Councilmen present were J. A. Avery, L. E. Bonnett, C. R. Combs, S. A. Connell and C: S. Milne. Absent were Raymond Hicks and T. R. Van Hoy. City Attor- ney Richard G. Patrick was present. READING OF THE MINUTES: Minutes of meeting held July 5th were read and approved. COMMUNICATIONS: CITY PLANNER: A letter was read from the Pasco Chamber of Commerce recommending that the City Council seriously consider the necessity of obtaining the services of a full time City Planner as soon as possible. LIBRARY BUILDING STUCCO, NORTHWEST PLASTER BUREAU, INC.: A letter was read from Charles F. Clay, Director, stating he did inspect the job at the Library and feels that corrections can be satisfactorily made under build- ing department and Industry supervision. He recommended certain methods and materials to be used. Motion made by Bonnett, seconded by Milne that the 'Yjayor call a meeting of all parties concerned also the Northwest Plasterers Bureau. Motion carried. BIDS -AIRPORT ROOFING: Legal notice on call for bids was read. One bid was received, opened and read at this time. Aluminum Supply Company (Galvanized roofing $11.50 per square N. 800 Fancher Way (Flashing.14 lineal.foot. Spokane, Washington (Ridgeroll .135 linealt.foot. (Nails 37.50 per 100 lbs. Motion made by Bonnett, -seconded by Avery that the bide, be referred to the Air- port Committee for btudy and recommendation. Motion carried. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. TIDE -WATER ASSOCIATED GAS COMPANY: Mr. Bloom, Representative of the.Company stated that the Company desires to re- model their service station at North 4th and Clark Streets. Plans and picture presented for review cif' the Council. A discussion followed. The Mayor mentioned that Ordinance No. 672 prohibits service stations in this area. Amending Ord- inance has been requested. Motion made by Avery, seconded by Connell asking for more time and discussion, to report at next regular meeting. Motion carried. PROTEST TO DR. PATCHETT'S BUILDING, NORTH LUCAS, R-2: James Woodhead spoke protesting this construction at the above location and the action taken by the Planning Commission. He was advised that Planning Commission motion conditioned action on plans and specifications to be presented by the Doctor. These have not been presented to date. Motion made by Bonnett, seconded by Combs that the 'Yjayor write letter to Planning Commission to take no action on Dr. Patchett's application for building permit without public hearing after all plans and specifications have been presented. Motion carried. CITY PLANNER FAVORED: IVAN MERRICK: Mr. Merrick spoke in regard to City Planner and the assistance he could render the County on fringe areas, etc. Feels certain that the County would consider a per cent of the financial assistance. Mr. Erwen to work with the Commissioners. Hiring Mr. Wm. Austin as full time planner for the balance of 1955 was discussed. EMERGENCY ORDINANCE NO. 838: AN ORDINANCE DECLARING AN EMERGENCY IN THE GENERAL FUND OF THE CITY OF PASCO, APPROPRIATING MONEY TO MEET THE SAME, AND PROVIDING FUNDS FOR THE SALARY OF A CITY PLANNING DIR- ECTOR FOR THE BALANCE OF THE YEAR 1955 Notice of public hearing called for at this time and place was read. No object- ions registered by letter or in person. Motion made by Avery, seconded by Milne to give Ordinance No. 838 the second reading. Motion carried. Ordinance No. 838 was read. Motion made by Bonnett, seconded by Avery that Ordinance No. 838 has PASCO, WASHINGTON 1 2353 been given the second reading in full. Motion carried. Motion made by Bonnett, seconded by Avery to amend Ordinance No. 838 to read $2,500.00 in place of ;$3,000.00. Motion carried. Motion made by Bonnett, seconded by Connell to give Ordinance No. 838 the third reading as amended. Motion carried. Ordinance No. 838, as amended, was read. Motion made by Bonnett, seconded by Avery that Ord- inance No. 838 has been given the third reading, as amended. Motion carried. Motion made by Bonnett, seconded by Avery to adopt Ordinance No. 838. Motion carried unanimous by roll call vote of five (5). Motion made by Bonnett, sec- onded by Avery that as soon as Ordinance No. 838 is legal that the Mayor notify Mr. Austin to report for work on August 1, 1955• Motion carried. VACATING CITY VIEW ADDITION FOR REPLAT: J. C. Robinson presented a certificdte of Platting on Replat of City View Addit- ion, certified by (Citizen's Abstract Company. Mr. Robinson was of the opinion that a public hearing would be held this date. He was advised by the City Att- orney to furnish notice of public hearing to the City Clerk for posting also Ordinance for introduction to the City Council. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. PETITION, STREET LIGHTING, NORTH BEECH STREET: A petition signed by twenty-seven (27) house holders residing in Blocks 29, 30, 31 and 32 of Highland Park Homes Addition petition for the installation of street lights in this area. Motion made by Bonnett, seconded by Milne to turn petition to Fire & Light Committee. Motion carried. REPORTS: STREET COMMITTEE: Milne reports that Phillip N. Royal, Principal Engineer, Engineering Department, Seattle, could come to Pasco during the month of August to help set up a street program similar to one successfully used in Seattle. City to pay expense which would be $50.00 or $75.00. Motion made by Bonnett, seconded by Aver4 that Mr. Royal-be'invited to come to Pasco. Council to defray expenses from 'out of pocket expense", Engineer's Department. Motion carried. STREET COMMITTEE: Committee to hold meeting at 1:00 P. M., Thursday, July 21, 1955 with Brickey and City Engineer. PURCHASES: STREET: Batteries $27.18 and Tires $34.35 WATER: Repair calculator $33.58; meter boxes, bushings, nipples, hand truck, valves, meters, yokes, valves, and envelopes $2,066.21 SPRAY: 140 gals chlordane & D.D.T. $498.06 Motion made by Bonnett, seconded by Connell to authorize purchases as requested. Motion carried by roll call vote of five (5). SPRAY PROGRAM: Mayor Custer stated that Dr. Vernon E. Michael called on him this date and ex- pressed the desire of cooperating with the council on a spray program to be set up for routine spraying also health and sanitary inspections. RENTING spraying equipment.to Burbank. Bonnett not in favor of renting the equipment. BUSINESS LICENSE APPLICATION: East Side Super Gas (F.E.Wright)Service Station 1404 E. Lewis Motion made by Bonnett, seconded by Avery authorizing the issuance. Motion carried. LIBRARY WIRING REPORT BY LARRY MARTINI: A report made of the Library by Mr. Martini was read, stating that a complete re- wiring job is necessary to,bring this building up to minimum standards as out- lined by the National Electrical Code._ CITY VIEW CEMETERY: WIRING INSPECTOR LARRY MARTINI: An Inspection report from Mr. Martini of the Cemetery was read, stating that complete rewiring of all buildings located at the Cemetery to comply with stand- ards as outlined by the National Electrical Code, State Rules. An estimate was read showing a charge of $1,000.00 for rewiring. Motion made by Bonnett, sec- onded by Combs that the City Attorney draw an emergency ordinance to cover this expense. Motion carried. 2354 REGULAR MEETING BOAT DOCK, GORDON MERCIER- PASCO, WASHINGTON COUNCIL CHAMBERS Mr. Mercier desires to'have a 60' Boat Lock constructed on city retained portion of the boat basin for use by the public.at a cost of approximately $975.00; Ousley and Roy Brand, Contractors, presented plans and cost estimate for approval. LEASE TO CONCESSIONARIES: The park board has been given authority to hegotiate; lease is in the process of being drawn up at this time. Will be reviewed by the Board, City Attorney and Park Committee and report at next regular meeting. CEMETERY LOT (E. C. CRAEBNER): City Attorney to check with Treasurer. ELECTRICAL CODE: Not ready to report. VACATION EAST LEWIS & IDAHO (EARL LUDWIG): More time asked. PASCO ENGINEERING DEPOT FIRE PROTECTION: Paul J. Braum of the Washington Surveying and Rating Bureau, in making a survey df fire protection by Pasco Fire Department for the Engineering Depot stated to the Mayor that this would have no bearing on the rating, therefore, the Corps should be advised that the City will enter into an agreement to assist when needed. A meeting will be arranged with Lyle Cooney, Fire Chief. FRED HUBER APPOINTED: Mayor Custer appointed -Fred Huber to succeed himself on the Airport Committee, effective date July 15, 1955, term expiring July 15, 1961. Motion made by .Avery, seconded by Milne confirming the appointment. Motion carried. HOUSING AUTHORITY: Riverside Homes have not been disposed of to date. Trying to sell to farmers was mentioned. CLAIMS, RUSSELL RIDENOUR: Mr. Ridenour -filed claim in the amount of $24.97 for repairs to water heater element which burned out account water being shut off. Motion made by.Avery, seconded by Milne to turn to City attorney for study and recommendation. Motion carried. ORDINANCE 839: AN ORDINANCE GRANTING TO CASCADE NATURAL GAS CORPORATION, A WASHINGTON CORPORATION, A NAT_ URAL AND - OR ARTIFICIAL GAS FRANCHISE AND THE RIGHT TO CONSTRUCT, OPERATE AND MAINTAIN A GAS PLANT AND DISTRIBUTION SYSTEM IN'T HE CITY OF PASCO, GRANTING TO SAID CITY THE RIGHT TO AC- QUIRE THE GAS UTILITY PROPERTIES AND FACILITIES OF THE GRANTEE WITHIN SAID CITY UPON PAYMENT OF COMPENSATION AS HEREIN PROVIDED, AND SUBJECT TO OTHER SPECIFIED LIMITATIONS, TERMS AND CONDITIONS Motion made by Bonnett, seconded by Avery.to give Ordinance No. 839 the first reading by title only. Motion made by Bonnett, seconded by Milne to turn to Council Committee, Combs, Avery and Bonnett for investigation and report. Motion carried.
