Custer presiding. ROLL CALL: By Clerk. Councilmen present were J. A. Avery, L. E. Bonnett, Lee J. Craig and C. S. Milne.. Absent were C. R. tombs, S. A. Connell and T-. R. VanHoy. City Attorney Richard G. yatrick.was present. READING, OF THE MINUTES: . Minutes of meeting held July 6, 1954 were read and approved. BILLS: Two (2) vouchers were presented for payment as follows. Motion made by Avery, seconded by Milne that vouchers be paid if properly signed and approved. Motion carried by roll call vote of four (4). CURRENT EXPENSE 32542 C. B. Rimington Legal services 25.00 Total 25.00 I IIII, CONSTRUCTION ORDINANCE N0L, T7 47 The Bristol Company Rec & Transmitter 517.50 Total II ,li Grand Total $542.50 COMMUNICATIONS: OPENING COLUMBIA RIVER BRIDGE: A letter was read from Sid Carl, President of the Chamber of Commerce, requesting permission to cover all parking meters on the day of the celebration. Covers to be placed and removed by members of the Retail Merchants Association. Motion made �I by Bonnett, seconded by Craig granting the request. Motion carried. BONDS: J A letter was read from Grande Oc Company I:Yc., expressing their interest in bidding on future L. I. D. Bonds. PACIFIC COAST BUILDING OFFICIALS CONFERENCE: A letter was read informing the Council of a special meeting of the Inland Empire Building Officials Conference to be held in Yakima, in the City Hall at 12 o'clock noon, July 28, 1954- Motion made by Avery, seconded by Bonnett that Building Inspector be allowed to attend. Motion carried. REGULAR ORDER OF BUSINESS SET. ASIDE BY UNANIMOUS CONSENT: i CITY PROPERTY, BLOCK 35, RIVERSIDE ADDITION: Mr. Scott Roff presented a sketch of City owned property in that addition and stated that the Port was interested in securing all of it for future development. Sketch j was studied by the Council and discussed; Milne by minority report favors calling for bids by auction. Committee to make report. Roff to contact Chairman Combs for a meeting with the Port Commissioners. JAY ROBINSON, Sr: � I Mr. Robinson reports that "C" Street between 4th & 5th Street is badly in need of repairs. Motion made by Bonnett, seconded by Craig to turn this to the Street Comm- j ittee for investigation and report. Motion carried. He also reports that a repair shop is doing business on the corner of 5th and "C" Streets in R-2 District. REGULAR ORDER OF BUSINESS RESUMED: BIDS, STREET OILING.- Two ILING:Two (2) bids were received, opened and. read as follows: Columbia Asphalt Paving Company25,459.50 L. W. Vail Company 25,851.00 Motion made by Bonnett, seconded by Avery that the Council recess for five (5) minutes to study bids with City Engineer. Motion carried. Following extensions and study the Council returned to order in session and discussed bids. Motion made by Milne, seconded by Craig that the low bid of Columbia Asphalt Paving Co bid in the amount of $25,459.50 be accepted. Motion carried by roll call vote of four (4). PUBLIC HEARING, VACATING MARGARET, MEAD & ILLINOIS, STADIUM PARK ADD: Notice of public hearing was read. No objections registered by letter or in person. Motion made by Avery, seconded by Craig requesting the City Attorney to draw up an Ordinance to compl.y with petition. Motion carried. 2213 PASCO, WASHINGTON COUNCIL CHAMBERS JULY 20, 195 PETITION TO VACATE ALLEY, BLOCK 8, HELM'S ADD (E. H. KIDWELL) Petition presented. by Mr. Kidwell was read. Deposit paid as per Ordinance No. 650. Motion made by Avery, seconded by Bonnett to -turn to Street Committee for report. Motion carried. AGREEMENT, 503 SOUTH MAIN: Presented by Bernie Kellerman with sketch attached, requesting a deviation from Ordinance No. 688, relative to sidewalk installation around Lotl, Block 124, Pasco Land Cots First Addition. Motion made by Milne, -seconded by Bonnett accepting Agreement with Bernie Kellerman at 503 So. Main as requested. Motion carried. AGREEMTNT PRESBYTERIAN CHURCH, MERIDIAN & PARK: The Presbyterian Church requests authority to deviate from Ordinance No. 688 by agreement on sidewalk installation. Motion made by Milne, seconded by Avery that request be granted and agreement signed. Motion carried. REPORTS: TRUCKS PARKING ON WEST IRVING: Complaint by property owner. Motion made by Milne, seconded by Avery that copy of letter be mailed to property owners mentioned for parking trucks and creating un- sightly appearance and undue noise in the neighborhood.. Motion carried. HENRY SCHWARTZKOPF'S SEWER CONNECTION CHARGE, LOT 10, BLK 1, PETITT'S SECOND: I, A letter was read from the Water Department relative to sewer connection charge on one lot which Mr. Schwartzkopf sold; the charge on this lot No. 10 was not paid at the time he paid for two adjacent lots. Rates have been increased from $1.00 to `$3.00 per front foot since the first payment and he was of the opinion that connection charges were being paid on all three lots, therefore, is request- ing a refund of $100.00. Motion made by Avery, seconded by Craig that sewer charge of :$3.00 per front foot to cover connection fee on Lot 10, Block 1, Petitt's Second Addition be sustained. Motion carried. WATER LINE, SO. LINDSAY (CANNON): City Engineer George R. Fisher reports complaints on inadequate,water service through a 11" line and recommends that this be replaced with a 4" line removed from South 8th. Motion made by A,,ery, seconded by Milne that replacement by a 4" line be made as recommended. Motion carried. PROPOSED WATER LINE UNDER NORTHERN PACIFIC TRACKS (NEW HUMP YARD) City Engineer George R. Fisher presented a sketch which was studied by the Council; several possibilities and crossing locations were considered. City Engineer Geo- rge R. Fisher recommends crossing under tracks at a point just north of the ice house; brought down from James Street through easement between -P. U. D. and Inland Addition, then north easterly to miss the ice house; thence south to tie into Cemetery line or north to serve N. P. Yard with a 12 A° line; line crossing under track will be a 1611 line. Motion made by :Avery, seconded by Bonnett to go ahead with improvement recommended by the City Engineer. Motion carried. SMITH TRUCK ,w TRACTOR COMPANY - WATER: The above company is interested in front footage charge on water service extension to proposed addition to their builditag on West Lewis & 11th Street. Motion made by Bonnett, seconded by Craig to turn request to the Water Committee for report. Motion carried. PURCHASES: Motion made by Bonnett, seconded by Avery authorizing the following purchases.. Motion carried by roll call vote of four (4). STREET DEPARTMENT: Crushed gravel $ 495.00 Grader repair 169.86 WATER DEPARTMENT: Alum, permits, copper tubing, meters 4,355.66 MIMEOGRAPH MACHINE: Two letters were read with reference to bids on Mimeograph lvlachine; one from the City Clerk and one from George R. Fisher recommending the purchase of the Roneo which is the lowest bid. -City Attorney favored the acceptance of the lowest bid. Motion made by Milne, seconded by Avery that the low bid of Basin,Typewriter be accepted. Motion carried by roll call vote of four (4). PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS- JULY 20 1954 I ROOFING, AIRPORT B IDS: Due to an error in printing,bids were callable the 16th instead of the 6th. Two (2) bids were received on the 16th. Motion made by Avery-,,,'peconded by Craig to z return bids unopened and re -advertise for bids, callable Tuesday, 8:00 P. M., August 3, 1954- Motion carried. HUTMENT: The .Mayor reporting for the Airport Committee states the Riverview -Grange has offered $50.00 for quonset Hut. Motion made by Craig,.seconded by Milne that the Airport Committee and the Manager -be authorized to sell the Hutment to the grange for $50.00. Motion carried. PACKING HOUSE, SEWER CONNECTION: More time granted. BOND BOAT BASIN: City Attorney to study bond and report. TRUCK PY-PASS SIGNS: City Engineer states these will be installed in a few days. CODIFICATION ORDINANCES: More time asked; same was granted. BLANKET FIRE INSURANCE: Milne met with a member of the Insurance Committee; adding $50.00 to,cover Sewage Disposal Plant was discussed. Does this include damage to equipment or lift station was one of the questions considered. Insurance to be put up for bid in 1555• Motion made by Milne, seconded by Avery recommending $50.00 to cover Sewage Dispos- al Plant. (Lift Station &Equip) Motion carried. If no report and no request for additional time by any member of the Committee is made then the matter shall automatically go into a Committee of the Council as a whole. Motion made by Avery, sec- onded by Bonnett to adopt Resolution No. 350. Motion carried by roll,call vote of four (4) - ORDINANCE NO. 801: AN ORDINANCE AMENDING ORDINANCE NO. 435 AND BEING AN ORDINANCE CHANGING A ZONE CLAS'S'IFI- CATION OF BLOCK 5, GRAY'S EAST RIVERSIDE ADD- ITION TO PASCO, FROM RESIDENTIAL R-2 TO MAN- UFACTURING M-1 Motion made by Bonnett, seconded by Avery to gilve Ordinance No. 801 the first reading. CROSS WALKS ON WEST LEWIS: State will paint cross walks at a cost of approximately $280.00. Following the adoption of a Resolution to so do. Motion made by Milne, seconded by Bonnett to set up Resolution to cover painting cross walks and curbs. Motion carried. BUDGET. City Clerk furnished each member a copy of the monthly budget for all departments. ADJOURNMENT: Motion made by Bonnett, seconded by Milne to adjourn to next regular meeting, Tuesday, 8:00 P.
