REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT:
EAST SIDE WATER & SEWER SERVICE:
Dick Robinson interested in knowing about sewer and water connections for service
to property owners._'He was advised -by the Chairman of the Water Committee that
at least 17 hook-ups, secured by deposit"s,-for each two blocks in area were necess-
ary before installation could'be made; Prop6rty owners to contact City Engineer
for charges and amount of payment which is set up on the front footage basis.
Mr. McGee was interested in Streets and Water connections.
MRS. HARRY L. HIGHLAND, DOG NUISANCE:
Mrs. Highland spoke to the Council relative to the Dog nuisance in the neighbor-
hood of 1808 W. Park caused by female dogs and feels that an ordinance or rigid
license would help correct the situation which exists all over the city. Motion
made by Avery, seconded by Combs that the City Ordinance be studied and if present
ordinance can be strengthened, that an amendment be made. Motion carried. City
Clerk to write the Association_. of Washington Cities for copies of existing ord-
inances.
RESERVOIR & WATER TRANSMISSION LINE:
Holly A. Cornell submitted a certificate 6f Snal payment estimate and recommends
that the City Council accept the construction of the Reservoir and 'Water Trans-
mission Line. Motion made by Avery, seconded by Bonnett that the recommendation
of the Consulting Engineer be complied with and the construction of the Reservoir
and Water Transmission Line be accepted as of this date. Motion carried.
REGULAR ORDER OF BUSINESS RESUMED.
COMMUNICATIONS:
PRISON LABOR:
A letter was read from Captain Glenn M. Sickels stating police records show 126
hours of prison labor preformed during the month of August 1954..
ENGINEERING DEPOT (SURPLUS):
A letter was read from Hal Holmes with copy of letter from 0. C. Bradeen, relative
to Pasco Engineering Depot being declared surplus.
FEDERAL COMMUNICATIONS COMMISSION TV:
A letter was read from Hal Holmes and the Federal Communication Commission, Wash-
ington, D. C., relative to application for a new commercial TV Broadcasting Station
to be located in Pasco.
ESQUATZEL CANAL:
A letter was read from The Pollution Control Commission to 0. H. Olson, relative
to polluting material expected to be contained in canal waste water.
TRACT XX -3455 - $129000.00 COST OF REMOVAL OF WATER LINES:
A letter was read from James Leavy in regard to the collection of 412,000.00
incurred by relocating water lines necessitated by construction of the dyke by
the government. Mr. Leavy suggested submitting the situation to Congress for
drafting necessary legislation. Mr. Leavy and City Attorney to work together
on this.
ADMISSION TAX WAIVER:
A letter was read from Roberta K. Fullmer, President of the Business & Profiessional
Women's Club requesting the City to waive admission tax on tickets for a fashion
show to be given on Odtober 16, 1954. Motion made by Milne, seconded by Combs that
request be granted. Motion carried.
PORT OF PASCO (GRAVEL & PROPERTY):
A"letter was read from -Scott Roff suggesting arrangements whereby an exchange could
be made to the advantage of both parities of property and grave=l. Motion mdde by
Avery, seconded by Connell to turn this to the property committee for study and
recommendation. Motion carried. (Combs, Connell & Milne).
SLUDGE TREATMENT PLANT:
A letter was read from A. J. Reisdorph stating sludge is now being stock -piled
at the plant and suggests a sales price be established. He set out a scale to
be used. Motion made by Avery, seconded by Connell to accept the recommendation
of the Superintendent and that the Park and Cemetery have priority for purchase.
Motion carried.

�i A letter was read from R. W. Humphreys requesting the City to furnish com-
pound water meter. Motion made by .;Avery, seconded by Connell that the'City
I purchase meter and bill the Northern Pacific Railway at the cost to the City.
Motion carried. Motion'made by Avery, seconded by Connell that bids be called
on one 6" Compound Water Meter callable Tuesday, 8:00 P. M., October. 19, 1954 -
Engineer to furnish specifications. Motion carried.

VACATING NORTH & SOUTH ALLEY, BLOCK 242 HELM'S 2nd ADDITION:
.A petition presented by all property owners adjacent to this alley has been pre-
sented for vacation. Ordinance No. 650 complied with.
RESDLUTION NO. 354 covering this request was.read.
Motion made by Bonnett, seconded by Avery to adopt Resolution No. 354 and hold
a public hearing on Tuesday, 8:00 P. M., November 2, 1954- Motion carried by
roll call vote of six (6) .

Vice -President Mr. Ware spoke to the Council relative to cancellation of bond.
Mr. Weston had stated that he would have bond reinstated by this meeting and
make report. Bonnett suggested that nothing be moved off the site.. Personal
signatures on bond would re -instate bond. Mr.. Ware not favorable to this idea.
Following discussion motion was made.by Bonnett, seconded by Avery that if the
Weston Redi-Mix Inc. Bond is not reinstated by October 7, at 5:00 P. 14. the City
Attorney be instructed to take immediate action to protect the Citys interest.
Motion carried.
