CALL TO ORDER:
Meeting called to order at 8:00 P. M. Honorable Mayor Harry V. Custer presiding.

PIN BALL MACHINES & BINGO:
A letter was read from Paul D. Sutley pertaining to licensing these machines and
game of Bingo for revenue purposes. Motion made by Avery, seconded by Combs to
turn this to committee for consideration. Motion carried.
WIDOW'S PENSION, MRS. LARRY MATTHIAS
A letter was read from City Attorney Richard G. Patrick stating Mrs. Matthias
will receive $125.00 per month for her life or until she remarries, plus funeral
benefits in the amount of $200.00" in accordance to 1935 ,Ses-si'on Laws, R.(C.W.
41.16.230. Her attorney, John Hortigan agrees to this settlement.
RATING BUREAU SURVEY:
A letter was read from Wendell P. Brown to Carl Reichert, State Department, rel-
ative to having a survey made of the City of Pasco and who to contact for this
service.

PASCO, WASHINGTON
WERNETT ROAD OR JAMES STREET:
A letter was read from H. L. Blanton stating thecounty contemplates improving
Wernett Road which includes property owned by the City. He submitted a waiver
of claim to be signed before construction could be started. Motion made by
Bonnett; seconded by Avery to turn this to the City Engineer for investigation.
Motion carried.
NORTHERN PACIFIC RAILWAY CO'S WATER SERVICE METER:(HUMP YARD)
A letter was read from R. W. Humphrey, Assistant Engineer, relative to water sera:
vice crossing from Airport and meter to be located in an 8" line now under con-
struction. Water Department to render invoice covering charges.

NOR-KEM NORTHWEST CHEMICAL INC.:
A letter was read from R. H. Reed requesting a two car spot on the dead end spur
track at the Vasco Airport to avoid demurrage; would like a lease covering same
for the year 1955• Motion made by Bonnett, seconded by VanHoy to refer this to
the -Airport Committee for recommendation. Motion carried.
ALTERNATE TRUCK BY-PASS
A letter was read from S. C. Davis, Business Representative, Teamster's Union,
Local 839, calling attention to inconvenience caused by stop sign at First and
Columbia and suggest that First street be made a through street by placing signs
on Columbia and feel that this would expediate traffic. Motion made by Avery,
seconded by Connell to turn this to Police Committee for study and recommend-
ation. Motion carried.
SHELL OIL SERVICE STATION, NORTH 4th & COURT:
A letter was read from E. E. Nelson, District Engineer relative to nearest water
and swwer service to this location and requested permission to install a septic
tank since the sewer is so far. Motion made by Bonnett, seconded by Combs to
turn to Water Committee for recommendation at next regular meeting. Motion
carried.
BOILERS -AIRPORT -CALL FOR BIDS:
A letter was read from 0. V. Cotton, Airport ""anager requesting call for bids to
sell six (6) -Boilers located at the Airport. Motion made by Avery, Seconded by
Connell to call for bids on boilers on Tuesday, March 1, 1955, minimum price to
be $5,000.00 and advertise in the Daily Journal of Commerce. Motion carried.
RESOLUTIONS & ORDINANCES:
RESOLUTION NO. 357:
A RESOLUTION FIXING A TIME FOR PUBLIC HEARING
ON A PETITION -TO VACATE THE EAST AND WEST ALSO
THE NORTH AND SOUTH ALLEY IN BLOCK 150, PASCO
LAND COMPANYS FIRST ADDITION TO-PASCO
Resolution was read.
Motion made by Avery, seconded by Connell to adopt Resolution No. 357 and hold a
public hearing on Tuesday at 8:00 P. M., Manch 1, 19-55. Motion carried by -roll
call vote of six (6).

Motion made by Bonnett, seconded by Avery to adopt Resolution No. 358. Motion
carried by roll call vote of six (6).
ORDINANCE NO. 818:
AN ORDINANCE VACATING THE NORTH AND SOUTH ALLEY
OF BLOCK 20, HELM'S SECOND ADDITION TO PASCO
Motion made by Avery, seconded by Combs to give Ordinance No. 818 the second
reading, by title. Motion carried. Ordinance No. 818 was read by -title. Motion
made by Avery, seconded by Connell that Ordinance No. 818 has been given the sec-
ond reading by title. Motion carried. Motion made by Avery, seconded by Connell
to give Ordinance No. 818 the third reading. Motion carried. Ordinance No. 818
was read. Motion made by Avery, seconded by Craig that Ordinance No. 818 has
been given the third reading. Motion carried. Motion made by Avery, seconded by
Bonnett to adopt Ordinance No. 818. Motion carried by roll call vote of six (6).

AN ORDINANCE AMENDING ORDINANCE NO. 595 AND,BEING
AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF
THE FOLLOWING DESCRIBED PROPERTY FROM RESIDENTIAL
R-2 TO COMMERCIAL C-2
Motion made by Avery, seconded by Bonnett to turn Ordinance No. 819 back to the
Planning Commission, advising that the City Council is in disagreement account
25' access not sufficient. Motion carried.
ORDINANCE NO.. 820:
AN ORDINANCE TO AMEND SECTION 1 OF,ORDINANCE NO. 690
RELATING TO SEWER SERVICE CHARGES I.
Motion made by Avery, seconded by Connell to give Ordinance No. 820 the first
reading. Motion carried. Ordinance No. 820 was read. Motion made by Avery,
seconded by Bonnett that Ordinance No. 820 has been given the first reading.

POLICE COMMITTEE:
TWELVE MINUTE PARKING AT LIQUOR STORE: Chairman reports that the Committee is of
the opinion that conditions will soon clear up following completion of the City
Hall. Motion made by Bonnett, seconded by Avery denying request. Motion carried. !I
I STOP SIGN, ADAMS & WEST SHOEiHONE:
Chairman reports that this location is to close to other arterial to create another
one. Motion made by Bonnett, seconded by Avery to place stop signs at Adams and
Shoshone on a 90 day trial basis. Motion carried.
MANSON, RUTH STREET:
Mr. Manson was present relative to securing a building permit to build at North
4th and Ruth. States that he.is willing to give 30' for street purposes on the
northern boundry of his property. City Attorney advised that Ruth is a dedicat-
ed Street. A discussion followed and in conclusion motion.was made by Avery,
seconded by Connell to study the Manson case in regard to obtaining 30' on the
north side.of Ruth Street. City Council appointed as Committee to investigate.
Motion carried unanimous. Several 30' Streets exist in the new area north of

REGULATING
955REGULATING SUBDIVISIONS:
Bonnett read from Bulletin No'. 167, Association of Washington Cities, information
on sub -divisions and growing districts in regard to plating, etc. Motion made by
Avery, seconded,by ;Connell that an Ordinance be drawn pertaining to sub -division
plating. Bonnett appointed Chairman of Committee to formulate Ordinance. He is
to appoint his co-workers. Motion carried.
WATER METER BIDS:
Motion made by Connell, seconded by Avery to withdraw authorization on call for
water meter bids. Motion carried.
FIRE D EPARTIVIENT HOUSING:
VanHoy reports for the Committee that the best location they were able to find
is the P. U. D. Warehouse on Columbia at $100.00 per month. Empire Electric will
move siren and controls for approximately $25.00. This warehouse has a basement
for truck use. Motion made by Avery, seconded by Connell to accept the committees
recommendation and rent the P. U. D. Warehouse at $100.00 per month. Motion carried.
Raising ;Siren Tower another 20' at a cost of $300.00 was alsorrecommended by the
Fire Committee. Motion made by Conne 17,seconded by Avery that the Fire Committee
investigate the cost of hew tower and siren, cost of moving present siren and
repairs. Motion carried.
WATER PIPE BIDS:
City Engineer needs more pipe and requests authority to call for bids. Motion
made by Avery, seconded by Connell to call for bids on cast iron pipe in various
sizes on Tuesday, 8:00 P. M., March 1, 1955, specifications to be furnished by
the City Engineer. Motion carried.
CITY OWNED PROPERTY (CONDEMNATION):
City Clerk reports that County Assessor advises that property condemned by the
City on West Mound and Lucas , north to Hopkins, approximately two blocks was
owned by the Coubty at the time of condemnation suit.
JAY L. CHATTERLEY RESIGNS:
BuildiInspector Jay L. Chatterley tendered his resignation effectibe January
31, 195n9. Motion made by Bonnett, seconded by VanHoy to accept the resignation.
Motion carried.

R. B. LOVELACE appointed Building Inspector. Motion made by Bonnett, seconded
by VanHoy approving the Mayors appointment. Motion carried.
POLICE JUDGE, 0. C. ADAMS:
Mayor appointed Mr. Adams as Police Justice, protempore as of January 21, 1955 to
February 4, 1955. Motion made by Connell, seconded by !Avery approving the appoint-
ment. Motion carried.
PARK COMM-ITTEE to arrange meeting with the Park Board.
CEMETERYMOWER bids held up.
LIGHT COMMITTEE, P. U. D.
Chairman Craig reports light installations proposal as presented by Mr. Titus"would
be to costly to -undertake this year and requests that this program be set up in
the 1956 Budget. P
STREET SIGNS, FOSTER'S ADDITION (SLOW -CHILDREN)
Chief of Police suggests authority for City Engineer to purchase signs. Motion
made by Bonnett, seconded'by VanHoy thatthe City Engineer purchase slow signs,
also twelve (12) stop signs. Motion carried.
CLAIMS.
GORDON E. ZANK, 926 Nixon Street:
Mr. Zank filed a claim with the City on January 24, 1955 in the amount of $139.02,
damage to sewer by tree root. Motion made by Bonnett, seconded by Craig to turn
claim to City Attorney and copy to Wendell Brown Insurance Agency. Motion carried.
VERNON C. GOUCHER, 30 No. Newport, Kennewick:
Mr. Goucher filed a claim on February 1, 1955 in the amount of $1,500.00 for per-
sonal injuries to his left leg, knee cap, bone and joint by stepping,on a water
meter cover in the sidewalk in front of the Tick -Tock Drive-in on the 4th day of
January, 1955• Motion made by Bonnett, seconded by Avery to turn this to the City
Attorney with copy to Wendell Brown Insurance Agrency. Motion carried.

The Book Publishing Company advises by letter that the remaining 24 copies of the
