Custer presiding. Motion made by Craig, seconded by VanHoy that L. E. Bonnett be appointed Acting City Clerk due to the absence of the City Clerk Adah M. Perry. Motion carried. Patrick was also present. READING OF THE MINUTES: li Minutes of meetings held September 28, October 4 and October 5, 1954 were read and approved. COMMUNICATIONS: CALL FOR BIDS - CEMETERY PIPE: Notice of galliforzeblda& was read. Motion carried. After due study the Cemetery Committee and City Engineer recommend the low bid of Guenther Tractor Company. Motion made by Craig, seconded by Avery that the low bid of Guenther Tractor Company as recommended by the Cemetery Committee and City Engineer be accepted, subject to the Sexton's ok as"to fittings, in the amount o,f 01,081.50. Pasco 1,248.00 Portlan&, Oregon Motion made by Avery, seconded by Connell that bids be turned to Water Committee for study and recommendation and report at next regular meeting. Motion carried. PUBLIC HOUSING ADMINISTRATION: Letter read from Dale M. Green in reference to rental on Public Housing. Turned to City Attorney for review and report. DEPARTMENT OF HIGHWAYS-HIG`_iWAY ROUTE THROUGH PASCO: Letter read from T. P. Doyle, District Engineer stating that "all that portion of the old route of Primary State Highway #3 as follows - south 10th Street be- tween Lewis Street and the South Corporate Limits of Pasco" is being thansferred to the City to become a part of the City Street System. Motion made by Connell, seconded by Bonnett that this be turned to the City Attor- ney for recommendation. Motion carried. ING PASCO, WASHINGTON COUNCIL CHAMBERS VALLEY CONSTRUCTION COMPANY: j Letter read from Valley CJnstruction Company requesting payment on Final Estimate No..9 in the amount of 03,402.50. Motion made by Avery, seconded by Connell that request be granted and payment in jj the amount of 3,402.50 be made. Motion carried by roll call vote of seven (7). REFUND - INTERMOUNTAIN MORTGAGE COMPANY: 1 II Letter read from Pasco Water Department requesting authority for the City Treas- urer to refund to Intermountain Mortgage Company 540.00 for payment on front I j footage. Motion made by,Ave,ry, seconded by Connell that refund be.granted. �I Motion carried by roll call vote of seven CORPS OF ENGINEERS - QUIT CLAIM DEED, SANITARY STORM SEWER: 6 Letter read from Ralph J. Curry for Max K. Tysor, Chief, Real Estate Division, enclosing fully executed copy of Quitclaim Deed dated September 21, 1954, convey- ing to the City the Governments interest in a portion of the right of way for the relocated Sanitary Storm :Sewer Pipeline which they ask to have recorded. Fully executed coof the easement will complete the Government's obligation under contract DAp-�5-164-eng-2304 will be provided as soon as recordation data is received. i Motion made by Avery, seconded by'Connell that deed be accepted on approval of the City Attorney. Motion carried. PASCO JUNIOR WOMEN'S CLUB: Letter read from Virginia McQuilland, Chairman, Pasco Junior Women's Club, asking P assistance in their.Safety Campaign by making it unlawful to discard any ice box before first removing its lock. Motion made by Avery, seconded by Craig to turn letter to Police Committee for study. Motion carried. (Bonnett, Combs & Milne) QUIT CLAIM DEED -CORRECTION- SEWAGE TREATMENT PLANT: Letter read from John P. Gifford, Regional Property Coordinator, enclosing three duplicate originals of corrected quitclaim deed covering 5.68 acres and asking that same be recorded. Motion made byAvery, seconded by Craig to accept and record the corrected deed. Motion carried. Motion made by.Avery, seconded b_y Craig to dispense with the regular order of business to hear from visitors. Motion carried. JOHN ELLIOTT - PACKING PLANT WATER CHARGES (OUTSIDE CITY): Mr. Elliott askedabout getting water and sewer for his packing plant. Motion made.by Avery, seconded by Connell that when the front footage for sewer is paid on the property in the'two blocks facing "A" Street and Mr. Elliott builds j his own line to serve the south half of the two blocks as platted, that credit will be given for the front 'footage being paid on the south half of the two blocks and the City agrees to extend the sewer line along "A" Street when and if the north half of'the two blocks as platted is developed and will require service. Motion carried. OCCUPANCY FOR Dr.. CAMPBELL'S OFFICE:, Letter from the City Planning Commission was read approving the occupancy for office in R-1 zone and asking decision of council. IIS Motion made by Avery, seconded by Milne that a committee be appointed to review II and report on granting request for occupancy at next meeting. Motion carried. mayor Custer appointed a committee of Avery, VanHoy and Combs. REPORTS FROM COMMITTEES: PURCHASES: The following purchases were requested: I1 SPRAY DEPARTMENT: Chlordane and DDT 458.14 CEMETERY DEPARTMENT: Fertilizer, shingles, nails, sweeper, gates and tar .627.90 WATER DEPARTMENT: Misc repair parts and postage 2,511.50 Motion made by Connell, seconded by Avery that the above purchases be allowed. Motion carried by roll call vote of seven (7). PURCHASE -SEWAGE TREATMENT PLANT: A. J. Reisporph, Plant Superintendent, requests II j' purchase of a Hammermill and Engine bo grind sludge, in the amount of $387.60. Motion made by Avery, seconded by Connell that request be tabled account no funds. FURNITURE FOR NEW CITY HALL: Property Committee instructed to secure and present a list of each departments PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS OCTOBER 19. 1954 request for furniture for the new city hall by November 2, 1954 - PORT OF PASCO (GRAVEL &PROPERTY): Committee requests that this matter be tabled until a later date. WATER BILL - AMERICAN NEWS COMPANY: i Mr. Southwick reports that his water brill i -s too high. Avery suggests that he pay his water bill and submit request' -to council for refund. TRI CITY GAS: James Leavy, Attorney, explained position of the Tri City Gas. They are not pushing for a quick decision on franchise but asking for information on date that they can be heard. i' Motion made by Connell, seconded by Avery that a public hearing on the Gas Franchise for all in.terested'parties be held in the Council Chambera•at 8:00 P. M., Thursday, November 18, 1954- Motion carried. BOND - WESTON REDI-MIX INC: Letter from McCallister & Company Inc., General Agents for United States Fidelity & Guaranty Company withdrawing their cancellation notice on the above bond and I reinstating said bond in full force and effect and request receipt. City Clerk to answer. TENTATIVE PLAT OF LYNDAIE PARK -ADDITION (OUTSIDE CITY): Copy of letter from City Planning Commission to the County Planning Commission was read and ordered filed. BUILDING INSPECTOR'S REPORT: Monthly report from Building Inspector Jay L. Chatterley was read and ordered filed. ASSOCIATION OF WASHINGTON CITIES - JENNINGS: Letter from Floyd'M. Jennings suggesting Mr.°Lindinstein as an applicant for planning position. Letter ordered filed. CASCADE BROADCASTING COMPANY INC.: Letter from Rosel H. Hyde acknowledging letter from Mayor Custer. Ordered filed. TANK LEVEL INDICATOR: City Engineer George R. Fisher requests that money be allowed for installation of a tank level indicator in the amount of $129.00. Motion made by Avery, seconded by Connell that the tank level indicator be installed. Motion carried by roll call vote of seven (7). READING OF ORDINANCES: ORDINANCE NO. 806: AN ORDINANCE TO AMEND SECTION 414 OF ORDINANCE NO. 788, APPROVED MAY 18, 1954, RELATING TO PUBLIC AND PRIVATE SEWERS Motion made by Avery, seconded by Connell that.Ordinance No. 806 be given the third reading. ORDINANCE NO. 813: AN ORDINANCE OF THE CITY OF PASCO, COUNTY OF FRANK- �IN, STATE .OF WASHINGTON, GRANTING TO TRI -CITY GAS, INC., A CORPORATION, ITS SUCCESSORS AND ASSIGNS, A FRANCHISE FOR THE PURPOSE OF FURNISHING THE CITIZENS OF PASCO., WASHINGTON WITH GAS FOR LIGHT, HEAT, FUEL, OR ANY OTHER LAWFUL PURPOSES, AND THE RIGHT, PRIVIL- EGE AND FRANCHIS9 TO CONSTRUCT, MAINTAIN, AND OPERATE GAS WORKS FOR THE MANUFACTURE AND/OR DISTRIBUTION OF GAS, AND TO LAY GAS PIPES AND MAINS IN THE STREETS, ALLEYS, AVENUES, HIGHWAYS, AND OTHER PUBLIC PLACES OF THE CITY OF PASCO, AND TO•CONEEY, DISTRIBUTE AND SELL GAS AND SPECIFYING THE LIMZITATIONS AND CONDITIONS OF SUCH GRANT Motion made by Connell, seconded by Avery that Ordinance No. 813 be given the first reading.
