Brandt Gessel stating a final inspection was made on September 30, 1955• A list of 15 items was tabulated for correction. City Eng- ineer has the list; would like to have our heating engineer make another check in about a month or six weeks; also recommend that Mr. Hopkins be paid in accord- ance with terms of the agreement and thatthe guarantee period start as of Sept- ember -29th, 1955. Membet.s of the Council not satisfied with cooling system as it now operates in the Council Chamber; also agree that time should be set following medhanical inspection. Motion made by Bonnett, seconded by Hicks that the City will not accept building until after mechanical inspection and corrections. Motion carried. PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS RESIGNATION, J. A. AVERY: A letter was read from J. A. Avery, dated October 3, 1955, tendering his resig- nation as Councilman. Motion made by Milne, seconded by Hicks that Mayor Pro tem L. E. Bonnett call all councilmen together in the near future for the pur= pose of selecting a successor to full fill this position to the next election. Motion carried. Hicks suggested immediate action. MERCHANT POLICE PETITION: Application by petition was.read, signed by Grant H. Stringham, S. S. Jilek, Wm. W. Crater, D. P. Lamberto and 0. C. Adams, petitioning the.Council to Comm- ission Walter A. Brinke a merchant Policeman in Pasco. Motion made by Bonnett, seconded by Milne to turn to Police Committee for study and report. (Hicks, VanHoy and Connell) PUBLIC_HEARINGI__CEMETERY EMERGENCY: ORDINANCE NO. 85o.- AN 50: AN ORDINANCE DECLARING AN EMERGENCY IN THE CEM- ETERY DEPARTMENT FUND OF THE CITY OF PASCO AND APPROPRIATING THE SUM OF $4,000.00 FROM THE GEN- ERAL FUND OF THE CITY OF PASCO TO PAY BUDGETED EXPENSES OF THE CEMETERY DEPARTMENT OF THE YEAR 1955 Notice of public hearing was read. person. No objections registered by letter or in Motion made by Bonnett, seconded by Milne to give Ordinance No. 850 the third reading. Motion carried. Ordinance No. 850 was read. Motion carried by roll call vote of six (6�. 13EGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT, AGREEMENT, FRANKLIN COUNTY FILE DEPARTMENT, NO. 3: Perry McKeehan presented an agreement covering their fire truck and equipment now housed in the City Fire Department, same to be manned by members of the City Fire Department. The agreement was discussed but not accepted. Motion made by VanHoy, seconded by Bonnett to accept agreement subject to City Attorney and Fire Commissions approval. Hicks favored more time to investigate and will vote "No" on accepting agreement now. Bonnett withdrew his second to the motion. No second was forthcoming so motion died for want of a second. Motion was made by Bonnett, seconded by Milne that agreement be turned to City Attorney and Fire Committee for study regarding revision and present at next regular meeting. Motion carried. LIBRARY STUCCO FINISH: Mr. Thompson of the Thompson Construction Company spoke in regard to finishing Library Stucco. It will take $1,963.45 for nthe City's portion of expense includ- ing replacement of eaves and down spouts. Motion made by Bonnett, seconded by VanHoy that the City Attorney draw an Emergency Ordinance in the amount of $1,963.45 for re -stucco to Library and replacement of eaves and down spouts. Motion carried. GAS FRANCHISE: Gray Clifton, with members of the Chamber of �ommerce,.wished to know if action would be taken on the Gas Franchise question. He.was informed by the Mayor that the Council was not ready to make a decision; more study needed. Clifton offered the services of a Committee from the Chamber to assist, when the meeting is called for discussion. STREET DEVELOPMENT, NORTH LUCAS: Jay Robinson made inquiry relative to opening up North Lucas. Several proposit- ions were mentioned. He intends to build five houses at a time in this area and on North Lucas. The expression of one member was that the intention is to open Lucas Street in the coming year but just how it will be done is not known at this time. STREET PAVING: Mr. Robinson said he had contacted F. H. A. and looked into L. I. D. Bond issue. Milne suggested he contact Pl N. Royal, Principal Engineer, Seattle; grades and gravel were mentioned. No action taken. REGULAR ORDER OF BUSINESS RESUMED, BY UNANIMOUS CONSENT. WATER DEPARTMENT BTLLING MACHINE: Chairman Connell reports,the Committee recommends the purchase of a billing machine.;. provisions were made in the 1955 Budget. Motion made by Bonnett, sec- onded by' Hicks to call for bids on Tuesday, 8:00 P. M., October 18, 1955. City Engineer to furnish specifications. Motion carried. PASCO, WASHINGTON COUNCIL CHAMBERS WESTON REDI-MIX: OC Committee reports that a meeting will be held with representatives of this company this week to formulate an agreement. THE PORT DISTRICT through Scott Roff wish to know if the City is still interested in approximately 39000 yards of gravel. They are interested in acquiring City property near the Port. STREET COMMITTEE: Reports that sprinkling menace has been taken care of. LUDWIG PROPERTY, EAST LEWIS & FRANKLIN: Mr..Ludwig advised to petition for vacation. WATER COMMITTEE: Reports that the Water Department is badly in need of a ditch digging machine. Appropriation set up in the 1956 Budget. Motion made by O.onnell, seconded by Bonnett that the Water Department be authorized to call for bids on.a ditch digger on Tuesday, November 1, 1955• City Engineer to furnish specifications. Motion carried. INSURANCE COMMITTEE, SHERWOOD & ROBERTS: At this time the Mayor appointed Sherwood & Roberts firm to succeed Roy Dilling- ham on the Insurance Committee. BUILDING INSPECTOR'S REPORT: Report for September 1955 was,read and ordered,filed. READING OF RESOLUTION: RESOLUTION NO. 368: Amending Resolution No. 1292 creating a City Planning Commissionhe amendment states the Mayor shall be an ex -officio member; the other six members appointed by the Mayor and approved by the Council.
