Custer presiding. ROLL CALL: By Clerk. Councilmen present were J.A. Avery, L. E. Bonnett, C. R. Combs, S. A. Connell, Lee J. Craig and C. Se' Milne. T. R. VanHoy was absent. City Attorney Richard G. Motion carried: Following short recess the meeting was called to order. Motion made by Avery, seconded by Connell to accept the bid of Consolidated Supply Company in the amount of $1,941.51, ac- count this being the lowest and best bid. Motion carried by roll call vote of six (6). BIDS --DRILLING MACHINE: Legal notice was read. Two (2) bids received, opened and read as follows:. Consolidated Supply Co F.O.B. Pasco $ 1,471.56 Spokane, Washington Hughes & Company F.O.B. Pasco $ 1,652.47 Spokane, Washington Motion made b -y Avery, seconded -by Combs to turn bids to Nater Committee and City Engineer for recommendation. Motion carried Mayor Custer declared a- few minutes recess for study and recommendation on both bids Following re- cess and meeting called to order; motion was made by Avery, seconded'by Connell to accept bid of Consolidated'Supply Company in the amountrof $1,471.56 account being the lowest and best bid. Motion carried by roll call vote of six (6). MAGAZINE SOLICITORS - AMERICAN LEGION: R. J. Gregory's letter to the Council was read, requesting a waiver of Ordinance No. 741 account aper centage of proceeds to be used for the purchase of addit- ional emergency equipment for free home use to all residents. Mr. Gregory and The Crowell Collier Publishing Company representatiiTe discussed the intent of the Ordinance and necessity -of bond. They were informed that a copy of the Comanybond covering each solicitor would be sufficient with the license fee of 95.00 each. In conclusion motion made by Avery, seconded by Connell that the Crowell Publishing Company group be allowed to solicit with bond on file and license fee paid. Motion carried. v 2 PASCO, WASHINGTON - REGULAR _ MEETING --- - - - --COU_I_L = CAIBEES _ . _---- - - - FEBRUARY= 15,1-19:5 - - - BESSIE GUETLER ACCIDENT, DECEMBER 4, 1954: A letter was read from the City Clerk relative to request by phone from Bessie) 'L. -r Guetler for a release or eeceipt in connection -with auto accident at Columbia and Tacoma creating damage to a fight post. I. N. Brickey rendered a bill in the amount of $31.30 to cover damage. The License Department'in Olympia -has reouested the receipt, release or forfeit of Driver's license. Motion made by Bonnett, seconded by Connell authorizing Mayor to sign release upon payment of $31.30. Motion carried. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT: SCHOOL PROPERTY BETWEEN ROAD 40 & 36, APPROXIMATELY 20 ACRES: Property located between Roads 40 and 36, west of Pearl and north of Court Street Street consisting of twenty (20) acres; Stanley Ryder and Vincent Small request a statement from the Council on cost -of water service installation to this school site.. Charges based on installations to other schools in the amount of $3,600.00 for front footage; $569.31 meter service installatioh was recommended b y the City Engineer and Vyater Committee, also a charge of $350.00 for Fire Hydrant and in- stallation. Motion made by .Avery, seconded by Connell to approve the amount of $3,600.00 front footage, $569.31 meter service and $350.00 fire hydrant install- ation charge; also itis to be understood that other hookups on"this line will not be reimbursed. Motion carried by roll call vote of six (6). Motion made by Avery, seconded by Connell that in case the Fire Hydrant is not furnished by the City the cost of same will be deleted. Motion carried. MARK SEAMAN, SIDEWALK -SO.. 5th & COLUMBIA: Mr. Seaman requests permission to install a 91 sidewalk on South 5th and -Col- umbia instead of a 142 sidewalk. Placing new sidewalk from the corner west on Columbia was also discussed. Motion made by Milne, seconded by Connell that Mr. Seaman be allowed -to install a'9' sidewalk instead of 142' upon signing stand- ard agreement form. Motion carried. BAILEY APARTMENTS, W. SHOSHONE & NO. 10th: Mr. Bailey is ready to make sidewalk installation and desires to set the curb back to the sidewalk,,thus delete a 10'' strip between walk -and curb. Motion made ;b y_:Avery, seconded by Bonnett to refer this to the Street Committee for investigation and report. Motion carried. REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT: REPORTS FROM COMMITTEES: SCHOOL BUS CROSSING "A" STREET: Motion made by Bonnett, seconded by Combs authorizing the mayor to request a traffic count from the Public Service Commission. Motion carried. PURCHASES: WATER DEPARTMENT: Bills, Tally rolls, meters, meter boxes, lead, pea -P.1 oil, crosses, pipe and reducers $ 2,419.11 STREET DEPARTMENT: e i Broom refill 50.77 i' PARKING METER DEPARTMENT: Parts and repairs to meters 469.17 PARK DEPARTMENT. Sprinklers, diving board, pipe, cement and parts for mower $ 1,310.46 !' Motion made,'by Connell, seconded by Avery to table requests for purchases by the Park Department; same to be taken through the Park Committee. Motion carried. Motion made by Connell, seconded by Combs authorizin all other purchases as requested. Motion carried by roll call vote of six LIBRARY DEPARTMENT: A letter was read from the Library'Board Chairman Abbie Kidwell requesting to purchase shelves for children's room.* In consulting the treasurer's report the Library Fund was found --to be in'the red. Motion made by Bonnett, seo6hded by Avery to advise the Boavd through its Chairman the condition of the funds and request that they apply again after first good payment of tax money has been received rendering better condition of the funds. CURFEW ORDINANCE N0, 503: Councilman Bonnett reports several complaints from parents relative to mid-night shows and children not returning home until an early hour of the: morning. Ord- inance No. 503 was read. Following a discussion motion was made by Bonnett, sec- onded by Craig that the Mayor- -notify the Chief of Police in regard to enforcing "Sec 3,. Ordinance No. 503. Motion carried. - SHELL OIL STATION NORTH 4th & WEST COURT:- STREET COMMITTEE asks more time on this. Same was granted. TRUCK SY-PASS SIGNS ( 1st & Lewis):- More time asked. Same-was granted. UNION OIL SERVICE STATION, E. LEWIS & FRANKLIN: City Attorney states he advised'Mr. Ludwig that poles could not be placed in the street. Committee asks more time to report. Same was granted. FIRE CHIEF - NEW LOCATION (TEMPORARY): A letter was read from Fire Chief-'Lyle-Cooney itemizing necessary steps to be taken in relocating City Fire Department and Equipment as follows: One 20' metal tower to mount siren on rear. top of new city hall (installed) $205.00; one radio-remote control, used 1950 model $150.00 or-1955 model $206.00 Plus freight; lines from P. U. D. to connect controls on-temporary station $160.00; Rental on P. U. D-. building at the rate of $100.00 per month (3 mos. $300.00) The siren tower and radio equipment must be obtained before a satisfactory move can be made Motion made by Bonnett, seconded by Milne that the Fire Department be granted necessary authority to go ahead as requested. Moore enclosing duplicate originals of proposed agreement supplementing Permit No. 7587-3 to cover additional pipe lines anc changes in size of pipe along and acrows our right-of-way near Ice House at Pasco. Motion made by Bonnett, seconded by Combs that the Mayor and Clerk be authorized to sign agreement upon approval by the City Attoaney. Motion carried by roll call vote of six (6). CITY PROPERTY (CONDEMNED): City Attorney reports that the Attorney General's opinion not received; act is not being drawn for Legislature. Motion made by Avery, seconded by Craig favoring introduction of -an Act in Legislature authorizing cities to use prop- erty described as follows, in any way they see fit: That -portion of the" -southwest quarter of the southeast quarter' of Section 30, Township 9 north, Range 30'E.W.M., lying east of the -easterly boundary of ' Heliti's Second .Addition"to Pasco, south of the j southerly boundary of O'Keefe's 'Secorid Addition to Pasco; west of the westerly boundary`of Pettit` s Second Addition_ to Pasco, and'north'of the -northerly right- of-way line -of Mound Street as it is ex- i tended and used. Motion carried. FIRE RATING SURVEY: Requesting survey, by the Mayor, to be held up for the time being, following reading of letter to Wendell P. Brown from C. G. Reichert of the Northwestern Mutual Fire Association. AIFP ORT BOILERS: Mayor Custer reporting for -the Airport Committee requests re -consideration on former action to sell boilers at a minimum price of X5,000.00; wishes to have ` the minimum lowered -arid another date set. AIRPORT CAR SPOTTING.SPACE: A letter was read from Airport Manager"'0: V.'Cotton stating spotting space has . ' been assigned the Northwest Chemical Inc g for two cars: A ri-form Company of Washington has been assigned space to spot five (5) cars. These assignments by letter are to become part of the current lease. BILLS: Expenses incurred by the Primary Election and Pension Fund Check for Mrs. L. j A. RESOLUTION NO. 359: A RESOLUTION SETTING UP THE PROCEDURE TO BE FOLLOWED BY THE CITY CLERK IN DISTRIBUTING THE COPIES OF THE PASCO CITY CODE Resolution No: 359 was read.
