Councilmen present we're'J. A. Avery, L. E. Bonnett, S. A. Connell, Lee J. Craig, Q. S' Milne and T. R: VanHoy. C. R. Combs was absent. City Attorney Richard G. Patrick was present. READING OF THE MINUTES: o Minutes of meeting held May 3,.1955 were read and approved. COMMUNICATIONS: JUNIOR COLLEGE: A letter was read from School District No. l expressing their thanks for the cooperation of the Mayor and Council in obtaining the location of the college in Pasco. CITY'S CLAIM FOR $12;000.00, ARMY ENGINEERS: Two letters from Hal Holmes and'one from Warren G.*M&Anuson were read stating the file on above claim had been received and taken up with Legislative Council and discussed with Chief Clerk of the Judiciary Committee for comtemplated leg- islation. Three facts were mentioned as weakening the claim. However he states he is willing'to go ahead with the procedure and try to get it passed. Motion made by Avery, seconded by Bonnett to go ahead and have bill introduced. Motion carried. ELLIOTT'S ADDITION: A petition by letter was presented by J. C-. Elliott, sole owner of Blocks one and two, was read petitioning the City Council to annex the following described property: The north 240 feet,of the N. -E.4 of the NW3- 49 Section 33, Twp 9N, Range 30, EWM, Franklin County, Washington of Blocks 1 and 2 Motion made by ,Avery, seconded by Craig to accept the petition and hold a pub- lic hearing on Tuesday, June 7.., 1955 at 8:00 P. M. Motion carried. HOUSING AUTHORITY: A letter was read from R. -S. Brown, Executive Director of -the Housing Authority, stating that the Riverside -Homes would be -terminated by June 30, 1955 and the property cleared' Expressed desire to�assist the City in grading fills into the street areas, etc., also offering use -of their 'sewer maps if needed. Motion made by Avery, seconded by Milne to turn to City Engineer for study and necess- ary action. Motion carried. CIVILIAN DEFENSE: A letter was read from Director A. D. Widdows requesting a 30' x 30' apace in the new City Hall basement for headquarters also the use of chairs, table, desk and two filing cabinets. This was turned to J. A. Avery to work out with a Committee of Bonnett, Milne and City Engineer. PASCO WATER FOLLIES, INC: A letter was read from Earl Halverson., President, regarding exclusive license rights for period during the event, July 16 to July 24, inclusive, also use of city owned property on West.Clark between Lucas and 13th. Motion made by Bonn- ett, seconded by Connell that request of the -Water Follies be granted for the period of July 16 to July 24, 1955 inclusive. Motion carried. BUILDING INSPECTOR: Report for April 1955 was read. AIRPORT FIRE TRUCK: Sales Slip and application for Certificate of ownership to be forwarded to 0. V. Cotton. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. 2326 PASCO, WASHINGTON Advertising sign at 10th & B Streets considered a nuisance by N. S. Wood who is living at 1015 West B'Street. Motion made.by Milne, seconded by Avery to turn to Police Committee. Motion carried. WATER SERVICE TO HURLEY PROPERTY ON W. COURT: Mrs. K. Grady is in the process of platting this property and desires water service; is willing to dedicate 30' for street purposes. Motion made by Milne, seconded by Bonnett to turnthis to the Street and "Water Committees. Motion carried. Mrs. Grady's mailing address is Mounted Route 2, Pasco. THOMAS W. SULLIVAN, UMBARGER ADDITION: Request building permit for duplex on Lot 17, Block 2, Umbarger Addition, thus making a four-plex on this lot which by error was zoned R-1 on August 4, 1953, by Ordinance No. 760. Mr. Sullivan was advised by the. City Attorney to wait until Ordinance amending Ordinance No. 760 was in effect. WATER SERVICE LINE: Frank Maupin wishes to know charges, etc., in'connection with obtaining water service from Road 36 to Road 40 to serve his property.. Mr. Maupin was advised that he would be allowed same arrangement submitted to'the school district, which was $3,600.00 plus -front footage of pr6perty,served; as connections are made on extension, a refund will be in order. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT. READING OF ORDINANCES: EMERGENCY ORDINANCE NO. 826:. Notice of public hearing was read. No objections registered in person or by letter. ORDINANCE NO. 826: AN ORDINANCE DECLARING.AN EMERGENCY IN THE LIBRARY FUND OF THE CITY OF PASCO, APPRO- PRIATING MONEY FROM THE GENERAL FUND TO"MEET THE SAME, AND PROVIDING FUNDS FOR NECESSARY BUDGETED ITEMS.FOR'THE.LIBRARY FOR THE BAL- ANCE OF THE YEAR 1955 Motion made by Avery, seconded by Craig to give Ordinance No. 826 the second reading by title only. AN ORDINANCE AMENDING ORDINANCE NO. 760 TO CORRECT THE REAL PROPERTY DESCRIPTION THEREIN AND BEING AN ORDINANCE CHANGING THE ZONE CLASS- IFICATION OF THE FOLLOWING DESCRIBED PROPERTY IN FRANKLIN COUNTY, WASHINGTON, FROM RESIDENTIAL R-2 TO RESIDENTIAL R-1: ALL OF BLOCK 1 AND LOTS 1 TO 16, INCLUSIVE, AND LOTS 18 TO 20, INCLUSIVE, BLOCK 2, UMBARGER'S ADDITION TO PASCO, ACCORDING TO THE OFFICIAL PLAT THEREOF RECORDED IN THE OFFICE OF THE AUDITOR OF SAID COUNTY Motion made by Avery, seconded by Milne to give Ordinance .No. 832 the first reading. REPCR TS: GRAVEL PIT: Following meeting with Mr. Martin and Mr. Ware, nothing has been(done as to agreement discussed at the meeting. Motion made by Bonnett, seconded by Avery that the City Attorney be instructed to contact Mr. Martin and Mr. Ware inform- ing them that the City is about to enforce equity in bond. Motion carried. City Attorney suggests a better.and tighter agreement with time limits and grades required. BOAT BASIN: Connell reports that L. W. Vail has not cleaned up the Boat Basin as per agree- ment signed August 10, 1954, to grade and level excavated area, surface road ways and areas with selected gravel material then re -construct break water dikes on the river side of Yacht Basin b,y'sloping with heavy gravel material. Follow- ing discussion motion was made by Avery, seconded by Connell that the City Att- orney write L. W: Vail stating that he is on contract, forfeit time and has not finished grading, leveling, etc., according to contract. Motion carried. PURCHASES: WATER DEPARTMENT: Sleeve, meters, yokes & stops $ 1,004.71 CITY TREASURER: Checks 45.62 CITY CLERK: 12 pamphlet editions 12.00 Motion made by Connell,'seconded by Avery authorizing the above purchases. UNFINISHED BUSINESS: LOADING ZONE, 1st & COLUMBIA: Request by Mr. White for parking space turned to Chief of Police McKibbin. BLANKET FRANCHISE FOR MATER LINES IN FRANKLIN COUNTY: Avery reports meeting with County Commissioners regarding the above mentioned Franchise. Commissioners were favorable to franchise. Will take action on same and return a copy for the City files. D. A. GALLANT INSURANCE: More time granted committee. APPOINTMENT DUE: Appointments due for the Library and park Boards. Mayor suggests names be submitted. ASSOCIATION OF WASHINGTON CITIES CONVENTION: City Engineer George R. Fisher, Mayor Harry V. Custer and L. E. Bonnett -antici- pate attending. UNITED STATES AND STATE FLAG: A bill has been passed making it manditory to have the two flags over govern- mental buildings. VAULT SHELVES & METER BENCH: Motion made by Bonnett, seconded by Avery empowering the City Engineer to have necessary -installations made for the meter man,*shelves in vaults and varnished. Expense to be set up in an emmergency ordinance. Motion carried. WINDOW BLINDS: Prices received from Harry Wellman. City Engineer advised to get more estimates. DEPOSIT SLOT FOR TREASURER'S OFFICE: Deposit slot or deposit.box. City Engineer to work this out. CLOSE CITY HALL ON MOVING DAY: Motion made by Avery, seconded by Milne that the public be notified ahead of time when date is set for moving.
