Having been sworn in and oath of office signed, (Councilmen -elect Raymond Hicks, C. R. Combs,- C. S. Milne and J. A. Avery were seated. City Treasurer Mary L. Ellison, following oath of office, filing of bond and other forms necessary, took office on Monday, June 6, 1955• ROLL CALL: By Clerk. Councilmen present were J. A. Avery, L. E. Bonnett, C. R. Combs, S. A. Connell, Raymond Hicks, C. S. Milne and T. R. VanHoy. City Attorney Richard G. Patrick was also present. Motion carried. TRUCK BY-PASS: A letter was read from the Chamber of Commerce recommending five changes in the present truck route. Motion made by Awry,, seconded by VanHoyy to turn this to the Street and Police Committees for study and recommendation. Motion carried. RE60 MENDATION: A letter was read from Herman F. Jaeger, Superintendent of Schools, recommending George Dyer's appointment to the Library Board. At this time the "'ayor appoint- ed George Dyer to succeed Stanley Ryder, term ending Decembers 31, 1958. Motion made by Bonnett, seconded by VanHoy accepting the T pointment. Motion carried. CEMETERY LOTS SOLD: A letter was read from Fulk & Leeper, Attorneys for lair. E. C. Graebner,-relative to lots purchased April 16, 1984; an error in price was mentioned, also exchange of lots suggested; wishes to ascertain where Charles Greabner is burried. Motion made by Avery, seconded by Milne to turn this to the Cemetery Committee and City Attorney. Motion carried. SIGN BOARD (HAYWARD-LARKIN INC.) A letter was read from the above out door advertising company requesting a year to Year lease on a portion of city owned property located in the SW2NE'NEC, Sec- tion 34, Range 9, Twn 30 , offering to pay $20.00 per year for each structure and estimate six structures. Motion made by Avery, seconded by Milne to turn this to the public property committee. Motion carried. CONGRESSMAN -AT -LARGE, DON MAGNUSON ($12,000.00): A letter was read from Congressman Magnuson acknowledging receipt of file for damages sustained through action of the Army Engineers in connection with the McNary Dam Project. Several copies of Bill S2071, claim for relief, were en- closed. MILITARY DEPARTMENT, ARMORY SITE, VEHICLE STORAGE BUILDING: Lyle E. Nostrant states by letter that preliminary work prior to actual const- ruction will start shortly and requests that the site be made available to the National Guard on or before August 15, 1955• Motion made by Bonnett, seconded by Connell to turn this to the Street Jommittee. Motion carried'. 2334 PASCO, WASHINGTON COUNCIL CHAMBERS JUNE 7. 1 RESIGNATION, STANLEY RYDER (BIBRARY BOARD): Mr. Ryder tenders his resignation as of June 11, 1955• Motion made by Milne, seconded by Bonnett accepting the resignation. Motion carried. FRANKLIN COUNTY RESOLUTION NO. 246, PIPE LINE FRANCHISE: Franchise as requested by the City to operate and maintain a system of water mains and laterals along County Roads for a period of 50 years, all in accordance '. with the provisions of Chapter 187, Laws of 1937. Motion made by Milne, seconded by Avery accepting franchise by County Resolution No. 246. Motion carried. TRANSFER $4,000.00 TO STREET DEPARTMENT: Motion made by Avery, seconded by Milne authorizing the Treasurer.to transfer $4,000.00 from the General Fund to the Street Fund. Motion carried. SCHOOL PROPERTY, WEST COURT: A letter was read from the .Board of Directors objecting to rezoning property across street from R-1 to a commercial district. Board policy, as adopted, is to discourage any and all commercialization around schools of the district. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. TIDE WATER OIL COMPANY SERVICE STATION, 4th & CLARK: Mr. Bloom spoke to the Council relative to improvements contemplated for this property, lease, etc., and requests change of Ordinance No. 672 to allow desired expansion. Ordinance No. 672 was read by the Mayor. Motion made by Milne, second- ed by VanHoy that the Council, as a whole, study the request and report. Motion carried. Petition with thirty-four signers opposing improvements presented by B. Hall. HOSPITAL & MEDICAL EXPENSE FOR INDIGENTS: Dr. Greenwell sp6ke regarding a budget appropriation in 1956 to cover itinerants medical and hospital care. Burden should not fall on just the physician and hospital. $3,000.00 was stated as the approximate figure not recon sled for hospital care last year. Such cases are not -eligible for welfare assistance. It was suggested that a letter be furnished the Council outlining needs etc., in a broken down form. Motion made by Bonnett, seconded by Connell to turn this to the claims committee for report (Connell, Dicks &-Bonnett). Motion carried. REMOVING ISLAND ON WEST LEWIS STREET: A Citizens resolution was read by Mr. Thomas Wood, signed by five property owners, requesting the City Council recommend to the State Highway Department that the Island between 8th and 9th streets be eliminated and parking restored in that block. Motion made by Bonnett, seconded by Avery that Resolution be forwarded to the State Highway Department requesting that a re -survey be taken and report furnished City of Pasco. Motion carried. ELECTRICAL CODE: Mr. Wiseman presented copies of an electrical code for consideration by the Council and suggested that an Ordinance be adopted along the lines of code pre- sented. Motion made by Avery, seconded by Bonnett to turn this to the zoning and planning committee's, -city engineer and building inspector for report. Motion carried. (Combs, .Avery & Bonnett). MR. & MRS. CASEY SHEPPARD: Mrs. Sheppard wished to know extent of street improvement plan and when No. Viehe would be oiled; stated no work had been done on their streets; she was informed that the City will grade and gravel street but oiling improvements will have to be done by L. I. D.. She also reported a bad condition of walkways in under- pass. City Engineer to instruct Street Superintendent to make correction. Mr. Sheppard wished to know what was being done on a new site for the City Dump. Twin City Construction Company moved out top soil on North Beach causing erosion. REGULAR ORDER OF BUSINESS RESUMED: PUBLIC HEARING. ANNEXATION, ELLIOTT'S ADDITION: Notice of public hearing was read. Mr. & Mrs. Casey Sheppard objected, account City unable to care for streets already in City limits. No°objections in writing. Motion made by Bonnett, seconded by VanHoy requesting City Attorney to draw an Ordinance annexing Elliott's Addition to Pasco. Motion carried. STATE HIGHWAY DEPARTMENT, QUIT CLAIM DEED, 201OF JAMES STREET, & RESOLUTION NO. 363 Motion made by Bonnett, seconded by Avery to turn this to the City Attorney for study and recommendation. Motion carried. Mayor to write City Attorney as to verbal agreement. Motion carried.. Motion carried. 2335 WATER COMMITTEE: Mrs. Grady requests water service on West Court. The Committee recommends that. Mrs. Grady pay front footage charge as per Ordinance. CIVILIAN DEFENSE: Councilman Avery reports that there is ample room in the new City Hall basement for Civilian Defense headquarters. Size of area to be decided later. SEWER LINES IN RIVERSIDE HOMES: City Engineer states that the City can use one block of sewer and water lines and parts of lines that run cross ways can be salvaged and end plugged. PIN BALL MACHINE -ORDINANCE: More time asked. ACQUIRING PROPERTY FOR CITY USE: City Attorney to draw ordinance to cover. LIBRARY BUILDING STUCCO FINISH: Councilman Bonnett read a letter from Moulton, Powell & Loney to Mrs. Abby Kidwell regarding George Thompson's contract on this work; he is willing to replace the stucco by the mesh or lath method on a cost basis not to exceed a given amount which was stated to be $5,100.00. The City holds a performance bond on this proj- ect. Motion made by Bonnett, seconded by Milne that the City Attorney and City Engineer study contract, specifications and data with the idea of presenting same to bonding company. Motion carried. BUILDING INSPECTORS REPORT: Report was read, and filed. LOADING ZONE, 1st & COLUMBIA: Chief of Police recommends painting a loading zone 20' north of crosswalk on First Street. Motion made by Avery, seconded by VanHoy accepting the recommend- ation of the Chief. Motion carried. Motion carried. 2336 MEETING PASCO, WASHINGTON COUNCIL CHAMBERS COUNTY COMMISSIONERS JOINT MEETING: JUNE 7. 1 Commissioners unable to meet with Council and Planning Commission account members not available. Joe Walker will make contact for a meeting at another time. PASCO ENGINEER DEPOT, WATER CONTRACT DA -45 -112 -AV 1-10: A letter was read from Jay W. Doverspike notifying the City that the above con- tract is being transferred to the District Engineers, Corp of Engineers, Walla Walla, Washington, effective July 1, 1955; acknowledgment requested. Motion made by Avery, seconded by Bonnett empowering the ivia,yor to sign notice of transfer and return. Motion carried. LEASE CITY OWNED PROPERTY, WEST CLARK, RESOLUTION 361: Following the adoption of Resolution No. 361, resolving that the above mentioned property will not be needed for park purposes, leasing property to the highest bidder was discussed. Motion made by Avery, seconded by Bonnett that the City Attorney draw Resolution resolving that: 1) The City Council as a result of a public hearing on May 5, 1955, and other deliberations deems it to be to the best interests of the City tD lease the city property to the best and highest bidder with minimum bid set at $2,000.00 per year 2) That the advertisement for bids be prepared and published in t' - the Tri City Herald on the 13th, 14th and 15th of June, 1955 3) That the advertisement Information to Bidders and the Proposal be made a part of the resolution 4) That the bids be opened on June 20, 1955 at 12:01 P. M., in the City Hall, Pasco, Washington and be publicly opened and read 5) Added revenue for changed uses other than what the lease calls for is subject to approval of Council to use and added charges to be made Motion carried.
