sid Carl, 931 W. Octave Street to succeed I. I. Grigg,
on the Planning Commission, term expiring April.7, 1959. Motion made by Milne,
seconded by Zier concurring with. the Mayor's appointments. Motion carried.

AIR FILTER SALES & SERVICE COMPANY, 3700 E. Riverside, Spokane:
Service to Air conditioner system of the City all was presented by the City Eng-
ineer at an approximate cost of $90.00 per year. Motion made by Connell, seconded
b,� Milne to accept contract as presented by the City Engineer and authorize the
'Mayor to sign contract. Motion carried.
PARKING LOT:
MA,yor requests that the parking west of the City Hall be put in order and made
workable by installing signs, etc. Motion made by Bonnett, seconded by Milne to
give the City Engineer authority to straighten out parking lot. Motion carried.
ACCEPTANCE OF CITY HALL:
Conditional acceptance discussed and in conclusion motion was made by Connell,
soconded by Bonnett that the contract for the construction of the City "all and
Fire Station has now been completed in its entirety to the satisfaction of the
City Council of the City of casco, including those items listed as uncompleted
in the motion of the City Council on the 15th day of November, 1955 and that the
contract be finally accepted as completed without qualification, except as to any
defective work discovered within a ,year as expressed in the contract. Motion
carried by roll call vote of seven ( 7) .
