PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS AUGUST 2, 1955 COMMUNICATIONS: TREE IN PARKING -- 809 WEST NIXON A letter was read from Harry Crewdson, stating a tree at the above location was be- coming dangerous from splitting and requests that it be removed. Motion made by Bonnett, seconded by Van Hoy that Street Department be instructed to remove tree. Motion carried. PASCO ENGINEERING DEPOT -- FIRE FIGHTING ASSISTANCE A letter was read from Walla Walla District Corps of Engineers stating that fire protection had been discussed with City officials. Now they desire to reach an understanding relative to services and rate. Motion made by Bonnett, seconded by Van Hoy to turn this to Fire and Light Committee for recommendation. Motion car- ried. GAS FRANCHISE A letter was read from the Pasco Chamber of Commerce urging the City Council to take immediate action as is necessary to bring adequate natural gas to Pasco by granting or negotiating a franchise. CITY OWNED PROPERTY -- LUCAS AND MOUND A letter was read from the Pasco Chamber of Commerce encouraging the Council to authorize an appeal to the Supreme Court of the State of Washington of the pre- sent Superior Court decision. Letters ordered filed. PETITIONS: PETITION FOR INSTALLATION OF STREET LIGHTS IN THE SOUTH ALLEYWAY OF BLOCK FOUR LONGS IST ADDITION AND THE CENTER OF THE EAST SIDE OF BLOCK ll PASCO LAND ANYtS IST ADDITION TO PASCO: Petition signed by twenty-two (22) house holders. Councilman Van Hoy states the P.U.D. is going to present figures for budget purposes. Motion made by Avery, seconded by Van Hoy to hold petition for figures and budget allowance. Motion carried. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. BALANCE ON CITY HALL FURNITURE Vern Husk requested that the final warrant be has been delivered. Motion made by Bonnett, Clerk to deliver final warrant to Mr. Husk. TIDEWATER DISTRIBUTING COMPANY released now that all the furniture seconded by Avery authorizing City Motion carried. A representative stated he was present to find out what action had been taken by the Council relative to the Service Station at Fourth and Clark. The Com- mittee reports that they could see no need for amending ordinance to take care of situation there. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. REPORTS FROM OFFICERS: PURCHASES: PARK DEPARTMENT requests to purchase chlorine, lamps (with replacement labor), sealer, wax, welding and tax in the amount of $320.85. WATER DEPARTMENT requests to purchase meter yokes, adapters, caps, spindle meter dials, valves etc. in the amount of $958.41. CITY TREASURER DEPARTMENT requests to purchase two- hundred (200) cash book pages in the amount of $112.38 POLICE JUDGE DEPARTMENT requests to purchase five hundred (500) docket sheets in the amount of (approx.) $40.00. Motion made by Bonnett, seconded by Avery authorizing purchases. Motion carried by roll call vote of seven (7) . Park Superintendent, Wyman, was questioned about Monarch Machine voucher and request to purchase being presented at the same time:. LIBRARY BUILDING STUCCO FINISH 1955 Bonnett reports a meeting was held Monday, August 1st with Contractor Thompson, and Attorney Loney; West Brothers, Contractors; Raymond Hicks, Harry V. Custer, L. E. Bonnett, T. R. Van Hoy, Mrs. Kidwell, Charlie Knapp, Ross Williams and Mr. Day. Mr. Clay's letter recommending materials and procedure was referred to. It was agreed that a good job would cost $5,000.00, $3,500.00 has already been spent, City willing to stand $1,500.00 for correction as their part. Thompson to furnish material and West to furnish labor. Northwest Plasterts Bureau to furnish specifications and costs, also to supervise work as recommended by Mr. Clay. FIRE COMMITTEE: Fire Committee reports petition for lights on North Beech Street held up for .budget allocation as per P.U.D. figures to be submitted. BOAT DOCK: The Park Board has negotiated a contract for a 60t x 81 Boat Dock with Ousley and Brand for $975.00 on a cedar log float. Motion made by Bonnett, seconded by Combs that the negotiated bid of Ousley and Brand be accepted, contract and bond to be prepared by the City Attorney. Motion carried by a roll call vote of seven (7). CONCESSIONAIRE1S LEASE: A copy of the lease as it is to be accepted was presented for study and recommen- dations. Lease conditioned upon form approved by the Army Engineers. A rental fee of $500.00 per year or 1% of the gross receipts which ever is the greater. $5,000.00 minimum investment to be made in concession development and facilities during the first 24 months, extension of 10 year lease to be optional. Motion made by Bonnett, seconded by Milne that this matter be turned to the Park Com- mittee of the council (Bonnett, Milne and Combs) for report at next regular meet- ing. Motion carried. TASTEE FREEZE -- REZONING, SYLVESTER AND LUCAS -- ORDINANCE NO. 840: ORDINANCE NO. 840 AN ORDINANCE AMENDING ORDINANCE NO. 444 AND PASCO CITY CODE 5-9.24 AND BEING AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF THE FOLLOW- ING DESCRIBED PROPERTY SITUATED IN FRANKLIN COUNTY, WASHINGTON, FROM RESIDENTIAL R-2 TO COMMERCIAL C-3: THE EAST ONE-HALF OF LOTS 1, 3, 5, AND 7, BLOCK 1, PASCO IMPROVENZENT COMPANY'S FIRST ADDITION TO PASCO, ACCORDING TO THE OFFICIAL PLAT THEREOF RECORDED IN VOLUME "B" OF PLATS, PAGE 38, RECORDS OF SAID COUNTY. PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS AUGUST 2, 1955 STREET DEPARTMENT BUILDING: A letter was read from St. John's Motor Express Company stating they would furnish necessary labor, material and equipment to move building to South 12th and Washing- ton for $895.00. No action taken, held for investigation and study. TRAFFIC COUNT: The State Highway Department took a count at the island, report furnished the Mayor. Motion made by Bonnett, seconded by Hicks that the City Engineer take a count at the same place the state took their count. Motion carried. Fisher states he will need one man for eight (8) hours. A street department employee was suggested. DEED ON 20, OF JAMES STREET TO STATE HIGHWAY DEPARTMENT: A Quit Claim Deed drawn by the State with Resolution was read. RESOLUTION NO. 363: Following description of property, hereby resolve that the City of Pasco in accord- ance with Chapter 266 of 1943 and through its Mayor and Clerk execute said Quit Claim Deed and deliver said deed to the State of Washington Department of Highways. Motion made by Milne, seconded by Coinbs that Resolution No. 363 has been read. Motion carried. Motion made by Bonnett, seconded by Milne to adopt Resolution 363. Motion carried by a roll call vote of six (6), Councilman Hicks out of the Chamber. RESOLUTION NO. 365: Limited access Highway a portion of Primary State Highway No. 3 from the West line of Section 19 to the junction with P.S.H. No. 11, Section 20. (Revised July 9, 1955) (Approved December 12, 1950.) Motion made by Bonnett, seconded by Milne that Resolution No. 365 has been read. Motion 'carried. Motion made by Bonnett, seconded by Milne to adopt Resolution No. 365 and authorize the Mayor and Clerk to sign. Motion carried by a roll call vote of six (6), Councilman Hicks out of the Chamber. READING OF ORDINANCES: ORDINANCE NO. 841: AN ORDINANCE VACATING PLAT OF CITY VIEW ADDITION FILED FOR RECORD MARCH 25, 1891 AND APPROVING REPLAT OF THE SAME. Motion made by Bonnett, seconded by Van Hoy to give Ordinance No. 841 the first reading. Motion carried. Ordinance No. 841 was read. ORDINANCE NO. 842: AN ORDINANCE DECLARING AN EMERGENCY IN THE CEMETERY FUND OF THE CITY OF PASCO AND AP- PROPRIATING THE SUM OF $1,000.00 FROM THE CURRENT EXPENSE FUND OF THE CITY OF PASCO TO COMPLETELY RE -WIRE ALL BUILDINGS AT THE CEMETERY. ORDINANCE NO. 843: AN ORDINANCE DECLARING AN EMERGENCY IN THE BUILDING, ALTERATIONS, LAND PURCHASE AND EQUIPMENT FUND OF THE CITY OF PASCO AND APPRO- PRIATINCT THE SUNT OF $5,000.00 FROM THE CURRENT EXPENSE FUND OF THE CITY OF PASCO TO PAY FOR EXTRAS FOR THE NEW CITY HALL, RENT FOR THE FIRE DEPARTMENT NECESSITATED BY NEW CONSTRUCTION, SIREN AND RADIO MOVES FOR THE FIRE DEPARTMENT NECESSITATED BY NEW CONSTRUCTION, INCREASES IN THE SALES TAXES ON THE CONSTRUCTION CONTRACT EN- ACTED SINCE THE 1955 BUDGET WAS ADOPTED, AND ADDITIONAL FURNISHINGS AND FURNITURE NECESSARY FOR THE NEW CITY HALL. Motion made by Bonnett, seconded by Avery instructing the City Attorney to appeal court►s decision on City owned property adjacent to Pettits 2nd Addition to Pasco. Motion carried, Avery, Bonnett, Hicks and Milne voting yes; Combs, Connell and Van Hoy voting no. BUREAU OF RECLAMATION Mayor Custer announced that a joint meeting would be held the first week in Sep- tember with the County Commissioners, Planners, Attorneys and Engineers; facts and figures should be furnished by City Planner.
