REGULAR MEETING COUNCIL CHAMBERS NOVEMBER 15, 1955
CALL TO ORDER:
Meeting called to order at 8:00 P. M. Honorable Mayor Harry V. Custer presiding.
ROLL CALL:
By Clerk. Councilmen present were L. E."Bonnett, C:'R. Combs, Raymond Hicks,
C. -S. Milne, T. R. VanHoy and David Zier. S. Al. Connell was absent. City Attor-
ney Richard G. Patrick was present.
READING OF THE MINUTES:
Minutes of meeting held November 1, 1955 were read and approved.
COMMUNICATIONS:
LEWIS HOPKINS COMPANY, TAX COWTISSION FORM 2474:
Certificate of payment of State Excise Taxes by Public Works Contractor was read
stating that taxes have been paid'in-full therefore $36,860.94 (15% retained) can
be released after 30 days providing that no claims have been filed against this
amount. City Engineer reports that mechanical inspection of the buildings were
made last week. A few minor corrections to be made. VanHoy reports that the
Fire Building is not heating correctly. Working out bugs and making adjustments
were discussed and in conclusion motion made by Combs, seconded by VanHoy to
accept buildings and advertise, subject to corrections to heating and cooling
systems, refinish east wall in Council Chamber, adjusting thermostat controls and
dampers within the thirty (30) days. Motion carried. Lewis Hopkins to be so not-
ified.
DEPARTMENT OF HIGHWAYS -SPEED CHANGES REQUESTED:
A letter was read_. from T. P. Doyle in answer to Mayor Custer's letter, stating
that a speed"study would be made of this section as soon as it can be worked
into their schedule.
AIRPORT, WAREHOUSE NO. 5, BEAMS"NEED REPAIR:
A letter was read from Airport Manager 0. V. Cotton relative to weather checked
beams and desires to purchase approximately $100.00 worth of steel for clamps.
Motion made by Hicks, seconded by Milne authorizing purchase. Motion carried by
roll call vote of feix; (6).
WALLA WALLA DISTRICT CORPS OF ENGINEERS QUIT CLAIM DEED:
A letter was read from Corps of Engineers, Walla Walla District, relative to
McNary:Lock & Dam, XX3455, Relocation, with quit claim deed in duplicate attached
and requesting that the deed be signed and returned with resolution of the City
Council authorizing execution, then final payment due under contract will be made.
Motion made by Hicks, seconded by Bonnett to turn this to City Attorney for a
Resolution. Motion carried. - >
PETITION -.ANNEXATION: >
Petition presented by Intermountain Mortgage Company, certified by Franklin -Benton
Title Company was read, petitioning the'City"Council-to annex that"portion,of the
East half of the South.east'quarter of Section 24, Twp 9N; Range 29, E.W.M., lying
south of the State Highway. Two exhibits "A" & "B" attached; percent to'be checked
and if found in order,'motion made by VanHoy, seconded by Hicks that a public hear-
ing be held on Tuesday, 8:00 P. M., December 20, 1955• Motion carried.
COMMITTEE REPORTS:
STANDARD OIL SERVICE STATION,,10th & Lewis.: >
A letter was read from Building Inspector R. B. Lovelace, relative to driveways
being a traffic hazzard. Motion made by Bonnett, seconded by Zier to furnish
the State Highway Department with copy of file for their consideration and report.
Motion carried. Clerk to furnish copy.
CEMETERY WIRING, DUKE'S ELECTRIC:
Building Inspector R. B. Lovelace reports that Larry Martini, State Electrical
Inspector has approved the job for acceptance. Motion made by Bonnett, seconddd
by Combs to accept job for payment withholding 15% for thirty (30) days and ad-
vertising. Motion carried by roll call vote of rdim (6).
BILLING MACHINE, WATER DEPARTMENT:
Three bids were received and studied. Motion made by Bonnett, seconded by Hicks
to reject all bids Motion carried. Motion made by Bonnett,.seconded by Hicks
to re -advertise on call for bids with additional features on operation to be added
to specifications. Motion carried. City Engineer to rewrite specifications.

Hicks reports that there is a question as to the Knights of Pythiaa lots. Lee
Craig may be buried outside of the Knights of Pythias plot. City Clerk to furnish
file for study.
BY-PASS ORDINANCE AMENDMENT:
A discussion relative to truck stops on by-pass route was entered into. Motion
made by Hicksp seconded by'Milne that an ordinance be drawn amending truck by-pass
ordinance. Motion ,carried.

Motion made by Hicks, seconded by Bonnett that Licenses be granted. Motion carried.
AIRPORT LEASES:
".Four. (4) lease applications were presented as follows:

Motion made by Hicks, seconded by Bonnett that the above applications approved by
the Airport Committee be certified for signature by the Mayor and Clerk. Motion
carried.
PARKING METER COIN COUNTER:
Tris counter is out of order. Mr. Breen has a used counter for sale -and Hicks
suggests that Harter look at it., Repairing the old machine for $100.00 was con-
sidered. Motion made by Bonnett, seconded by Hicks that a coin counting machine
up to $300.00 be allowed. Motion carried by roll call vote of five (5).
STREET COMMITTEE:
Chairman Milne discussed plats, replats, subdivisions and dedications and street
requirements. Motion made by Milne, seconded by Hicks that the City Attorney be
instructed to draw a resolution on plats, replate, subdivisions and dedications
requiring streets be graded, drained and surface with mineral aggregate. Must
be finished or bond made to insure completion within one year before plat is
accepted. No lots or tracts of the plat be sold until provisions are complied
with. Motion carried 4 to 1- VanHoy voting 'Noe.
Opening up streets north of Court Street was discussed. Mention was made of
Meridian, Mead and Poplar. Motion made by Milne, seconded by Hicks that the
City Attorney make report recommending the best method in extending lines north
from Court.- Motion carried. VanHoy reports a 20' street on Meridian and Court.
Applications for grading through to be made at City Engineerfis Office.
PARKING LOT, ADJACENT CITY HALL BUILDING:
Mayor reports encroachments and bad parking blocks use of lot in orderly manner.
City Engineer to make a'study of this situation. Motion made by Bonnett, seconded
by Hicks to turn to property Committee. Motion carried: (Combs, Bonnett & Zier)
COUNCILMAN DAVID ZIER:
Motion made by Bonnett, seconded by Hicks that newly appointed Councilman David
Zier be placed on all the Committees occupied by J. A. Avery. Motion carried.
City Clerk to furnish copy to Zier.

reading. Motion carried.. Ordinance No. 854 was read. Motion made by Bonnett,
seconded by Combs that Ordinance No 854 has been given the first reading.
Motion carried. Motion made by Bonnett,`seconded by Milne to give Ordinance'
No. 854 the second reading by title only. Motion carried. Ordinance No. 854

MISCELLANEOUS HOUSE NUMBERING:
Councilman Milne states there are several bad conditions now existing in regard
to.,house numbers; would suggest that a few of the irregularities be taken care of
prior to the overall change now under study. Planning Supervisor to work dap data
on,most urgent corrections.
Street Signs only visible from one side; hampers one from finding his way around;
correcting this to be considered.
OFFICERS REPORTS:
City Clerk furnished each member a copy of the monthly budget report of all dep-
artments.
Park Superintende.nt's Report ordered filed.
Airport Report ordered filed.
ADJOURNMENT:
Motion made by Combs,'seconded by Milne to adjourn to next regular me.eting, Tues-
day, December 6, 1955• Motion carried.
