A letter was read from the District Health Officer, stating that the Washington
State Department of Health advised that the spraying equipment loaned to this
area in 1948 has been reclaimed. The Department recommends that the equipment
be replaced. They have information to the effect that this could be done for
approximately $400.00. Motion,made by Milne, seconded by Connell granting the
request. Motion carried by roll call vote of seven (7).

PASCO, WASHINGTON
SCHOOL DISTRICT NO. 1, REZONING PROTEST:
-A letter was read from the School.Boardireaffirmingg its negative stand in regard
to rezoning property adjacent to the Captain Gray Elefinentry School and feels that
this will set a dangerous precedent relative to the New Junior College.
JUNIOR COLLEGE SITE:
A letter was read from the School Board, stating that the Board of Directors now
wish to secure title to the 158.6 acres located at the southwest boundary of the
Kunicipal Airport. Airport Committee to be furnished a copy of this letter.
AIRPORT ROOFING:
,A letter was read from 0. V. Cotton requesting the Council to call for bids on
metal roofing. Needed material listed. He also requests that bid be called for
.paving approximately 800' of street from Highway 395 to the Airport Terminal.
Specifications to Ve furnished by the City Engineer and the Airport 'Manager.
Motion made by Hicks, seconded by Bonnett allowing requests as set out in letter.
Material bids called for July 19, 1955• Pavement as soon as possible after rec-
eiving specifications. Motion carried by roll call vote of seven (7).
AGREEMENT, BLACK TOP AT 1410 E. LEWIS:
_Black topping area around drive inn Hamburger Stand, Lots 8, 9 and 10, Block 150,
_Pasco Land Company's First Addition, by John & Bess Wilkerson. Motion Tm de by
Bonnett, seconded by Milne approving the agreement. Motion carried.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
PETITION -Dr. PATCHETT'S PROPOSED STRUCTURE ON NO. LUCAS:
A petition was presented, signed by eleven signers, enjoining the City to stop
any commercial construction on Lots 17, 19, 21 and 23, Block One, Pasco Improve-
,ment Company's First Addition or anything other than residential. Motion made
.by Avery, seconded by VanHoy to refer this back to the Planning Commission for
action in regular session.

Motion made by VanHoy, seconded by Milne approving the applications for issue.

STREET COMMITTEE REPORT:
Milne discussed his interview *ith Philip Royal, Principal Engineer of the Seattle
Street Department; meeting arraigned by Mayor Custer and Councilman Bonnett. After
making a study of this program which -has been used fort*o years, Milne is prepar-
ing a resolution to present to the Council in order to institute a like program
in Pasco. The essence of the program is embodied in the concept that money spent
on street improvements is limited to where the best interest of the whole city
benefit, such as drainage, arterials, police and fire benefits and,the particip-
ation in L. I. D. improvements. New request: forms of the Street Department were
presented and in the future it is planned that all work orders will be approved
by the City Council.
Motion made by Hicks, seconded by Bonnett that the Street Committee be given
blanket authority .to operate the Street Department for 60 days, by this time the
above program can be turned over to the,City Council. ,Motion carried.
CITY ATTORNEY REPORTS ON HAYWARD-LARKIN, INC. LEASE:
Motion made by Avery, seconded by Hicks, authorizing the Mayor to sign Lease for
six structures at $120.00 per month, effective July 1, 1955• Motion carried.
LIBRARY:
The Library Board requests help in deriving at cost.of correction stn wiring; this
amount is needed for budget purposes. Motion made by Bonnett, seconded by Avery
that Building Inspector have the wiring checked and approximate cost reported for
budget information. Motion carried. t ,
STUCCO WORK -LIBRARY BUILDING:
The matter of making coreection to Library Building stucco finish was discussed,
at an earlier date with representatives of the Novthwest Plasterers Bureau Inc.,
local members and a representative for contractor Thompson. They regiewed the
contract, bond and entire,file and then reported to Councilman Bonnett that they
felt.a solution could be worked out if they were requested to work with parties
implicated. Motion made by Bonnett, seconded by Hicks that the Mayor write the
Northwest Plasterers Bureau, Inc., with copy of ley.�er to Ross Williams asking their
cooperation and requesting their recommendation as to a possible solution of
correction without court action. Motion carried.
NEW FILE CABINETS IN CORRIDOR:
Motion made by Bonnett, seconded by Combs to turn cabinets back to Husk. Motion
carried.
SOLICITORS, LARSON AIR FORCE BASE:
A letter was read from G. F. McQuire requesting permission to have solicitors work
in Pasco on a drive for Airmen's Welfare Fund entitled "Operation County Club"
Motion made by Bonnett, seconded by Hicks granting the request. Motion carried.
REFUND, JUNIOR CHAMBER OF CO^�IMERCE:
A letter was read from R. D. Chamberlin, President requesting a refund of $50.00
on Circus License and waiver on admission tax. Motion made by .Hicks, seconded
by Combs to refund business license fee of $50.00 and waive admission tax. Motio n
carried by roll call vote of seven (7).

A letter was read from W. H. Wrixon, stating -Mr. Umbarger was entitled to a refund
in the amount of $99.00, reimbursement from front footage paid on Lot 2, Larson's
Addition. Motion made by Avery, seconded by Hicks authorizing refund be issued.
Motion carried by roll call vote of seven (7).

inance to cover salary in the amount of $3,000.00 for public hearing on July 19,

Hicks and Milne voting "Yes"". Combs and VanHoy voting "No".
ELECTRICAL CODE:
More time was granted in preparing ordinance. Building Inspector to obtain a
copy of the State Code.
CITY DUMP SITE:
Northern Pacific and City Engineer to survey Northern Pacific property. Motion
made by Bonnett, seconded by VanHoy that City Engineer make proper drawing of the
Northern pacific property in four mile canyon area on proposed City Dump Site.
Motion carried.

AN ORDINANCE DECLARING AN EMERGENCY IN THE
GENERAL FUND OF THE CITY OF PASCO, APPROPRIATING
MONEY TO MEET THE SAME, AND PROVIDING FUNDS FOR
THE SALARY OF A CITY PLANNING DIRECTOR FOR THE
BALANCE OF THE YEAR 1955

reading by title only. Motion carried. VanHoy voting "No". Ordinance No.

SHOPPING CENTER:
City Attorney reports that the case rests with the Judge at the present time.
