Custer presiding. Motion made by Avery, seconded by Craig that L. E. Bonnett be appointed Acting City Clerk due to the absence of the City Clerk Adah M. Perry. Motion carried. ROLL. Contractor to resurface with stucco the Library in the amount of $3,500.00- Motion made by Avery, seconded by Craig that the Mayor be instructed to sign contract with Thompson Construction Company in the amount of $3,500.00. Rerformance bond to be furnished immediately. City Clerk to so notify. Motion carried. INSURANCE COMMITTEE:(SEWAGE DISPOSAL PLANT MOTORS) latter read from the City Insurance Committee enclosing letter from North America Companies, explaining the interpretation of the electrical apparatus clause in fire policy. Letter ordered filed. Letter Brom the City Insurance Committee calling attention to the insurance cover- age needed while the New City Hall is being built. Mo,tion made by Avery, seconded by Connell that the Insurance Committees request be approved. Motion carried. CHAMBER OF COMMERCE (GAS FRANCHISE): Letter from Ed Hendler, President of the Chamber of Commerce was read expressing the Chambers views on the Gas Franchise. Ordered filed. PAUL '-LANTON: Letter from Mr. & Mrs. Paul Blanton requesting a statement that the City Council ha -s no objections to R-1 zoning of their property immediately south of the res- ervoir on Radar Hill (NE4SE4 & W25E4 Section 14, R9, Twp 29, NN2N2SE4SE4, Sec - ti -on 14, R9, Twp 29). Motion made by Avery, seconded,by Connel•1 that request be granted. Motion carried. WATER TRANSMISSION LINE: Letter from Fred E. Harem, Engineer, in regard to broken irrigation line on Road 20-, north of Court Street, was read and ordered filed. VALLEY CONSTRUCTION.COMPANY: Letter read from Valley Construction Company releasing the City of Pasco from charges over the amount allowed on charge Order No. 3. DEVELOPMENT OF KIJRTZMAN PARK ( F. M. MERRICK): Letter from Mrs. Merrick on the progress of developing Kurtzman's Park was read. Attached was an agreement signed by the Tri City Human Relations Committee and Brown Excavation Company in the amount of $1,350.00 for leveling the park. THE PACIFIC TELEPHONE & TELEGRAPH COMPANY: Contract No.' 3786 for intraexchange metering channel from Filtration Plant to" the Reservoir was read. Motion made by Avery, seconded by Craig to authorize the Mayor to sign. Motion carried. - HOUSING AUTHORITY: Minutes of meeting held August 26, 1954 were read and ordered filed. Councilman Milne asked about the Citys authority and regulation of the Pasco Housing Authority. BOILER INSPECTION REPORTS: Reports on b6ilers in service at the City Hall, Library, Filter -Plant and Rec- reation Hall were read. Recommended that the boiler at the Recreation Hall have safety valve repaired to protect boiler against an overpressure. I Motion made by Avery, seconded by Connell th4b the report be shown to the Park Board and that they be requested to take proper action. Motion carried. CORPS OF ENGINEERS - PASCO BOAT BASIN: Letter from Max K. Tysor, along with Supplemental Agreement No.. 1, in triplicate, covering use of additional lands adjacent to the Boat Basin area for public park and recreational purposes, requesting the 'Mayor's signature of acceptance and a copy of the Resolution by the City Council supporting the Mayor's action. Motion made by Milne, seconded by Craig that the City Attorney be instructed to review and prepare proper resolution. Motion carried. PASCO, WASHINGTON i .. REFUND -AMERICAN NEWS COMPANY: Robert A. Southwick, i°tanager of American News Company, requested a refund on over -payment of Water account defective meter in the amount of $4.60 for August, 63:50 for September, plus $2.00 penalty. Water Committee recommends only a re- fund of $2.00 penalty. Motion made by Milne, seconded by Craig that a total refund of x$10.°10 be allowed �I to Mr. Southwick. Notion carried by roll call vote of seven (7). REFUND - ROY SLAYBOUGH: Water Department requests refund of $10.00 to Roy Sla,ybough account over -payment. Motion made by. Connell; seconded by Avery Granting the City Treasurer authority to refund $10.00 to Mr. Slaybough. Motion carried by roll call vote of seven (7). REPORTS FROM COMMITTEES:. .I LIGHT COMMITTEE, VanHoy, Milne & Graig: Request from Mrs. Buchanan for light at the alley between Clark & Bonneville Streets on �ec_ond Street was reviewed and Committee recommends that request be denied account Cfty cannot pu$ lights at alleys at the present time. PARK DEPARTMENT: Report from Harold A. Wy:ian, Superintendent, on the attendance and activities was read and ordered filed. Dr. MARK CAMPBELL'S OFFICE: Motion made by Milne, seconded by Connell that the Planning Commissions recommerid- ation be accepted and that Dr. Campbell be issued a license with special occupancy I; permit. Motion carried. PURCHASES: The following purchases were requested: SPRAY DEPARTMENT: Repair fogger approximately $100.00 WATER DEPARTMENT: Valve boxes, meters, hydrants and miscellaneous parts 647.30 STREET DEPARTMENT: i' Gravel 495.00 '-..,,PARK DEPARTMENT: Valves, fittings, tees, plugs 221.64 Motion made by Connell, seconded by Avery that purchases be approved subnject to funds available. Motion carried by roll call vote of seven (7 . i. j� CITY HALL FURNITURE: Requests from the"De:partment Heads turned to the City Property Committee for report and recommendation. (Combs, Connell, Milne and VanHoy) Motion made by Avery, seconded by Milne that the Committee be empowered to call for bids on City Hall Furniture on December 7, 1954- Motion carried. Specific- ations to be furnished by Committee. WATER METER BIDS:Wk) City Engineer George R. Fisher and Northern Pacific Engineer R. W. Humphreys recommends the acceptance of the second low bid of Hersey Manufacturing Company in the amount of $1,248.00 because their meter is more specifically suited to this installation than the low bid of H. D. Fowler Company. Motion made by Avery, seconded by Combs that the second low bid be accepted. Motion carried by roll call vote of seven (7)• CEMETERY PIPE BIDS: Committee Chairman Craig reports that the low bid for pipe is unsatisfactory account couplings are not interchangeable and -recommends the second low bid of Columbia Grain & Feed in the amount of $1,191.38 account all parts are inter- changeable with present equipment. Motion made by Craig, seconded by Avery to accept the recommendation and award the bid to Columbia Grain & Feed in the amount of $1,I91.38„ Motion carried by roll callvote of seven (7). Motion carried. Police Department and City Clerk to be notified. PUBLIC HOUSING STIPULATION NO. 108: Following report from City Attorney Richard G. Patrick motion was made by Avery, �I seconded by Connell that the Mayor be authorized to sign stipulation No. 108 for the dismissal of parcel designated streets, alleys, avenues, strips and gores. Motion carried. CODIFICATION: City Attorney reports that the Codification is ready for final draft. " I! SEWER FOR GUENTHER TRACTOR COMPANY: Avery reports that plan to get sewer to Guenther Tractor Company is being studied. PHONE CABLE: Mayor reports that 21 outlets are provided for in plans for new building. Suggests that there should be outlets in basement. J Mayor reported that there'is a possibility of getting a City Planner if the City will furnish office space. Suggested space in basement of new city hall. No action taken. l CIVILIAN DEFENSE: Avery requested space for Civiliah Defense in basement. No action taken. WATER CHARGES - ELLIOTT'S PACKING PLANT: Motion made by Avery, seconded by Craig that water charges be based on property I' lines recorded at the Court House. Motion carried. READING OF ORDINANCES: ORDINANCE NO. 810: AN ORDINANCE TO AMEND SECTION 81 OF ORDINANCE NO. 789 RELATING TO AND REGULATING THE BUSINESS OF PLUMBING Motion made by Avery, seconded by Craig that Ordinance No. 810 be given the second reading by title. REGULAR MEETING PASCO, WASHINGTON NOVEMBER—2. 1 COUNCIL CHAMBERS ORDINANCE NO.. 812: PUBLIC HEARING: AN ORDINANCE DECLARING AN EMERGENCY IN THE PARK DEPARTMENT FUND OF THE CITY OF PASCO AND APPROPRIATING THE SUM OF $8,000.00 FROM THE GENERAL FUND OF THE CITY OF PASCO TO PAY BUDGETED EXPENSES OF -THE PARK DEPARTMENT FOR THE YEAR 1954. Notice of public hearing was read. No objections registered either by letter or in person. Motion made by .Avery, seconded by Connell that Ordinance No. 812 be given the third -reading.
