CALL TO ORDER:

Meeting called to order at 8:00 P. M. Honorable Mayor Harry V. Custer presiding.
ROLL CALL:
By Clerk. Councilmen present were L. E. Bonnett, C. R. Combs, S. A. Connell, C.
S. Milne and T. R. VanHoy, Absent, Raymond Hicks. City Attorney Richard G. Pat-
rick was present.
READING OF THE MINUTES:
Minutes of meetings held October 3rd and October 4th, 1955 were read and approved.
COMMUNICATIONS:

Motion made by Bonnett,seconded by VanHoy-to refer to Water Committee and City
Engineer for study and report at next regular meeting. Motion carried.
CITY HALL & FIRE DEPARTMENT BUILDINGS:
A letter was"read from H. Brandt Gessel, Architect certifying that according to
the Contract, Lewis -Hopkins Company, Contractor, will be due for payment on
Units A & B on November 1, 1955• No action taken.
ARCHITECT'S FEE:
A statement was read showing a balance due to H. Brandt Gessel of'$164.40.
Motion made by Bonnett, seconded by Milne to refer this to the Council Committee
and City Engineer for recommendation. Motion carried.
REFUND,. BEN PROCK:
Motion made by Bonnett, seconded by VanHoy approving refund of $1.50 on applica-
tion for civil service examination. Motiin carried by roll call vote of five (5).
LEASE OF PASCO BOAT BASIN (CONCESSIONAIRE):
Lease drawn by the ea4k Board and John B. Owsley, amended by the Lessee and City
Attorney was read for approval; the lease was approved as to form by the Corps
of U. S. Army Engineers. Motion made by VanHoy, seconded by Bonnett to accept
lease and amendment for signature of the Mayor. Motion carried by roll call vote
of five (5).
AIRPORT PURCHASES (0. V. COTTON):
A letter was read from Purchasing Agent S. A. Connell authorizing the -Airport
Manager to make purchases up to 10.00 direct from the Airport and requesting
concurrance. Motion made by Milne, seconded by Combs to concur in granting
this authority. Motion carried.

CONVENTION OF PACIFIC NORTHWEST SEWAGE & INDUSTRIAL WASTE:
A letter was read from A. J. Reisdorph, Superintendent of Sewage Treatment Plant
requesting permission to represent the City.in'Vancouver, B. C., ori'October 27th,
28th and 29th, 1955• Motion m3.de by Connell, seconded by -Milne to refer to Water
Committee .for decision. Bonnett to act as Chairman of Committee. Motion carried.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
STREET CONSTRUCTION:
Jay Robinson spoke"to the Council with reference to a letter written to Mr. Royal,
copy of which was mailed to Chairman Milne: Firiancing'a-street construction pro-
ject was ,the essence of the letter: Mr. Rdy* 614ould -furnish information on re-
quest of the City'Council. Robinson to'again_state question to the City Clerk,
who will write letter over Chairman Milne's signature.
,WATER SERVICE, EAST SIDE:
W. F. Statten and'Robert Wilkerson request water service to be*furnished to their
residences near Butte & WaldO.mar. Building Inspector to check with Brooder as to
distance from Main and approximate cost.
TRI CITY COMMITTEE ON HUMAN RELATIONS:
Mr. deSchepper, Secretary of the -Committee, made inquiry relative to funds avail-
able -for Kurtzman's 'Park in 1956; states"that'the-above Committee has $500.00 to
assist in development. He was assured that some money would be made available
this next ,year.
AGREEMENT: RURAL FIRE TRUCK: o
aA letter was read from Sherwood & Roberts, Inc., stating that Franklin County
Fire Protection District No.'3 has ample coverage for bodilyinjuryy, property
damage, fire, theft and $500.00 deductible collision under UnitedaPacific Ins-
urance Company, Policy �No: A18635, expiring March 4, 1956. The City Liability
for the operation of this truck would be covered under this policy.
AGREEMENT read as amended on Page 2, adding lines -4, 5 & 6 "as between the City
and the District the City shall not be'responsible for damage to or destruction
of the truck .rid/or equipment_regardless of the cause of the -damage or destruct-
ion". Motion made by Connell, seconded by Combs to accept agreement for the
Mayor's signature. Motion carried unanimous.

Chamber of Commerce has requested to use Third Avenue between Lewis and Columbia
Streets for equipment display during this time. -Motion made by Bonnett, seconded
by Connell that this be allowed if agreeable with merchants on Third Avenue in
that block. Motion carried.
MERCHANT POLICE: I ,
Police Committee report in favor of granting petition for Merchant Police Service
to Walter A. Brinke. Motion made by Milne, seconded by VanHoy to accept the rec-
ommendation of the Police Committee and grant request as p6titioned. Motion carried
unanimous.
LIBRARY BUILDING STUCCO:
Bonnett reports that crew is ready to start work.
WESTON REDI-MIX:
Changes to be made in agreement contract by Company and City Attorney within a
few days.

CLEANING, REPAIR AND RENEWAL OF THE SIDEWALKS>
IN THE CITY OF PASCO
Motion made by Connell, seconded by VanHo to give Ordinance No. 853 the first
reading. Motion carried. Ordinance No'. �53 was read. Motion made by Connell,
seconded by Milne that Ordinance No. 853 has been given the first reading.
Motion carried. Motion made by Milne, seconded by Connell to give Ordinance
No. 853 the second reading by title only. Motion carried. Ordinance No. 853

UNFINISHED BUSINESS:
STREET BARN: -
No bids received on the advertisement to>sell buildings so Mayor suggests making
them available to farmers for grange building or something comparable. No obj-
ections registered.
MONTHLY BUDGET:
City Clerk furnished each member a copy of the monthly budget for September for
all departments.

Motion made by Milne, seconded by Bonnett to adjourn to next regular meeting,
Tuesday, November 1, 1955 at 8:00 P. M. Motion carried.
