Custer presiding. ROLL CALL: By Clerk: Councilmen present were'J. A. Avery, L. E. Bonnett, C. R. Combs, Lee J. Craig, C. S. Milne and -T, R: VanHoy. S. A. Connell was absent. City Attorney Richard G. Patrick was present. READING OF THE MINUTES: Minutes of meeting held December 7, 1954 were read and approved. COMMUNICATIONS: CORRECTED REED ON 5.68 ACRES, SEWAGE DISPOSAL PLANT SITE: A letter from John P. Gifford, Property Co-ordinator of December 9, 1954 was read requesting resolution authorizing L. E. Bonnett to sign the corrected deed as ; ie, r Mayor pro -tem. RESOLUTION N0. 356: Approving the signature of L1. E. Bonnett on corrected quit claim deed on 5.66 acres, sewage disposal plant site,,ddscription of property line corrected. Motion made by Avery, seconded by Combs to adopt Resolution No. 356. Motion carried by roll call vote of six (6). APPOINTMENT: MILDRED C. -MONTGOMERY: A letter of appointment was read from the Mayor. Motion made by Bonnett, seconded by Avery approving the appointment. Motion carried. The Oath of Office has been administered and bond on file in the amount of $20,000.00 RETAINED FEE: TWIN CITY CONSTRUCTION COMPANY: Final payment of 15% withheld on contract in the amount of '$1,610.59 was recommend- ed paid by the City Engineer. Alltax releases on file. Motion made by Avery, seconded by Bonnett authorizing payment.' Motion•carried by roll call vote of six. CALL FOR BIDS: LAMPS: One (1) bid was received, opened and read as follows: Empire Electric Company discount of 34% Motion made by Bonnett, seconded by Combs to accept the bid of Empire Electric. ?` Motion carried by roll call vote of six (6). CALL FOR BIDS: 48" CORRUGATED IRON PIPE: (YACHT BASIN) Three (3) bids were received, opened and read as follows: Beall Pipe &.Tank Corporation $ 931.44 Armco Drainage & Metal Prod Inc 958.65 Twin City Construction Co 1,009.40 Motion made by Bonnett, seconded by Avery to refer bids to the City Engineer for study and -recommendation. Motion carried. Upon returning to the meeting the -City Engineer recommended.the lowest bid of Beall Pipe & Tank Corp. Motion made by Avery, seconded -'by Craig -to -accept the recommendation and award the bid to Beall Pipe & Tank Corporation which is the lowest and best bid. Vail Company $1.55 cu. yd Estacada Sand & Gravel 1.75 cu. yd Motion made by Bonnett, seconded by,Milne that Street .Committee and City Engineer analyze the bids and -make recommendation. Upon.returning to the meeting the bid of'L. W.'Vail was recoimmended. Motion made by Milne, seconded by Avery to accept the bid -of -L. W. Vail which is the lowest and best bid., Motion carried by roll call vote of six (6). CALL FOR BIDS: LEGAL ADVERTISING: Two (.2) bids were received, opened and read as follows: Tri City Herald .54 per 100 words first insertion j .35¢ " " " each subsequent insertion Columbia Basin News :65¢ per column inch, first insertion •4V " each subsequent insertion Mayor Custer maintains that the Tri City Herald was not a legal Franklin County _publish - .d.�-• paper at this time. Circulation discussed. Eagle Freshwater quoted figures from Audit -Bureau of Circulations Report. Mayor Custer appointed a special'committee to investigate and bring in recommendation. (Craig, Avery, Bonnett and VanHoy) CALL FOR BIDS: POLICE CAR: Two (2) bids were received, openedand read as follows: Murphy Motors, Inc. Chevrolet $1,421.66 Alternate bid 1,425.85 Charlie Ramp, Inc. Six Cylinder Plym 1,665.50 Eight Cyl 1,751.42 Motion made b y'"Awery, seconded by Bonnett'to turn bids to Police Committee and Chief -for -recommendation. Motion carried. After analyzing bids the committee recommends-thdt the -bid of Murphy Motors'be accepted. Motion made by Bonnett, seconded b Combs -that thd-lowest and best bid, that of Murphy Motors, in the amount of 1,421.66 be accepted. Motion carried by roll call vote of six (6). REGULAR ORDER OF BUSINESS SET ASIDE. NORTHSIDE TRAILER, Mr. MATSON: Attorney_ George Fulk--spoke-- for- Mr. Matson relative to obtaining a building permit fora fence and--duplex'to be erected on his unplatted property.on North 4th. Platting and dedicating a- 301 'street- on the North and South was discussed. Ord- inance No. 699 was considered. Sewer, Water & lights are installed. Council favors testing Ordinance. No action taken. PRIVATE PARKING LOT, 315 W. Lewis: Willard'A.-Campbell was present for report from Street Committee on cutting curb for-private_'parking lot, coming onto Lewis and turning with the traffic; not crossing -_traffic at this-locationwas .stipulated by the Council. Entrance and ekit-from-Ailey would cut down.parking space; 25 car maximum. Motion made by Craig,"seconded"by Combs to grant request to out curb and establish sidewalk exit in accordance to specifications of City Engineer: Motion carried. GRACE STREET VACATION (ELVIN ROBERTSON, 1416.W. MOUND) More time asked by Street Committee. Same was granted. BOLIN ADDITION FENCE & MATERIAL YARD: Grant-Stringham"spoke to the Council in regard to Mr. Bolin not living up to agreement between -Bolin and Planning Commission. PASCO, WASHINGTON NON -SEWER USERS (CHARGE): Amending present ordinance setting out sewer charge was discussed relative to non - sewer users; data to be furnished City Attorney. Motion made by Bonnett, seconded by Avery to accept the lowest and best bid of Husk Printing Company as recommended. Motion carried by roll call vote of six (6). RELEASES, SATHER & SONS & SPILKER BUILDING COMPANY. ($135.75) A'hetter-was read -from -Gordon P. Rpium, enclosed were releases covering accidents dated.November 10, 195, November 19, 1955 and December 1, 1953 to be properly signed-, sealed and returned. Motion made by Bonnett, seconded by Craig authori.z- Ing the-'M'ayor to -sign releases on damage to City Water Department in the amount of 0136.75. Motion carried. READING OF ORDINANCES: ORDINANCE NO. 814: AN ORDINANCE AMENDING SECTION 3 OF ORDINANCE NO. 6569 RELATING TO THE LICENSING OF DOGS, AND FIXING PENALTIES FOR THE VIOLATION THEREOF Motion -made by Bonnett, seconded by Avery to give Ordinance No. 814 the third reading. ORDINANCE NO. 815: AN ORDINANCE RELA'T'ING TO PENALTIES FOR VIOL- ATION OF THE ORDINANCES OF THE CITY OF PASCO, PROVIDING UNIFORM MAXIMUM PENALTIES FOR VIOL- ATIONS, AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH Motion made by Avery, seconded by Bonnett to give Ordinance No. 815 the third reading.
