Custer presiding. �I ROLL CALL: By Clerk. Councilmen present were J. A. Avery, L. E. Bonnett, C. R. Combs,.Lee J. Craig, C. S. Milne and T. R. VanHoy. Absent w&s S. A. Connell. City Attorney Richard G. Patrick was present. READING OF THE MINUTES: Minutes of meeting -held November 2, 1954 were read and approved. COMMUNICATIONS: LYLE CLOSE,.SAND BLOW: A letter was read from Mr. Close requesting permission to plant rye on city prop- erty joining his property across Arthur Street. Motion made by Combs, seconded by Craig allowing Mr. Close to build a 6' fence. Motion carried. Request was also made to build a six foot fence behind his Motel to block the sand blow. No objection to rye planting. Mayor asked Mr. Close to notify the Airport Manager when he started sowing rye. I' PETITION, VACATE NORTH & SOUTH ALLEY; BLK 20, HELM'S 2nd ADDITION: Petition filed in accordance with Ordinance No. 650 by William Bequette. Motion made by Bonnett, seconded by Milne to turn request to City Engineer for report. Motion carried. REFUND. E. S. BURGE: Lette.r read from the Pasco Water Department requesting refund for E. S. Burge, account sewer installation payments made on Lots 4, 5, 6 & 10, Block 1, Perry's Addition to Pasco. Motion made by Avery, seconded by Combs granting refund in Ij the amount of $394.52. Motion carried by roll call vote of six (6). SIDEWALK & CURBS: FIRST CONGREGATIONAL CHURCH, HENRY & AURELIA: A letter was read from Bryce Hall, Treasurer, stating the present curb on Henry Street sets out into the street approximately 15' from sidewalk. They request �I that the present curb be set back to the sidewalk and allow 450 angle parking ii along this 175' of .property which would help traffic movement on this narrow �I street. Motion made by Avery, seconded by Combs that this be turned to the Street Committee for report and recommendation. Motion carried. BID DEPOSIT CHECK RETURN TO L. W. VAIL ($400.00): Motion made by Combs, seconded by�' Avery to return check subject to approval of the City Attorney. Motion carried by roll call vote of six (6). REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. TRUE'S OIL COMPANY SERVICE STATION, 10th & Lewis: Mr. Chatterley's letter of November 4th to Warren C. Heylman and Mr. Heylman's letter to the City Engineer of October 20th were referred to; also Planning Commission's letter of.November 17th. Mr. Heylman was present with pland and discussed the situation with the Council relative to creating.A hazzardous con- dition, etc., State to be consulted as the Highway borders on the north side of property. In conclusion motion was made by Avery, seconded by Combs that this be referred to the Street & Alley Committee for further study and report. Motion carried. i UNION OIL CO'S SERVICE STATION, LEWIS & LUCAS: C. F. Griggs presented sketch and explained construction phase as to location and street proximity. Requests that 10' be allowed on east side of Lucas between Lewis & Clark, thus creating a 30' street for a distance of one block. Motion made by Avery, seconded -by Combs to turn this to the Street & Alley Committee for study and recommendation. Motion carried. SERVICE STATION, E. LEWIS & FRANKLIN: C. F. Griggs also presented plans for construction of a Service Station on the unplatted piece of property knows as "Artesian"Well Tract11. MACKNER: SEWER SERVICE: Mr. Mackner desires to construct a sewer in the alley between Marie & Octave at his own expense, under City supervision. Motion made by Avery, seconded by Combs that the request be granted in accordance to specifications set up by the City Engineer in compliance with -Ordinance. Motion carried. I1 ELLIOTT & BAILIE PACKING PLANT, SO. ELM: The property owners have divided property buildings to be served with water. They are on a piece 190 ' x 3601; a front footage charge of .011 per square foot was discussed. Motion made by :Avery, seconded by Combs that request be granted, following recording and legal description of divided property as to boundary lines of property to be served and in compliance with ordinance. Motion carried. REGULAR ORDER OF BUSINESS RESUMED: REPORTS FROM OOMM IT TEES PURCHASES: STREET DEPARTMENT: A letter was read requesting authority to overhaul a 1942 truck. Motion made by Milne, seconded by Bonnett to turn to Street Committee for decision, with expenditure limited to $100.00. Motion rar':ried by roll call vote of six (6). CLERK'S DEPARTMENT: A letter was read from the City Clerk requesting permission to purchase an electric typewriter, price will be under $500.00 and item is in the budget for 1954., Motion made by Craig, seconded by Combs that the request be granted. Motion carried by roll call vote of six (6). WATER DEPT& SEWAGE 'TREATMENT PLANT: A list of items were requested in the amount of 62,458-72— and 096.73—.Motion made by Avery, seconded by Craig to grant the purchases. Hall transfer from 501 So. Oregon to the Center Hotel, 504 So. Oregon. Motion made by Bonnett, seconded by Avery granting transfer. Motion carried. MURPHY MOTORS INC., 3rd & Columbia: Auction sale and auctioneer business license for sale conducted in October, 1954. Letters and Ordinance discussed with the City Attorney. Motion made by Bonnett, seconded by Avery that the City Attorney write Murphy Motors Inc., explaining Ordinance and that the City experts $125.00 payment without further delay. Motion carried. LOST DOG TAGS: Bonnett states a lot of trouble is caused by lost tags. He feels that a nominal, fee should be charged for replacement or reissue. Motion made by Bonnett, seconded Combs ombs to amend do ordinance to authorize duplicate o '� y g p e r reissue for dog tags that are lost or stolen. Motion carried. GAS''MAEETING, DECEMBER 2, 1954: Public hearing changed to December 2, 1954• City to hire steno. Motion made by Bonnett, seconded by Milne to hire a steno to take notes of the gas meeting: Motion carried by roll call vote of six (6). CITY MALL FURNITURE: Committee recommends to go ahead and call for bids on 'furniture. Motion made by Avery, seconded by Bonnett to call for bids on Tuesday, December 7, 1954. Motion ji carried. PASCO, WASHINGTON R MEETING COUNCIL CHAMBERS NOVEMBER _16,1951a HOUSING AUTHORITY MEETING: Copy of commissions regular meeting held September 23rd, 1954 was read and ordered filed. RESOLUTION NO. 355, BOAT BASIN: A resolution authorizing the Mayor to accept the Department of the Army Supple - Mental Agreement No. 1 to license, dated December 14, 1953, to City of Pasco, Washington, covering Pasco Boat Basin Area, McNary Dam & Lock Project. Resolution was read. Motion made by Avery, seconded by Combs to adopt Res- olution No. 355. Motion carried by roll call vote of six (6). MARBLE SAMPLES: Samples submitted by Architect Gessel were examined by Magor and Council. The lowest Priced dark green sample recommended by Mr. Gessel was accepted. Mr. Gessel to be so notified. ORDINANCE NO. 813 was held up for public hearing on gas. BUDGET REPORT, OCTOBER 1954: City Clerk furnished each member a copy of the monthly budget report of all departments.
