REGULAR MEETING COUNCIL CHAMBERS JANUARY 18, 1955
CALL TO ORDER:
Meeting called to order at 8:00 P. M., Honorable Mayor Harry V. Custer presiding.
ROLL CALL:
By Clerk. Councilmen'present were J. A. Avery, L. E. Bonnett C. R. Combs S. A.
Connell, Lee J'; Craig, 6. S. Milne and T. R. VanHoy. City Attorney Richard G.
Patrick was also present.
READING OF THE MINUTES:
Minutes of mee ting held December 30,. 1954 and meeting held January 4, 1955 were
read and approved.
COMMUNICATIONS!
PARKING METER, LIQUOR STORE:
A letter was read from the -Liquor Store Manager Harold Wade requesting 12 minute
meters in front of the'liquor store at --407-W. Clark from 12 noon to 8:00 P. M.
Motion made by -Bonnett;. -seconded by Craig to turn this to the Police Committee
for report. Motion carried.
PACIFIC TELEPHONE & MELEGRAP H_COMPANY* POLES ON RADAR HILL:
A letter was -read from -Airport 14Lhiiger 0; V.'Cotton relative to this installation.
He states that the -Telephone Company will Piave -'to make a construction request
directly to the Civil -Aeronautic -Administration, Airport Engineering Division,
Boeing Field; Seattle; also suggested other methods conforming with the Franklin
County zoning map.
REFUND, DELBERT SNYDER $112.50:
A letter was -read from -Water Superintendent George R. Fisher requesting the approv-
al of a refund in' the amount of. 0112.50 --to Delbert Snyder for water front footage
on Lots3, Block -1, Anne-'s-Addition;-Eranklin County, when Russell R. Ridenour pays
this assessment: -Motilin made by Avery, seconded by Craig granting authority to
the City Treasurer -to hake a refund in the amount of $112.50. Motion carried by
roll call vote of seven (7)..
STOP SIGNS, WEST SHOSHONE & ADAMS:
A letter to L. E. Bonnett from J: -*M: Campbell was read requesting consideration
by the Council'as'to hazardous conditions at the intersection of West Shoshone
and Adams; five " car -wrecks- have -occizred there s ince a September, 1954- Motion
made by Bonnett, seconded by Combs -to turn this to the Police- Committee for in-
vestigation and report. Motion carried.
CEMETERY POWER MOWER:
A letter was read -from Roy Shaw, Sexton; requesting -the Council to call for bids
on one power mower and sulkey: Motion_made'by Bonnett, seconded by Milne to turn
this to the Cemetery Committee for investigation and report. Motion carried..
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.
EARL LUDWIG PROPERTY, E. LEWIS & FRANKLIN:
Mr. Ludwig requests -a permanent easement for ingress and egress also location for
a flood light pole on a wedge shaped parcel of,property adjoining his property
Lot 9, Block 5, Pasco Land-Co's-First Addition, which he says has been dedicated
to the City for street purposes C: F. Grigg with Mr. Ludwig states that the
Union Oil Company desires to construct a service station here and wish to black
top this part of the street. Motion made by Avery, seconded by Craig to turn
this to the Stbeet Committee for study and recommendation. Motion carried.
P. U. D. -STREET LIGHTING PROPOSAL: ELMER TITUS:
A list of proposedStreet'Light-locations, unit costs, etc., was read and sub-
mitted to the Council. -Motion made by Avery, seconded by Milne to turn to light
and street committee for study and report on recommendation. Motion carried.
G. E. MANSON, TRAILER COURT:
Mr. Manson states he is willing to -'dedicate 30' on the north boundry of his prop-
erty to Agate --Street but -hot willing -to dedicate property for street purposes on
the south. Mb. MAkson'desires to replace a fence; also wishes to construct a
duplex on the -south corner'of-4th Street.- Mr. Manson advised to contact the
building inspector relative to fence replacement. City Attorney to check legal
aspect of the situation.

GRADE CROSSING AT COURT STREET:
Mr. Casey Sheppard made inquiry -as to possibility of a grade crossing at Court
Street on the Section line to the east. No information available at this time. I A

RARBAGE DUMP:
Chairman Milne reports that -the present dump is in fine condition; lots of debris
scattered between North Oregon and the dump. He recommends that steps be taken
to procure another site as the present one will not be ample for any length of
time. Motion made by Bonnett, seconded by -Craig that street committee continue
their study on a new dump site. Motion carried.
GRACE STREET VACATION: More time granted.
PURCHASES:
WATER DEPARTMENT requests tp purchase supplies, valves and fittings, etc, in
the amount of $5,099.81
CITY CLERK: Requests permission to purchase ballots -and warrants in the
amount of $253.86
CEMETERY DEPARTMENT requests permission -to purchase fence in the amount of
$93-73
PARK DEPARTMENT requests permission to purchase janitor supplies in the
amount of $152.03
Motion made by Connell, seconded by Avery approving purchases. Motion carried by
roll call vote of seven (7).
Bids on 120 water meters discussed. Bids on 5,000' copper tubing discussed.
Bids on Tapping machine discussed.
COPPER TUBING:
Motion made by Connell, -seconded by Combs -t6 call'for'bids on 10,000.1 copper
tubing on Tuesday, February 15, 1955• Motion carried.
TAPPING MACHINE:
Motion made by Connell, seconded by Combs -'to call for bids on tapping machine on
Tuesday, February 15, 1955• Motion carried.
METERS:.
Motion made by -Connell, "seconded by Avery to call for bids on'Water' Meter's: City
Engineer to furnish specifications, callable on Tuesday, February 15, 1955• Motion
carried.
FLAT BED TRUCK BIDS -WATER DEPARTMENT:
Water Committee reports that the Murphy Motors submitted the lowest bid on the
Chevrolet 12 ton truck (flat bed). Smith Truck'& Tractor bid did not include a
truck bed therefore' was rejected. Motion made by Aver ,I seconded by Craig to
accept bid of Murphy Motors on the Chevrolet truck at 1,829.82. Motion carried
by roll call vote of saven (7).

Bids submitted were discussed Arid in conclusion motion made by VanHoy, seconded
by Avery to reject all bids. Motion carried.
PARK COMMITTEE:
On meeting with Park Board, no report.
LIGHT COMMITTEE:
Light at South 5th -& South''Stre66s. ' Motion "made by VanHoy, seconded by Craig to
have installation made as requested. Motion carried.
G. E.'ZANK, BILL FOR EXCAVATING & PLUMBING:
A letter was read from Gordon -E. 'Zank with tw*o bills attached, one for Brown
Excavation'Company and orie-for J. P. Head'Plumbing & Heating Company totaling
$139.12 for damage to sewer at 926''Nixon Street caused by tree roots when same
were removed by the City.- Motion made by Avery, seconded by Milne that this
be turned to'the City Attorney: --'Motion amended by Bonnett, seconded by Craig
to the effect that the City Attorney notify this party of proper procedure to
f.11.,follow. Amendment accepted by Avery and Milne. Motion carried.

NEW BUSINESS:
AMUSEMENT LICENSE FOR PIN BALL MACHINES:
VanHoy is of the opinion that pin ball machines should pay a license, probably
15.00 per month per machine. Craig objected -to operations of The Sky" Club.' -A
discussion followed: City Clerk -to -write other cities for copies 'of ordinance.s
licensing pin ball- machines. suggested to investigate. Motion made
by Milne, swonded'b y-VanHoy that"a special committee be -.appointed to make study
and report. Motion carried. Mayor Custer appointed VanHoy, Craig and Bonnett.
MODERN HOMES, STREET SIGNS (SLOW-CHILDRED#
PETITION -Relative to Petition submitted*November a2, 1954 and read on December
7, 197-, on signs in Foster's Addition. Turned to Police Department.
CLAIM: GENEVIEVE & KARL F. SCHNEIDER:
A claim filed.December 30, 1954 was read-whereby-Genevieve'Schneider claims
$50,000'.00 damage against the City of Pasco account falling into an uncovered
and unguarded manhole in the alley -behind the First National'Bank on the evening
of December 12, 1954• An amended claim was filed"January 10, 1955 raising the
amount of claim from 50,000.00'to $75,000°.00. Copy of each has been furnished
to Wendell Brown Agency. Motion made by Bonnett, seconded by Avery to turn claim
to City Attorney. Motion carried.
APPOINTMENT, VOLUNTEER:FIREMEN'S RELIEF & COMPENSATION FUND:
T. R-. VanHoy was appointed by the Mayor as .a member of the Volunteer Firemen's
Relief & Compensation Fund Board. Motion made by Bonnett, seconded by Avery
approving the appointment. Motion carried.
PLANNING COMMISSION & CITY COUNCIL JOINT MEETING, LAND USE MAP:
Land,Use Map and rezoning: Mayor advises meeting to be held on January 27, 1955•
City Clerk to notify all members.
