ROLL CALL: By Clerk. Councilmen present were J. A. Avery, L. E. Bonnett, C. R. Combs, and C. S. Milne, absent were S. A. Connell, Raymond Hicks and T. R. Van Hoy. City Attorney Richard G. Patrick, present. COMMUNICATIONS: MOTOR PATROL A letter was read from City Engineer, George R. Fisher requesting authority for the Street Department to have the clutch on motor patrol replaced at an estimated cost of $302.00. Motion made by Milne, seconded by Avery approving replacement. Motion carried by a roll call vote of four (4). VOUCHER AND PURCHASES A voucher in the amount of $75.00 presented by P. N. Royal for professional ser- vices, and miscellaneous purchases for Water Department and Sewer Treatment Plant were read as follows; motion made by Milne, seconded by Avery authorizing payment and purchases. Motion carried by a roll call vote of four (4) . For the Water Department' 80,000 lbs. -Aluminum Sulfate @ $39.00/ton, $1,560.00 Valves, Fittings, Stops, Lime, Beakers, Cylinders, and machine parts. Total .. $29824.11. For the Sewage Treatment Plant: 100 Flexicrome Rods @ $3.45 each 6 345.00 Miscellaneous tools Total 505.05 3,329.1' JUVENILE FISHING POND A letter was read from the Park Board referring to an agreement that the Park Board not be liable for maintenance and operation of this pond, no equipment and no money in budget for same. TWo letters from Fireman's Fund recommending signs, walkway and removal of boulders. Motion made by Milne, seconded by Avery to turn to Park Committee of the Council (Bonnett, Milne and Combs) for report. Motion carried. CIVIL DEFENSE A letter was read from Mr. A. D. Widdows, Director relative to County and .City units incorporating and suggesting J. A. Avery to represent the Council. Avery stated he would attend. REFUNDS: Robert J. Bacolas and Bruce H. Worley each requesting a refund in the amount.of five dollars ($5.00) on Business License applications. Motion made by Milne, seconded by Bonnett allowing payment of refunds. Motion carried by a roll call vote of four (4) .-: SIDEWALK REPAIRS ADJACENT TO POST OFFICE -- THIRD (3rd )_AND LEWIS. A letter was read from George R. Fisher requesting authority to have sidewalk repaired adjacent to the Post Office. Motion made by Bonnett, seconded by Milne that the request be allowed by the Street Department from Material and Supplies, Fisher to negotiate with Leeper for reimbursement. Motion carried by a roll call vote of four ( 4) . CURBS A letter was read from Building Inspector R. B. Lovelace requesting procedure -.to be taken following notice to construct curbs between 10th and Adams, 90 days will be up August 18th, 1955, no curbs have been constructed. Motion made by Bonnett, seconded by Avery to turn this to the Street Committee for report at next regu- lar meeting. Motion carried. ROOFING MATERIAL BID OF JULY 19, 1955 Motion made by Bonnett, seconded by Avery that the bid of Aluminum .Supply.Company be rejected and the Airport Committee readvertise for bids callable September 6, 1955• Motion carried. REPORTS FROM OFFICERS: AIRPORT LEASES Five (5) leases presented for renewal as follows: State of Washington Division of Purchasing, Portion of Building #72. True's Oil Company, Underground storage, Building #35• Otis Randall, Large room, Building #35• Convoy Company, Storage Yard, Fenced in area, Loading Platform. Don Craven, Building #60 (whse 2.). ASSOCIATION OF WASHINGTON CITIES -- HALF SALARY PENSION City Attorney referred to a letter of August first relative to a court case in King County held that the limit of $125.00 per month for Police and Fire pensions can- not apply for officers recruited prior to 1935 and that the City must pay a full half salary pension. It is planned to file a brief amicus curiae with the State Supreme Court, concurrence requested. Motion made by Bonnett, seconded by Milne that the City of Pasco cooperate with the Association of Washington Cities in court case action. Motion carried. READING OF ORDINANCES: ORDINANCE NUMBER 840 AN ORDINANCE AMENDING ORDINANCE NO. 444 AND PASCO CITY CODE 5-9.24 AND BEING AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF THE FOLLOW- ING DESCRIBED PROPERTY SITUATED IN:FRANKLIN COUNTY, WASHINGTON, FROM RESIDENTIAL R-2 TO COMMERCIAL C-3: 7HE EAST ONE-HALF OF LOTS 1, 3, 5 AND 7, BLOCK 1, PASCO IMPROVEMENT COMPANYIS FIRST ADDITION TO PASCO, ACCORDING TO THE OFFICIAL PLAT THEREOF RE- CORDED IN VOLUME "B" OF PLATS, PAGE 38, RECORDS OF SAID COUNTY. Motion made by Bonnett, seconded by Combs to give Ordinance No. 840 the third (3rd) reading. Motion carried. Ordinance No. 840 was read. Motion made by Bonnett, seconded by Milne that Ordinance No. 840, has been given the third (3rd) reading. Motion carried. Motion made by Bonnett, seconded by Combs to adopt Ordinance No. 840. Motion carried by a roll call vote of four (4). ORDINANCE NUMBER 841 AN ORDINANCE VACATING PLAT OF CITY VIEW ADDITION FILED FOR RECORD MARCH 2, 1891 AND APPROVING REPL.AT OF THE SAME. Motion made by Bonnett, seconded by Milne to give Ordinance No. 841 the second ('2nd) reading by title only. Motion carried. Ordinance No. 841 was read by title. Motion made by Bonnett, seconded by Combs that Ordinance No. 841 has been given the second reading by title only. Motion carried. ORDINANCE NUMBER 842 AN ORDINANCE DECLARING AN EMERGENCY IN THE CEMETERY FUND OF THE CITY OF PASCO AND AP- PROPRIATING THE SUM OF $1,000.00 FROM THE CURRENT EXPENSE FUND OF THE CITY OF PASCO TO COMPLETELY RE -WIRE ALL BUILDINGS AT THE CEMETERY. Motion made by Bonnett, seconded by Combs to give Ordinance No. 8 42 the third (3rd) reading. Motion carried. Ordinance No. 842 was read. Motion made by Bonnett, seconded by Milne that Ordinance No. 842 has been given the third read- ing. Motion carried. Motion made by Bonnett, seconded by Milne to adopt Ordin- ance No. 842. Motion carried by a roll call vote of four (4). ORDINANCE NUMBER 843 AN ORDINANCE DECLARING AN EMERGENCY IN THE BUILDING, ALTERATIONS, LAND PURCHASE AND EQUIP- MENT FUND OF THE CITY OF PASCO AND APPROPRIATING THE SUM OF $5,000.00 FROM THE CURRENT EXPENSE FUND OF THE CITY OF PASCO TO PAY FOR EXTRAS FOR THE NEW CITY HALL, RENT FOR THE FIRE DEPARTMENT NECESSITATED BY NEW CONSTRUCTION, SIREN AND RADIO MOVES FOR THE FIRE DEPARTMENT NECESSITATED BY NEW CONSTRUCTION, INCREASES IN THE SALES TAXES ON THE CONSTRUCTION CONTRACT ENACTED SINCE THE 1955 BUDGET WAS ADOPTED, AND ADDITIONAL FURNISHINGS AND FURNITURE NECESSARY FOR THE NEW CITY HALL. Notice of Public Hearing read, no opposition in person or by letter. Motion made by Bonnett, seconded by Combs to give Ordinance No. 843 the third (3rd) read- ing. Motion carried. REGULAR MEETING REPORTS OF COMMITTEES: LIBRARY BUILDING WIRING PASCO, WASHINGTON COUNCIL CHAMBERS 2365 AUGUST 16, 1955 Councilman Bonnett requested authority to obtain estimated costs on rewiring for budget purposes, also preparation of plans and specifications. Motion made by Avery, seconded by Milne authorizing Bonnett to obtain requested information and report back at next meeting. Motion carried. E. C. GRAEBNER -- CEMETERY . City Attorney requests more time, same was granted. BOAT BASIN CONTRACT City Attorney to get together with H. Wyman on contract. OILING STREET AT AIRPORT Airport Committee reports the street oiling at the base has been completed and accepted. RURAL WATER RATES City Engineer made inquiry relative to policy on extension of water service to outside areas, also rates. Water Committee to study and make recommendation. STREET DEPARTMENT BUILDINGS Street Committee not in favor of moving buildings, suggest selling them on the lot. Motion made by Milne, seconded by Avery to offer for sale, minimum price $200.00, bids callable Tuesday, 8:00 P.M., September 6th, 1955, buildings to be moved within thirty (30) days. Motion carried. LIBRARY BUILDING -- STUCCO FINISH The Northwest Plasterer's Bureau working on plans and specifications. GRAVEL PIT City Attorney reports this is.at a standstill. Bonnett to investigate and report at next meeting. ELECTRICAL CODE No action taken. BUSINESS LICENSE APPLICATIONS Five (5) applications were presented as follows: 1. Basin Stamp Works Rubber Stamps etc. 1912 West Hopkins 2. M. C. Powell Solicitor (hangers) Cunningham Hotel 3. Ham's Motel Motel (15 units) 1315 E. Lewis 4. M. Mohamad Solicitor (rugs etc.) Green Gables Motel 5. P. B. Glendenning Solicitor (vacuum cl) 1232 S. Fourth Motion made by Bonnett, seconded by Combs approving applications for issuance. Motion carried. ASSOCIATION OF WASHINGTON CITIES -- REGIONAL MEETING Mayor Custer states the Regional Meeting will be held in Pasco, October 19, 1955. STREET IN CITY VIEW ADDITION Jay Robinson made inquiry relative to the construction of street and alleys in the replat of City View Addition. He was informed that an L.I.D. would be the best method. MONTHLY BUDGET REPORT City Clerk furnished each member a copy of the monthly budget of all departments. TELEPHONE SYSTEM -- PASCO AIRPORT An appraisal submitted by Vincent E. Small and Associates was referred to and sale of system favored subject to C.A.A. approval. Motion made by Bonnett seconded by Combs to call for bids on the Airport telephone system equipment as listed on Tuesday, September 6th, 1955, 8:00 P.M. minimum price set at $3,000.00. Motion carried.
