HomeMy WebLinkAbout06-21-1955 Minutes2340 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JUNE 21, 1955 CALL TO ORDER: Meeting called to order at 8:00 P. M. Honorable Mayor Harry V. Custer presiding. ROLL CALL: By Clerk. Councilmen present were J. A. Avery, L. E. Bonnett, C. R. Combs, S. A. Connell, Raymond Hicks, C. S. Milne and T. R. VanHoy. .City Attorney Richard G. Patrick was present. READING OF THE MINUTES: Minutes of meetings held June 7th and June 13th were read and .approved as corrected. Motion carried. COMMUNICATIONS: TWO STORY BUILDING ON LUCAS AT NIXON (Dr. ORVAL PATCHET): Request for permission to construct a two story building in R-2 for office purposes. The Planning Commission made investigation and under Section 10, Paragraph 3, Ord- inance No. 435 they are asking concurrance to allow this request. Motion made by Milne, seconded by Avery that the council concur and permit be granted. Motion carried. PETITION TO VACATE A PORTION OF NO. IDAHO STREET (EARL LUDWIG): Petition presented re -Guesting that a portion of North Idaho Street, Block 134, Pasco Land Company'sAAddition be vacated of any further public use. Motion made by Bonnett, seconded by Hicks to turn this to the Street Committee for investig- ation and report. Motion carried. PASCO CITY HALL -UNIT "A": A letter was read from -ewis Hopkins Company requesting that the 15% retained on Unit "A" be released for payment. Motion made by Bonnett, seconded -by Avery that the payment be withheld. Motion carried. SIDEWALK WAIVER AGREEMENT, 1408 E. LEWIS: An agreement signed by J. J. Howard asking for the waiver as set out in agreement for service station drive-in accommodations. Motion made by Bonnett, seconded by VahHoy that the waiver be allowed. Motion carried. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: SAGE 'n SUN, SOUTH 10th & WASHINGTON: L. Diemond wishes to install a 5' sidewalk in place of 9' as required by Ordinance No. 688. Motion made by Bonnett, seconded by Avery that -request be allowed by agreement ckr 60, of 5' sidewalk will change to 9' if and when the council re- quests. Motion carried. Building Inspector to issue agreement. CITY PLANNER -FULL TIME POSITION: Mr. Erwen in behalf of the Planning Commission talked to the Council relative to employing a much needed full time planner. Mr. Floyd Jennings of the Association of Washington Cities was introduced and stated he could at this time recommend a competent planner to the City. Motion made by Milne, seconded by Bonnett that the Council will meet with Bill Austin (party recommended by Floyd Jennings) on June 27, 1955 at 12:01 P. M. Motion carried. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT: LEASE CITY OWNED PROPERTY (BIDS): One bid was received on June 20th, 1955 from River Center Development Company, 260 Homewood 'Road, Los Angeles 49, California signed by Sydney Sher. Following a study of the bid motion made by Milne, seconded by Avery that bid as submitted be rejected. Motion carried. READVERTISE: Motion made by Milne, seconded by Bonnett instructing the City Attorney to draw a Resolution 1) authorizing advertisement for bids to lease City owned property. 2) Legal notice to be advertised in Tri City Herald on June 22, 23 c&- 24 or June 23, 24 and 26, 1955• 3) Preparation of a new proposal to be made a part of the Resolution. 4) Opening of bids on June 27, 1955 at 12:01 P. M. Motion carried by roll call vote of seven (7). 2341 PASCO, WASHINGTON REPORTS FROM COMMITTEES: HAYWARD-LARKIN SIGN ON EAST "A" AT WALLA WALLA HIGHWAY: Committee Chairman Combs recommends granting an annual lease rental of $20.00 for each structure for out door advertising on city owned property. Motion made by Avery, seconded by Combs to accept the recommendation. Motion carried. METERS AT CITY HALL BUILDING: Motion made by Bonnett, seconded by Hicks that six (6) Parking Meters west of Third -on Clark have 12 minute parking time.- Motion carried. POLICE SIGN in front of City Hall Building; more detail necessary. TRUCK BY-PASS SIGNS: Combs is of the opinion that sign at Columbia and First be reve:r_sdd as suggested by the Chamber of Commerce and states that a hazzardous condition exists as it is now. More time adked. , SERVICE STATION, W. CLARK & 4th AVENUE: A request to have Ordinance No..672 repealed was discussed. No action taken. PURCHASES: Water Department: Adapters, Alumina, spindle dials, meters, meter yokes, Corp stops and electric drop cord $1,131.36 Motion made by Connell, seconded by Hicks authorizing purchases. Motion carried by roll call vote of seven (7). BUSINESS LICENSE APPLICATIONS: Motion made by Hicks, seconded by Bonnett that the following licenses be issued. Motion carried. Robert D. Lewis LIBRARY BUILDING STUCCO FINISH: City Attorney states that he has written the Bonding Company informing them that the City will take action unless the work is done in accordance with the contract documents. ELECTRICAL CODE: No report. APPOINTMENTS: (T. G. OVERLIE & R. S. BROWN) Mayor Custer re -appointed T. G. Overlie to succeed himself on the Planning Commission for a six (6) ,year term, expiration date April 7, 1961. R. S. Brown re -appointed to succeed himself on the Park Board for a three (3) year term, expiration date May 17, 1958. Motion made by Bonnett, seconded by Combs approving the Mayor's appointments. Motion carried. READING OF ORDINANCES: ORDINANCE NO. 819: AN ORDINANCE AMENDING ORDINANCE NO. 444 AND PASCO CITY CODE 5-9.20-, AND BEING AN ORD- INANCE CHANGING THE ZONE CLASSIFICATION OF THE FOLLOWING DESCRIBED PROPERTY FROM RES- IDENTIAL R-2 TO COMMERCIAL C-2 Motion made by Bonnett, seconded by Avery to give Ordinance No. 819 the first reading. Motion carried. Ordinance No. 819 was read. Motion made by Avery, seconded by Bonnett that Ordinance No. 819 has been given the first reading. Motion carried. PA,SCO, WASHINGTON COUNCIL CHAMBERS ORDINANCE NO. 834: AN ORDINANCE AMENDING ORDINANCE NO. 444 AND PASCO CITY CODE 5-9.20 AND BEING AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF THE FOLLOWING DESCRIBED PROPERTY SITUATED IN FRANKLIN COU TY, WASHINGTON, FROM RESIDENTIAL R-2 TO COMMERCIAL C-2 Motion made by Avery, seconded by Bonnett to give Ordinance No. 834 the first reading. Motion carried. Ordinance No. 834 was read. Motion made by Avery, seconded by Milne that Ordinance No..834 has been given the first reading. Motion carried. SPECIAL MEETING: Motion made by Milne, seconded by Avery that a special meeting be held at 12:01 P. M., Wednesday, June 29, 1955 for the introduction of a .Res.oluti'0n embodying lease. Motion carried. ADJOURNMENT: Motion made by Milne, seconded by Avery to adjourn to 12:01 P. M., Wednesday, June 22, 1955, for passage of Resolution on advertisement for bids, dates for advertising, proposals and information to bidders, date and time for opening bids.
