Property Committee with VanHoy included, to report back at next regular meeting.

REGULAR ORDER OF BUSINESS SET ASIDE 9Y UNANIMOUS CONSENT,
TRUE'S OIL COMPANY:
Orville Olson Representative for the True's Oil Company spoke to the Council
relative to construction of a service station at 10th & Lewis on a triangle piece
of property. A letter was read from T. P. Doyle, District Engineer, Department of
Highways and R. H. Pyle, District Location Engineer, relative to cutting curbs or
removing buttons, stating.that they would be adverse to allowing any portion of
such curbs or buttons removed as traffic control devices should not be disturbed
or interdered with. Approaches to this property can only be located between
pressure pads and traffic lights. Service Station patrons cannot actuate the
traffic signals for themselves but only wait for actuation by some other vehicle
crossing the pad. Committee has no recommendation. Discussion followed relative
to hazzard created by ingress and egress viahicles. Motion made by Avery, seconded I.
by Connell that the Street Committee continue study on this location wit)i True's
Representative and report,at next regular meeting. Motion carried. Milne as
Chairman.
PARKING LOT, 315 W. LEWIS:

Frances Kilbury and Willard A. Campbell petition the Council for permission to cut
curb on Lewis Street. Motion made by Avery, seconded by Craig to turn to Street
Committee for study and recommendation. Motion carried.
ELVIN ROBERTSON, 1416 W. MOUND:
Mr. Robertson requests that Grace Street at Mound be vacated, thus squaring up
his property so same can be platted. Motion made by .Avery, seconded by Combs this be +
turned to the Street Committee and report at next regular meeting. Motion carried..
REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT:
COMMUNICATIONS:
PUBLIC HOUSING ADMINISTRATION STIPULATION NO. 108:
Stipulation -held up for approval and payment to be received in the amount of 0,3.00
for rental of streets, alleys and gores. A letter of November 30th from Dale M.
Green, Land Division, was read, stating they are anxious to close this matter as
soon as conveniently possible. Pasco Housing Authority checking on this, will II
advise. City Attorney reluctant to approve. City Clerk to check with R. S. Brown.
REFUNDS:
JOE BERRY requests $2.00 refund account paying dog 11cense twice.

SEWER CHARGE, MRS. MARTIN PFLIGER; 1404 W- WASHINGTON:
A letter from W. H. Wrixon requests action by the City Council in collecting a
!' sewer charge of $74.50 as of October 23, 1954; no water service to this property,
they obtain water from a well.

Motion made by Bonnett, seconded by Avery that this be tturned to the City Attorney.

A, letter was read from City Engineer George R. Fisher requesting that bids be
advertised on Chlor•ing-,Sulphate,of Alumina, Hydrated Lime, Fire Hydrants,
i! Pick-up Trucks and a flat bed truck as trade in. Motion made by Bonnett, sec-
onded by Avery to call for bids as requested on Tuesday, January 4, 1955. Motion
carried.
STREET DEPARTMENT:
The Street Department requests authority to call for bids on approximately 7,000
cu. yds. of Crushed Gravel. Motion made by Milne, seconded by Avery granting the
request and call for bids on Tuesday, December 21, 1954- Motion carried.
YACHT BASIN, PIPE INSTALLATION:

A letter was read from Harold A. Wyman, Park Superintendent, relative to install-
ation of a 48" corrugated galvanized pipe at a cost of $1,060.05. Motion made
by Bonnett, seconded by Craig to call for bids on December 21st, 1954 on pipe.
Motion carried.

Motion made by Bonnett, seconded by Avery to call for bids on one Police Car on
Tuesday, December 21, 1954- McKibbin to furnish specifications. Motion carried.

UMBARGER ADDITION: WATER INSTALLATION:
Mr. Umbarger desires to install water line to serve his property also Wendell Brown
Addition. He will pay all cost of installation and when Wendell Brown Addition
is developed Mr. Umbarger will be reimbursed on the Wendell Brown Addition half.
Motion made by .Avery, seconded by Combs allowing the installation of a water line
as requested, reimbursements to be made when Wendell Brown Addition gets water
service. Motion carried.

Sewer service to serve his building has approximately a dozen employees,/ An Ease-
ment for location of sewer also placing same in parking strip was mentioned. Mot-
ion made by Bonnett, seconded by Milne to turn this to the Water Committee. Motion
carried.

PROCLAMATION BY THE MAYOR ON SAFE DRIVING,D ECEMBER 15 1954:
William Wiseman appointed to represent the City of Pasco in this program. Governor
and Wiseman so advised.
APPOINTMENTS:
The following appointments were made by Mayor Harry V. Custer:
Mary G. Patterson, 1124 W. Hopkins, appotted to the Library Board to succeed
herself, term ending January 1, 1960.
Motion made by Bonnett, seconded by, Craig approving the appointment. Motion
carried.
M. N. Smyth, 916 Adams, appointed to the Civil Service Board to succeed Dale Erwin
j term ending February 17, 1958. Motion made by Milne, seconded
by Van Hoy approving the appointment. Motion carried.
WENDELL BROWN INSURANCE AGENCY:
Appointed to succeed Dunning -Ray Insurance Agency on the City Insurance Committee,
term expiring September 23, 1957•
0. C. ADAMS: To act as Police Judge on November 29, 1954.
AIRPORT RENTALS:
A report of rentals due at the Airport submitted by 0. V. Cotton, Manager.
FIRST CONGREGATIONAL CHURCH,. BLOCK 3, SYLVESTER 2nd ADDITION:
The Church has 175' frontage on .Henry. The present curb sets out approximately
15' from sidewalk.- Street Committee recommend that the curb be set back to walk
thus allow 450 angle parking. Motion made by Milne, seconded by Avery to accept
the Committees recommendation and B::_:Hall's request. Motion carried.
UNION OIL SERVICE STATION. W. LEWIS & LUCAS. PROPOSED�PLAT:
Forty foot street on Lucas between Lewis and Clark discussed. Street 'Committee
recommend a 40' street be retained here. Union Oil Company to give City 10 feet
of property. City will allow 5' sidewalk. Motion made by Bonnett, seconded by
,Avery to accept recommendation, Motion carried.
SERVICE STATION, E. LEWIS & FRANKLIN:
Street Committee recommend that Franklin remain a 40' street. Motion made by
Bonnett, seconded by Craig accepting the Committees recommendation: Mot-io-n carried.
RESOLUTION NO. 356-_P,: A resolution fixing the time for public hearing on-a'pet-
ition to vacate the north and south alley, Block 20, Helm's Second Addition.
Motion made by Bonnett, seconded by Craig to adopt Resolution No. 356-A and hold a'
public hearing on January 4, 1955• Motion carried by roll call vote of seven (7).

REPORTS:
Building Inspector's report for -month of November, 1954 was read by the Mayor.
ANHYDROUS AMMONIA TANK CARS,. SHELL OIL COMPANY:
Building Inspector states this product will be loaded from the tank farm located
east of the City, namely, the Panana Track, east of Wehe Street. Motion made by
Bonnett, seconded by Craig to concur with this operation if parking is all made
east of 'Wehe Street which is the City limits. Motion carried.
SIDEWALKS BETWEEN 4th & AURELI.A ON SOUTH SIDE:OF COURT:
Vacant property owners reluctant to install sidewalks until nature of buildings
and occupancy is determined so curb cuts can properly be made. Motion made by
Bonnett, seconded by Craig that Council wishes sidewalks installed. Motion
carried.
BOLIN ADDITION:
Mr. Bolin has an agreement with the Planning Commission As of March 1954, to have
property cleared in 6 months. Motion made by Bonnett, seconded by Craig that the
City :attorney write Mr. Bolin that he is expected to comply with agreement to
move material. Motion carried.
WELCH'S GARAGE, E. ALVINA:
Bonnett suggests that the City Attorney notify the Court that Welch has not
complied with decree violated after October 1, 1954. Discussion followed, other
violators considered before forcing Welch to comply; policy the Council wishes
to follow requested by the City Attorney.
Trailer Ordinance violators. Motion made by Bonnett, to enforce this ordinance
since October 1, 1954 was date set for violators to make corrections. MBtion
withdrawn. Mayor suggests that the Planning Committee meet with the Planning

Commission next Tuesday, Entire Council is invited to attend if they wish.

NO. 656, RELATING TO THE LICENSING OF DOGS,
AND FIXING PENALTIES FOR THE VIOLATION THEREOF
Motion made by Bonnett, seconded by Milne to give Ordinance No. 814 the first
reading. Motion carried. Ordinance No. 814 was read. Motion made by Bonnett,
seconded by Milne that Ordinance No. 814 has been given the first reading.

ORDINANCE NO. 816:
AN ORDINANCE DECLARING AN EMERGENCY IN THE
CURRENT EXPENSE FUND OF THE CITY OF PASCO AND
APPROPRIATING MONEY WITH WHICH TO MEET THE
i, SAME TO PROVIDE ADDITIONAL FUNDS FOR THE OPER-
ATION OF THE PASCO POLICE DEPARTMENT FOR THE
BALANCE OF THE YEAR 1954•
