By Clerk. Councilmen present were J. A. !Avery, L. E. Bonnett, C. R. Combs, Lee J. Craig, C. S. Milne and T. R. VanHoy. S. A. Connell arrived at 8:20 P. M. Richard G. Patrick, City Attorney, was present. READING OF THE MINUTES: Minutes of meeting held April 5,, 1955 were read and approved. - BUREAU OF RECLAMATION (DUMP SITE) A letter was read from P. R. Nalder. Project Manager, stating that the Bureau would have no objections to the location of a garbage disposal dump site in the NW4NW, Section 24, Twp 9N, Range 30, E.W.M., southern extremity of proposed Irrigation Block 17.He does not advise withdrawing this from the irrigation district since it is not cove4ed by a recordable contract. Committee to recommend exact location desired. LEWIS HOPKINS COMPANY, 221 So. 3rd: Constructing a metal covered frame addition to existing warehouse at the above address requested biy Mr. `4opkins. Motion made by Avery, seconded by Combs that request be granted. Motion carried. EMPLOYEES SECURITY BY INSURANCE: A letter was read from the Civil Service Commission suggesting that the need of this type of security be investigated. KWIK KAFE: A letter was read from Mr. Wood making application to install an automatic hot coffee and chocolate,machine in the Pasco City Hall. Motion made by Avery, sec- onded by Connell to table request for the present time. Motion carried. PROSSER PACKERS INC. (AIRPORT BOILER): A letter was read from W. F. Margrath stating that they would take delivery the latter part of May 1955• WELDON POPCORN WAGON: A letter was read from Mr. J. A. Weldon requesting permission to vend popcorn in the same manner as the ice cream vending skooter. Motion made by Avery, seconded by Milne to turn this to the Police Committee. Motion carried. JAYNES TYPEWRITER EXCHANGE (CONTRACT): A letter was read from Frank Carlile Manager, relative to service by contract on one electric typewriter would be 625.00 per year. Motion made by Bonnett, seconded by Connell that maintenance agreement be entered into upon expiration of guarantee. Motion carried. TRANSFER: City Treasurer Mildred Montgomery requests authority be given City Clerk to tran- sfer $24,878.35 from Sewer Plant Construction Fund to Water System Betterments, Ordinance No. 786. Motion made by Bonnett, seconded by Avery authorizing tran- sfer. Motion carried. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. HOUSING A??THORITY: A letter was read from R. S. Brown and C. S. Roff relative to their program with reference to disposing of some of the homes as soon as practical. Mr. Brown answered questions during the discussion. Motion made by Milne, seconded by Craig that council go on record requesting that the Riverside Homes be liquidated as soon as possible. This to be accomplished by moving top brackets first. Motion carried. Hicks Motion made by Bonnett, seconded by Milne approving the Committees as presented. Motion carried. WESTON REDI-MIX INC: Renewing or extending bond discussed. Entire file turned to City Attorney for opinion on present status. Business license application, to change name of oper- ator for ready -mix concrete was presented by M. W. McLam was part of the dis- cussion. Application held up for report or opinion from the City Attorney. Motion made by Milne, seconded by Avery to turn to City Attvrney/an obion omm �eeied. (Combs chairman of committee) . BUSINES'S LICENSE APPLICATIONS: Seven (7) applications were read as follows, also two (2) applications for solic- iting. Motion made by Craig, seconded by Connell that the bid of Bravely Mower be accept- ed, subject to correction of sulky, by credit. Motion carried by roll call vote of seven (7). �3 PASCO, WASHINGTON FIRE DEPARTMENT, TEMPORARY UAB RTERS: Chairman of .the Fire Committee,reports that the Fire Department has located temporary quarters for the department to occupy during construction of the new building which they feel is superior to what the U. D. had to offer. This location is on West Clark in the Siberry Building between 2nd and 3rd Streets; rental $100.00 per month. Motion made by Combs, seconded by Van Hoy authorizing fire committee to su§stitute the above location at same rental of 100:0.0 per month. Motion carried. INSTRUCTIONS, REZONING, VACATING & PLATTING: Setting these instructions up was discussed. Motion made by'Milne, seconded by Craig to refer same to the Planning Committee of the Council, Combs, Avery and Bonnett, for recommendation. Motion carried. SUB -COMMITTEES, BOARDS & COMMISSIONS: Electing their Chairman each year was favored by the Mayor. Motion made by Bonnett, seconded by Craig that the City Attorney draw ordinance relative to the above mentioned bodies electing their chairman or presiding officer each year. Motion carried. ENGINEERING DEPOT (FIRE TRUCK): Obtaining a fire engine from the depot in exchange for fire protection was dis- cussed. Mayor to submit an agreement subject to council approval: TE HIGHWAY NO. 3, COLUMBIA RIVER BRIDGE TO PRIMARY AY NO. 11 CONNECTION: The State Highway Department requests a quit claim deed on a 20' strip on the north side of James. Motion made by Avery, seconded by Milne to table this for the time being. Motion carried. PROPOSED GROUP LIFE INSURANCE: One letter submitted. No action taken; held up for study and more proposals. READING OF ORDINANCES: ORDINANCE NO. 824: AN ORDINANCE VACATING THE NORTH -SOUTH AND EAST -WEST,; ALLEYS OF BLOCK 150, PASCO LAND COMPANY'S FIRST ADD- ITION TO PASCO - Motion made by Connell, seconded by Combs to give Ordinance No. 824 the second reading by title only. ORDINANCE°N0. 826.: AN ORDINANCE TO REPEAL ORDINANCE NO. 699 AND CODE. 5-13.08, 5-13.12 AND 5-13.16, REQUIRING THAT LAND WITHIN THE CITY OF PASCO UPON WHICH CONSTRUCTION IS TO TAKE PLACE SHALL BE PLATTED BEFORE A BUILD- ING PERMIT FOR SUCH CONSTRUCTION SHALL BE ISSUED `AND PRESCRIBING PENALTIES FOR THE VIOLATION THEREOF Motion made by Craig, seconded by Bonnett to give Ordinance No. 825 the second reading by title only. ORDINANCE NO. 830: AN ORDINANCE ADOPTING THE CODE OF ORDINANCES OF THE CITY OF PASCO, KNOWN AS "THE PASCO CITY CODE, 1954°1, PROVIDING THAT SAID CODE SHALL BE ACCEPTED AS PRIMA FACIE EVIDENCE OF THE LAW OF THIS CITY, PROVIDING FOR AMENDMENTS OR SUPPLEMENTS TO SAID CODE, AND MAKING A COPY THEREOF AVAILABLE FOR PUBLIC INSPECTION Motion made by Connell, seconded by Combs to give Ordinance No. 830 the first reading.
