ULAR MEETING
CALL TO. -ORDER:
Meeting called to order at 8:05. P. M. Honorable Mayor Pro tem L. E. Bonnett
presiding.
ROLL CALL:
By y Clerk.' Councilmen present were J. A. Avery,-L.'E. Bonnett, Co' R, Combs,
A. Connell, Raymond Hicks, C. S.'Milne and T. R. VanHoy. City Attorney
Richard G. Patrick was also present.
READING OF THE MffNUTES:
Minutes of meeting held September 6th, 1955 were read and approved.
STRICT ENGINEERS CONTRACT NO. DA-LL5-16L-CIVENG=56-
A letter was read from'A. H. Miller,Colonel, Corps of Engineers, submitted with
Government Contract for authorization and approval by the City Council and approp-
riate signatures. Contract had been reviewed by the council members. Following
a short discussion, motion was made by Milne, seconded by Avery accepting contract
No. DA-45-164-CIVENG-56-5 for reimbursement to the City in the amount of $12,000.00
and authorizinNe

CIVILIAN DEFENSE: °
A letter was read from Director A. D. Widdows stating that Admiral Lake will be
in the area for several days and is going to meet with the County Commissioners
on October 3rd and would also like to meet with the City Council. Motion made
by Avery, seconded by Hicks that the Mayor answer letter to the effect that"the
Council will hear Admiral Lake as suggested on October 3rd, 1955. f4otion carried.
ASSOCIATION OF WASHINGTON CITIES REGIONAL MEETING:
A letter was read from Geo. D. Smith requesting that they be notified as soon as
possible of the place and time of dinner meeting so other cities and towns in
the district can be notified. S. A..Connell appointed as a Committee of one (1)
to make arrangements for approximately 100 people.
PLANNING COMMISSION REPORTS HAZZARDOUS CONDITIONS:
A letter was read from the Planning Commission relative to sprinklers throwing
water half way out in Court Street and creating a hazzard to bicy6les and auto
motorist also the tack weed menace and requesting the City to take steps to
control this weed. Motion made by Avery, seconded by Combs to turn this to the
Street Committee. Motion carried.
BILLING MACHINE -WATER DEPARTMENT:
A letter was read from City Engineer George R. Fisher asking the Council to con-
sider the purchase -of a Billing machine for the Water Department and set a -time
for the call for bids. Motion made by Avery, seconded by VanHoy to turn this, to
Committee, Connell, Bonnett and VanHoy for report at next regular meeting. "lotion
carried.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
Gray Clifton suggested that the Gas issue be taken up at this time. Motion made
by Milne, seconded by Hicks that Ordinance No. 839 as amedded be given the third
reading. ( A. letter of recommendations set out by the City Attorney was read by
the Mayor Pro tem with comparisions to Ordinance 813, 839 and the Kennewick
Ordinance). In conclusion motion placed and carried unanimous.
ORDINANCE NO. 839:
AN ORDINANCE GRANTING TO CASCADE NATURAL GAS
CORPORATION, A WASHINGTON CORPORATION, A NAT-
URAL AND - OR ARTIFICIAL GAS FRANCHISE AND
THE RIGHT TO CONSTRUCT, OPERATE AND MAINTAIN
A GAS PLANT AND DISTRIBUTION SYSTEM IN THE
CITY OF PASCO, GRANTING TO SAID CITY THE RIGHT
TO ACQIUIRE THE GAS UTILITY PROPERTIES AND FAC-
ILITIES OF THE GRANTEE WITHIN SAID CITY UPON
PAYMENT OF COMPENSATION AS HEREIN PROVIDED,
AND SUBJECT TO OTHER SPECIFIED LIMITATIONS,
TERMS AND CONDITIONS
Motion made by Milne11;econded by Hicks that Ordinance No. 839, as amended, was
read in full and has been given the third reading. Motion carried unanimous.

ARTIFICIAL GAS FRANCHISE AND THE RIGHT TO CON-
STRUCT, OPERATE AND MAINTAIN A GAS PLANT -AND
DISTRIBUTION SYSTEM IN THE CITY OF PASCO,
GRANTING TO SAID CITY THE RIGHT TO ACQUIRE
THE GAS UTILITY PROPERTIES AND FACILITIES OF
THE GRANTEE WITHIN SAID CITY UPON PAYMENT OF
COMPENSATION AS HEREIN PROVIDED, AND SUBJECT

Motion made by Connell, seconded by Combs that Ordinance -No. 813, as amended, to
comply with City Attorney's recommendations be given the third reading. Motion
carried unanimous. Ordinance No. 813, as amended, was read. Motion made by
Milne, seconded by Hicks that Ordinance No. 813 as amended has been given the
third reading. Motion carried unanimous. City.Attorney stated that his opinion
on adopting either OPdinance No. 813 or 839, account having been amended, could
not be adopted at this same meeting.
ELECTRIC CODE:
Mr. Wiseman made inquiry as to present status of Ordinance adopting an Electrical
Code. He stated his willingness to assist, in case, he could assist -i.n any Way;
benefits to be obtained by the City were mentioned. Bonnett, Chairman of the Com-
mittee, to investigate. Will hold a meeting in the near future.
WHITE RIVER LUMBER, CURB CUTTING:
Don Welch was seeking permission to cut curbs on First Avenue, south of Columbia
Street to permit driving across the city sidewalk to serve five (5) 20' doors for
loading and unloading. The Ordinance allows two (2) continuous driveways. Motion
made by Hicks, seconded by' Avery that the matter be turned to the F.p1 .9e, Committee
for report. Motion carried.
WESTON REDI-MIX CONTRACT:
A proposed agreement drawn up by their Attorney was submitted to the City Attorney
for approval. Contents were brought out in a short,discussion. .Motion made by
Avery-, seconded by Milne thatthe matter of Weston Redi-Mix- Cbntract be turned -to
the Zoning & Planning Committee of the Council for recommendation at next regular
meeting. Motion carried.
REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT.

A petition to rezone their property in Gray's Amended Addition
City owned property within the 200' area requires signature of

Motion made by Connell, seoonded by Milne authorizing purchases. Motion carried
by roll call vote of seven (7)•
VanHoy reports that Venetian Blinds are needed for the new Fire Department and
will cost approximately $184.19. Motion made by Hicks, seconded by Combs author-
izing purchase of blinds from the Emergency Ordinance No. 843. Motion carried
by roll call vote of seven (7).

AIRPORT ROOFING BIDS:
SEPTEMBER 20. 1
Motion made by Avery-, seconded by Connell that the recommendation of theAirport
Committee be accepted and award bid on roofing to the Inland Hardware -Company in
the amount of $8936306 which was the lowest and best bid. Motion carried by
roll call vote of seven (7).
Councilman member representing the Airport states that he has never been "informed
as to when these meetings are to be held. City Clerk to notify 0. V. Cotton,
CEMETERY WIRING BIDS:
Motion made by Avery, seconded by Combs to award the bid to Duke's Electric Service
in the amount of $40.50 which is the lowest and best bid. Motion carried by roll
call vote of seven (7)•
SIDEWALK REPAIRS:
City Engineer George R. Fisher requested an expression of policy on several street
items, requesting that the Water Department be established -on South 12th acid that
the present water department shop and yards be turned to the Street Department;
angle parking and center line striping of major arterial streets,'also if a gen-
eral survey is desired for repair purposes. Motion made by Milne,'seconded by
Avery that the City Attorney draw 'Jrdinance requesting property owners to repair
sidewalks. Motion carried.

BUDGET: City Clerk presented each member wit1w a copy of the monthly budget for
August, 1955 -
