B. Lovelace, Building Insp- ector, stating that the Riverside Homes and Parkside Homes are becoming more and more of a fire hazzard. Disposing of Riverside Homes was discussed. Motion made by Bonnett, seconded by Connell that a member of -the Housing Authority be pres- ent at the next council meeting to state their program, also that the Housing Authority be furnished a copy of Fire Chief and Building Inspector's letter. Motion carried. CITY DUMP PROPERTY (NEW SITE): A letter was read from the County Commisioners stating the County Planning Comm- ission would consider location of City fimPheir next regular meeting. Joe Walker was present and spoke on procedure to be taken on account of several desirable locations .come under the Bureau of Reclamation, Columbia Basin Project. Motion made by Bonnett, seconded by Avery authorizing Mayor to write letter to Phillip Naider, Project Manager, Bureau of Reclamation, Columbia Basin Project, Ephrata, regarding 40 acres or more preferably in Section 14, 23 or 24. Motion carried. ,CITY PROPERTY NEAR MEMORIAL PARK: A letter was read from the Park Board and Park Superintendent recommending that .any money realized from the above mentioned property be placed in an accumulative reserve fund for future land purchases and capital improvement for present parks. Following a discussion in committee reports, motion was made by Avery, seconded by Milne that a Public Hearing be held on May 5, 1955 for discussion of disposition on this property at lUb_st Mound and Lucas. Motion carried. RADIO BROADCASTING ANTENNA TOWER: A letter was read from thw Washington State Aeronautics Commission with reference to constructing an antenna tower at West Court and Road 60 and requesting that comments be submitted to the Commission not later than April 15, 1955• Copies of letter furnished 0. V. Cotton, Airport Manager and Joe :[balker, County Building Inspector. JAMES STREET CONTINUED (WERNETT ROAD): A letter and waiver of claim for damages and consent to locate road was read from Farl Johnson, County Engineers Office and James H. Updyke, stating a few property owners on this road were reluctant to give.a 30' strip for right-of-way, so we are asking for 20' on this waiver. Motion made -by Bonnett, seconded by Avery authorizing the Mayor to sign right-of-way waiver as requested. Motion carried. PUBLIC HEARING -VACATE EAST & WEST AND NORTH & SOUTH ALLEYS, BLOCK 150, PASCO LAND CO'S FIRST ADDITION: Notice of public hearing was read. No objections registered in person or by letter. Motion made by Avery, seconded by Bonnett that an Ordinance be drawn vacating the above mentioned alleys. Motion carried. REGtTL:;R ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: SERVICE STATION, CONTINENTAL OIL CO., WEST LEWIS & PACIFIC: Mr. Lemar Lindsay states the alley is low behind their new service station iand:�: desires to gravel alley at present grade level and black top when same is brought to grade. Motion made by Avery, to. -,,turn this to the Street Committee for study and recommendation. Motion withdrawn. Motion made by Bonnett, seconded by Connell that the Continental Oil Company go ahead with construction, with the understanding that all portions of lot that acre black -topped shall drain into Lewis Street. Motion carried. EASEMENT CHANGE REQUESTED: J. E. Anderson would like to have alley easement changed back to alley in the vicinity of Margaret and Chase. die was informed that the City has no jurisdiction over this imatter. WESTON REDI-MIX, BUSINESS LICENSE CHANGE: Homer Serge, in person, requests that Business License be changed to his name. Bonnett suggests appointment of Committee to meet with Mr. Serge and put findings on paper. Property Committee to make contact. Combs, Connell and Milne. D. sub -station on W�_st Court Street continued. A discussion. followed. Motion made by Avery, seconded by Combs that the Council feels, if the County fire district desires the above mentioned location they can go ahead and attain the property, then the City may take necessary action for building and manning fire station when it is to the best advantage. Information requested from The Association of Wash- ington Cities is available for.work on Ordinance. (Committee-VanHoy,' Craig and Connell) UNDERPASS LIGHTING FOR ADDITIONAL SAFETY: A letter was read from T. P. Doyle stating the illumination of state highways within the City limits is the.responsibility of the City. Removing lower structure abuttments has not proved satisfactory; hard to keep delineators clean. Pedestrian walk may be improved by heavier wiring. Motion made by Bonnett, seconded by Connell that the,City Engineer acquire information from an electrical company and report. Motion carried. JOINT MEETING: City Council and Planning Commission to meet on April 13, 1955 at 8:00 P. M. in the Council Chambers on Land Use Ordinance, so reports the Mayor. BOAT BASIN: BIDS CONCESSIONAIRE: Superintendent of Parks Harold Wyman requests the (Council to set fees, term of lease and date of call for bids on concessionaire. Motion made by Bonnett, sec- onded by Connell to call for bids for concessionaire under terms set up by the Army Engineers, callable Tuesday, May 3, 1955• Motion carried. CITY OWNED.PROPERTY (WEST MOUND): Motion made by Avery, seconded by Milne to hold a public hearing on May 5, 1955 to discuss disposition to be taken on this property situated between Mound and Hopkins, East of Lucas. BUDGET REPORT: Budget report was furnished each member of all departments by the City Clerk. DEPARTMENT OF HIGHWAYS (JAMES STREET: Mr. James of the State Highway Department presented papers and a quit claim deed requesting the City to deed a strip on James formerly deeded by the government account adjacent to the Airport. Citys approval needed account City now owning tie Airport. It was decided to take this up with State Representatives at a luncheon on April 12, 1955 at the Elks Club. City Clerk to notify.
