Meeting called to order at 8:05 P.M., Honorable Mayor Harry V. Custer presiding.
ROLL CALL:
By clerk. Councilmen present were L. E. Bonnett, C. R. Combs (arrived late),
S. A. Connell, Raymond Hicks, C. S. Milne and T. R. Van Hoy. City Attorney
Richard G. Patrick was also present.
READING OF THE MINUTES:
Minutes of meetings held October 17th and October 18th, 1955 were read and.approved.
BILLS AND COMMUNICATIONS:
BILLS:
Current bills against the City were read as follows. Motion made by Bonnett, se-
conded by Connell that all vouchers properly signed and approved be paid. Motion
carried by roll call vote of five (5) . Dukes Electric in the amount of $538.99
which was not signed or approved be withheld pending report from Larry Martini,
motion so made by Bonnett, seconded by Milne, carried, so ordered.

LIBRARY BUILDING STUCCO:
A letter was read from George L. Thompson stating the work started October
28th,
expects work to progress swiftly and completed at an early date.
JAIL. HAZARD:
A letter was read from Chief of Police A. L. McKibbin, requesting that
the win-
dows be screened to prevent passing messages or articles to prisoners;
also that
the door of the tank have an inner door and padding installed. Motion

Bonnett, seconded by Connell to turn this to the Police Committee. Motion
carried.
TRIANGULAR LOT, WEST NIXON AND ARTHUR:
A letter was read from Dorothy Barto, 'Secretary of Sr. Women's Club, requesting
water service to this parcel of land to enable the club to beautify same. A
letter was read from E. L. D unnavan, Secretary of Park Board, asking th'e City to
install pipe. In the discussion, placing a curb around this parcel seemed to
be the first move. Motion made by Bonnett, seconded by Hicks to turn this to
the Street Committee. Motion carried.

ADMISSION TAX WAIVER -- BETA PHI:
A letter was read from Arlene H. Ahmann requesting the Council to waive admission tax
on square dance given for exceptional children. Motion made by Connell, seconded by
Van Hoy to grant request. Motion carried.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT
Jack Williams, Lewis Hotel, Third and Lewis, reports a serious condition exists in
the area between Third and First Streets, Lewis and Clark, account sewer main be-
ing too small, rain causes an over -load to this main, thus backing up in the base-
ments. Relief within a year was thought possible.by the. Council. Motion made by
Milne, seconded by Bonnett to refer to Water, Street and Sewer Committees. Motion
carried.
ROUGH ALLEY BACK OF POST OFFICE:
Glen Mack reports the Lewis Hopkins Construction Company left the alley in "school
block" very rough. He was informed that this would be corrected by the Street -De-
partment.

limit speed from new bridge approach to Larson Road to 50 miles per hour and
Larson Road to Lewis and Illinois to 40 miles per hour. Motion carried.

Motion made by Hicks, seconded by Connell to call for bids on two (2) cars for the
Police Department, one trade-in; Committee to furnish specifications, callable
December 6th, 1955: Motion carried.
CEMETERY ORDINANCE NO. 751: -- CEMETERY CHAIRMAN REQUESTS RECONSIDERATION.
Councilman Hicks requested that Ordinance No. 751 be again placed before the Council
for consideration. Motion made by Bonnett, seconded by Combs to give Ordinance No.

NO PARKING SIGNS -- METHODIST CHURCH:
Bonnett reports Reverand Anderson has requested permission to use L"No Parking" signs
on east side of Church on 'Sixth below Clark and the alley on Sundays from 9:00 A.M.
to 12:30 P.M. Motion made by Bonnett, seconded by Van Hoy granting request; Chief
of Police to furnish signs. Motion carried.
COMMITTEE CHAIRMAN VAN HOY -- FIRE TRUCK:
Would like to call for bids on fire truck chassis. Motion made by Bonnett, seconded
by Van Hoy to call for bids on fire truck chassis callable Tuesday, December 6th,
1955• Motion carried. Chief to furnish specifications.
LIGHTS:
Light Committee Chairman, Connell, reports the Committee and City Engineer met with
P'. U. D. officials and figured out light installations and locations. List presented
calls for 82 lights. Motion made by Van Hoy, seconded by Bonnett that P. U. D. be
notified of action taken on installation as proposed. Motion carried.
H. BRANDT GESSEL, ARCHITECT:
City Engineer states the mechanical inspection requested by the Council has not been
completed. No action taken on Gessel's bill.
GUTTERS AND DOWN SPOUTS -- FIRE BUILDING:
Gutters and down spouts for fire building requested by Fire Chief, so grass could be
planted. The Council thought best to wait until spring.
REDI-MIX AGREEMENT:
City Attorney reports that he and Redi-Mix representatives are working on this,
should be completed in a few days.
FLAGS FOR CITY HALL BUILDING:
Motion made by Bonnett, seconded by Hicks that the Fire Department be custodian of the
flags. Motion carried.

Connell, seconded by Combs that Resolution No. 370 be read. Motion carried. Re-
solution No. 370 was read. Motion made by Bonnett, seconded by Milne to adopt
Resolution No. 370 and hold Public Hearing on Vacation, Tuesday, December 6th,
1955, 8:00 P.M. Motion carried by roll call vote of six (6).
ORDINANCE NO. 8.53:
AN ORDINANCE PROVIDING FOR THE MAINTENANCE,
CLEANING, REPAIR AND RENEWAL OF THE SIDE-
WALKS IN THE CITY OF PASCO.
Motion made by Milne, seconded by Connell to give.Ordinance No. 853 the third read-
ing. Motion carried. Ordinance No. 853 was read. Motion made by Milne, seconded
by Combs that Ordinance No. 853 has been given the third reading. Motion carried.
Motion made by Milne, seconded by Connell to adopt Ordinance No. 853. Motion
carried by roll call vote of six (6) .
