CALL TO ORDER::
Meeting called to order at.8:00 P. M. Honorable Mayor Harry V. Custer presiding.
ROLL. CALL:
By Clerk. Councilmen present were J. -A. Avery, L. E. Bonnett, C. R. Combs, 6. A.
Connell, Lee J. Cvaig and C. S' Milne. T. R. VanHoy was absent. City Attorney
Richard G. Patrick was present.
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.-
WATER
ONSENT:
WATER & SEWER SERVICE (CONVENT):
Rev.'Wm. Schmitz presented plans of the new building which is to be located on
an unplatted piece of property;"same having been vacated for school purposes;
1200 feet would constitute basis for sewer_arid'water charge according to method
used on all other shhools and churches In computing charge. Plan was reviewed
and studied by the Council. Motion made by Avery, seconded by Bonnett that for
purpose of Water and Sewer charge that one and one,' -half blocks of this property
be used as basis -for charges. City Engineer to furnish figures. Motion carried.
(1200 ' @ $3.00 = $3,600.00; Sewer 1200' C $1.50 = $1,800.00)
C. S. CHURCHMAN AGREEMENT ON.USE OF APPURTENANT BLDG:
A letter of consent from the Planning Commission was read and agreement reviewed
as per section 10, paragraph 2 of Ordinance No. 435. Motion made by Bonnett,
seconded by Connell that no objections were registered. Motion carried. No
further action taken by the Council.
CAMPBELL'S MARKET, PARKING & SIDEWALKS:
Angle parking and sidewalks were discussed. Milne presented a sketch showing
portion to be used for angle parking and sidewalks, distance to street center
and parking lot entrances. Motion made by Milne, seconded by Connell that re=
quest presented by Campbell and Heart for sidewalk and angle parking be granted.
Motion carried.
CITY HALL PLANS:
Mr. Brandt Gessel, Architect, presented blue prints and picture of proposed build-
ing ; same was studied by the Council and discussed with. Mr. Gessel. Motion made
by Bonnett, seconded by Craig that plans for new City Hall and Fire 'Station be
accepted. Bids callable on Tuesday, September 28 , 1954, 8:00 P. M. Plans to be
issued on September 1, 1954• Motion carried. Gessel to furnish specs and blue
prints to trade centers. Present City Hall to be demolished. Tabulation sheets
to be furnished.
REGULAR ORDER OF BUSINESS RESUMED BY UNANIMOUS CONSENT:
REFUND: ^
George J. Ziblay requested a refund of 61.50, ordered returned by the Civil
Service Board. Motion made by Avery, seconded by Craig authorizing City Treas-
urer to make refund. Motion carried by roll call vote of six (6).
BUSINESS LICENSE APPLICATION:
R. B. Garrison General Contractor Kennewick
Motion made by Bonnett, seconded by Milne to issue. Motion carried.
McCall Farm Chemicals
Connell, Wash.
This product is being transferred from car to distribution tank at the Union
Oil Spur on West.A Street. Other companys' are paying business license such
as Nor-Kem, $5.00. Action on this company held up for investigation.
ANNEXATION: Blocks 1 & 2, Oakley's Riverfront Addition:
A letter was read from Olson & Olson submitting a petition to annex Blocks 1 &
2, Oakley's Riverfront Addition, map attached, consisting of approximately two
(2) Acres.
Motion made by Bonnett, seconded by Combs to request the City Attorney to advise
proper steps and procedure. Motion carried.

PASCO, WASHINGTON
TRI CITY YORK RITE BANNER DAYS:
A letter was read from Sid Carl president of the Retail Merchants Association,
requesting authority to use windshield stickers that would grant the visitors
free parking on the streets of-Pasco"the'last Week end in September and the
first two week ends in'October, 1954• Motion made -by Connell, seconded by
Avery granting request; copy of request and answer to Chief of Police. Motion
carried. I
LOADING 'SONE, 1041 TACOMA STREET:
A letter was read from The Elite Cleaners, requesting a loading and unloading
zone in front of their establishment to accommodate two cars. Motion made by
.Bonnett, seconded by Milne that one parking space be allowed. Chief of Police
to be so notified. Motion carried.
ASSOCIATION OF WASHINGTON CITIES:
A letter was read from Assistant Executive Secretary George D. Smith, relative
to request for Regional Meeting in this area -Benton City on September 17, 1954•
ORDINANCE NO. 803:
AN ORDINANCE DEFINING THE DUTIES OF THE CITY
TREASURER OF THE CITY OF PASCO, PRESCRIBING
THE AMOUNT OF HIS BOND, FIXING HIS COMPENS-
ATION, AND REPEALING ALL ORDINANCES AND PARTS
OF ORDINANCES IN CONFLICT HEREWITH
Motion made by Bonnett, seconded by Craig to give Ordinance No. 803 the third
reading. Motion carried. Ordinance No. 803 was read. Motion made by Connell,
seconded by Combs that Ordinance No. 803 has been given the third reading.
Motion carried. Motion made by Bonnett, seconded by Connell to adopt Ordinance
No-. 803. Motion carried by roll call vote of six (6). -Motion--carrie-d-.
TENTATIVE BUDGET FOR 1955:
The City Clerk presented the Mayor with ample copies of the Tentative Budget
for the year 1955• At this time the Mayor presented each member present with
a copy.
ADJOURNMENT:
Motion made by'Bonnett, seconded -by Avery to adjourn to nett regular meeting,
Tuesday, 8.00 P. M., September 7, 1954• Motion carried.
