REGULAR MEETING COUNCIL CHAMBERS JANUARY 4, 1955
CALL TO ORDER:
Meeting called to order at 8:00 P. M. Honorable Mayor Harry V. Custer presiding.
ROLL CALL:
By Clerk. Councilmen present were"J: A. Avery, L. E. Bonnett, C. R. Combs, S. A.
Connell, Lee J_ Craig -and T. -R. VanHoy. C. S. Milne was absent. City Attorney
Richard G. Patrick was present.
RENDING OF THE MINUTES:
Minutes of meeting held December 21, 1954 were read and approved.
BILLS:
Current bills against the City were read as follows; Motion made by Avery, sec-
onded by Combs that all vouchers properly signed and approved be ppid. Motion
carried by roll call -vote of six (6).

Motion made by Bonnett, seconded by Combs to accept the Engineer's recommendation
and award the bid to Western Materials, Inc. at $38.00 per ton. Motion carried by
roll call vote of six (6).

Two bids were received, opened and read as follows:

Motion made by Bonnett, seconded by Craig to accept the bid of Pennsylvania Salt
Mfg Company -of Washington at .07 and .11 cents per pound. Motion carried by roll
call vote of six (6).

Motion made by Avery, seconded by Connell that the Water Committee and City Eng-
ineer study bids and report. Motion carried.
A ten minute recess declared by the Mayor.
Meeting called to order by the Mayor.
Committee reports finding Murphy Motors low on the two 2 ton truck bids and prefer
to hold up decision on the flatbed truck for more study. Motion made by .Avery,
seconded by Bonnett to accept the lowest and best bid on the pickups, that of Mur-
phy Motors. Motion carried by roll call vote of six (6).

Notice of public hearing was read. Eight (8) bids were received, opened and

j VACATING NORTH & SOUTH ALLEY, BLOCK 20, HELM'S 2nd ADD:
� Notice of public hearing was read. No
protests were received by letter or in
person. Motion made by Bonnett -,seconded by Craig that the City Attorney draw
an oidnance vacating alley as requested by petition and Resolution No. 356-A.
Motion carried.
COMMUNICATIONS:
PACIFIC TEL &.TEL POLES NEAR RESERVOIR: RADAR HILL:
A, letter was read -from the Pacific Telephone-& Telegraph Company requesting auth-
ority to locate two -poles on City -Reservoir site at the Airport. Motion made by
Bonnett, seconded by'Connell.to grant request subject to approval of the Airport
manager as to clearance. Motion carried.
LIGHT AT SOUTH STREET & SOUTH 5th AVENUE:
A letter was read from I. I. Grigg requesting that a light be installed at the
corner of South 5th Avenue and South Street: Motion made by Avery, seconded by
Bonnett to turn this to the light committee. Motion carried.
PASCO ENGINEERING DEPOT: (FIRE TRUCK PURCHASE)
Letter not read.
NORTHERN PACIFIC RAILWAY COMPANY, WATER MAIN CROSSING:
A letter was read from J. T. M ore regarding supplement to permit No. 75873 and
termination of permit No. 6887, also sketch of railroad hump yard and water pipe
line crossings. Motion made by Avery, seconded by Bonnett that agreement and
sketch be accepted upon approval of the City Engineer. Motion carried.
MID -COLUMBIA, SYMPHONY SOCIETY ADMISSION TAX:
A letter was read from Chester'G. Brinck with reference to waiving the admission
tax on concerts given in Pasco. Motion made by Bonnett, second6d by Avery to
collect on single tickets -sold in Pasco for concerts. Motion carried. Symphony
Society to be so notified. Nit -ion .carried.
ASSOCIATION OF WASHINGTON CITIES, LEGISLATIVE PROGRAM:
A letter from the Association was read requesting that the Mayor and Council
c support their legislative program through representatives; specifically allocation
of tax for educational programs which might be set up to receive a portion of the
liquor and gasoline tax. Motion made by Bonnett, seconded by Avery recommending
that the local legislatorsL be asked to follow lines of the -Association of Wash-
ington Cities program as far as money is concerned. Motion carried.

WATER DEPARTMENT requests the following purchases:
Dipping needle, wrenches, plugs, rings & Misc repair parts $984.68

Motion made by Connell, seconded by Combs authorizing purchases. Motion carried
by roll caul vote of six (6).
BUSINESS LICENSE APPLICATIONS:
Motion made by Bonnett, seconded by Avery that the following applications be
approved, also that the Superior Manufacturing & Equipment Company, Building #40
Pasco Airport be allowed to use their 1954 license through 1955 as they did not
get set up for business in 1954- Motion carried.

Committee reports that this company has arrived at the conclusion that this piece
of property is not large enough.
