Custer presiding. ROLL CALL: p By Clerk. Councilmen present were J. A. Avery, C. R. Combs, S. A. Connell, Lee J. Craig, and T. R. Van Hoy. L: E. Bonnett and -C. S. Milne were absent. City Attorney, Richard G. Patrick was present. READING OF THE MINUTES: j Minutes of the meeting held August 3rd, 1954 were read and approved. COMMUNICATIONS: OUT -BOARD MOTOR BOAT RACES: A letter was read from the Pasco Water Follies, Inc. requesting exclusive rights for the licensing of carnivals, rides, shows or similar amusement devices in Pasco during the balance of this month and until September 27, 1954- Obtaining a license for a carnival was discussed. Motion made by Avery, seconded by Combs that the City Council is sympathetic with the Follies request. All applica- tions are subject to City Council's approval. M6tion carried. SIREN CONTROLS: . A letter was read from Fire Chief, Lyle Cooney, submitting prices on moving same from bell tower to -City Hall Building. Motion made by Avery, seconded by Craig authorizing Fire Chief and Committee to negotiate and accept the lowest or best price. Motion carried by roll call vote of five (5). FIRST STREET AND LEWIS (NO PARKING SIGN): A letter was read from the Police Department requesting that the first parking III space on west side of First Street and South of Lewis be made "No Parking" -- space needed by large trucks turning South on First. Motion made by Combs, seconded by Craig that request be granted. Motion Carried. PASCO BOAT BASIN AREA (CORPS OF ENGINEERS, WALLA WALLA): A letter presented by Mr. Wyman from the Corps of Engineers was read, with reference to the Park Board's letter of May 6, 1954 requesting additional area lying immediately West -of the present boat basin be added to the original licensed area with a draft of supplemental agreement No. 1 to, license, dated December 14, 1953 for concurrence. When received by Corps of Engineers,agreement will be forwarded to higher Authority for approval. Then Pasco will be promptly advised. Motion made by Avery, seconded by Craig that Supplemental Agreement No. 1 be approved subject to City Attorney's approval. Motion carried. APPOINTMENTS: POLICE JUDGE: Mayor Custer appoinie_d 0. C. Adams for July 29, 1954 only and E. L. Dunnavan for August 16, 1954 only. Motion made by Avery, seconded by Craig concur- ring in appointments. Motion carried. REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT. MR. C. C. MACKNER -- STREET SIGNS W. HENRY Mr. C. C. Mackner making inquiry as to.why Street signs were not installed in the 1800 Block West Henry. He was advised the Street Department was busy with the oiling program, will erect signs in the near future. LARRY -..KING Larry King, 407 South Wehe, moving house on property where another house exists, j was told by Building Inspector, J. L. Chatterley, to create a duplex was the only way he could do it. REGULAR ORDER OF BUSINESS RESUMED. L. W. VAILS:' Mr. Vails' letter of August 13, 1954 was read acknowledging receipt of signed Boat Basin Agreement on gravel, also notice to proceed with work. He states the Kansas City Bridge Company has not moved their equipment so that this work could be satisfactorily performed. Motion made by Avery, seconded by Craig, that the City Engineer convey to the Kansas City Bridge Company. -this informa- tion and work something out to satisfy both parties. City Clerk authorized to deposit checks in the amount of $5,505.00. Motion carried. A letter was read from Murphy Motors, Inc. relative to bad appearance of lot they are using. He states they will proceed with a Sheriff's Sale. Rental fee was also discussed. Motion made by Connell, seconded by Combs to rent by the month at $100.00 rental, City Attorney to draw up lease or agreement on usage, time, etc. Motion carried. PURCHASES Purchases requested were read by the Mayor as follows: PARK DEPARTMENT: Overlies Sporting Goods -- 15 Gal. Floor Wax @ $2.95 $44.25 10 Gal. Ducocrex (floor seal) @3.95 39.50 6 Gal. Florcrex (penetrating seal) 21.90 @ 3.65 105.65 3% Sales Tax 3.17 $107.2 WATER DEPARTMENT:. Miscellaneous Companies -- Meter parts, pipe and fittings etc. $2,526.24 Motion made by Connell, seconded by Craig authorizing the purchases. Motion carried by a roll -call vote of five (5). Motion carried. KURTZMAN PARK: A letter was read from the Park Board relative to delay in the Park Improvement over $2,800.00 has been spent on this park this year. Volunteer help not provided. Equipment needed. Motion made by Connell, seconded by Van Hoy that the Park Department borrow torch for cutting pipe. City Engineer to make torch available. Motion carried. Water and sewer also discussed. SEWAGE DISPOSAL PLANT -- INSURANCE $50.00: More time asked. BUILDING INSPECTOR'S REPORT: Building Inspector's report on occupancy violations was read, itemizing thirty- three (33) violations. LIBRARY STUCCO SPECIFICATIONS: Library Stucco Specifications for call for bids was read. Motion made by Craig, seconded by Combs setting call for bids to Tuesday 8:00 P.M., September 7, 1954. Motion carried. li LAND USE MAP: Mr. Erwen spoke on Land Use Committee working on zone problems. Eliminating !, border -line cases was discussed. Within 90 days this committee will have plans to present to the City Council. Motion made by Avery, seconded by Van Hoy to concur with Planning Commission in future action. Motion carried. Joe Walker, County Building Inspector, also spoke on the subject. READING OF ORDINANCES: ORDINANCE NO. 802:' AN ORDINANCE VACATING THAT PORTION OF MARGARET STREET LYING BETWEEN THE.WESTERLY LINE OF MEAD .AVENUE AND THE EASTERLY LINE OF ILLINOIS AVENUE AND THAT PORTION OF HENRY STREET LYING BETWEEN THE WESTERLY LINE OF MEAD AVENUE AND THE EASTERLY LINE OF ILLINOIS AVENUE, EXCEPT �. HOUSING AUTHORITY: Housing Authority submitted copy of minutes of meeting held June 24, 1954 to be filed. BUDGET: i , City Clerk furnished each member of the City Council with a copy of the July 1954 Budget of all Departments.
